    City Corporate cum Business Plan for Musiri Town Panchayat Final Report Tiruchirappalli District, Tamil Nadu - 1 - 1 PROJECT OVERVIEW 1.1 ASSIGNMENT BACKGROUND The World Bank has been a partner in urban reform program of Government of Tamil Nadu (GoTN) with engagement through Tamil Nadu Urban Development Project (TNUDP) - TNUDP-I, TNUDP-II and TNUDP-III (in progress). Towards taking forward the urban reform agenda, the GoTN is now implementing the TNUDP-III with focus on furthering the reforms initiated under TNUDP-II. The Tamil Nadu Urban Infrastructure Financial Services Limited (TNUIFSL), as a financial intermediary, intends to assist the Commissionerate of Town Panchayats (CTP) in strengthening and improving the financial position of its Town Panchayats for effective capital investment management and urban service delivery. These towns possess a good potential for implementation of such financial reforms for which it is essential to formulate a City Corporate Cum Business Plan. The CTP has started the process of capacity building in Town Panchayats through this process to enhance the vision of the ULBs in growth of their towns. 1.1.1 CITY CORPORATE PLAN A City Corporate Plan (CCP) is the ULB’s corporate strategy that presents both a vision of a desired future perspective for the city and the ULB’s organization, and mission statements on how the ULB, together with other stakeholders, intends to work towards achieving their long-term vision in the next ten years. A CCP translates mission into actions and actions into outcomes. When a CCP is developed in close consultation with, and endorsed by all relevant local stakeholders, a ULB and others who commit themselves to action can be held accountable for their mission statements, actions and expected outcomes.

    CHAPTER – II ECONOMIC DEVELOPMENT OF TIRUCHIRAPPALLI UNDER COLONIAL RULE The establishment of the British rule in Tiruchirappalli had a great impact in the economic history Tiruchirappalli region. As agriculture was the major occupation of the people, the British made several efforts to develop it in order to increase the revenue of the government. The experiment of various revenue settlements and the improvement of irrigation system contributed to develop agriculture activities and thereby it provided a source of revenue to the British. However, the British did not give much importance to the progress of the industry in Tiruchirappalli region. 1. Colonial Economic Policy Colonialism does mean the introduction of capitalist relations of production or capitalist structure into Agriculture, Industry and Trade. It exhibits the character of bourgeois state system, legal and property relations, the development of capitalist mode of production or of productive power. 1 The British East India Company enjoyed a monopoly of British trade with India and the Far East until 1813. At that time the Portuguese, the Dutch, the Danes and the French were also engaged in trading with India. The chief articles of trade were cotton, silk textiles and opium. INTRODUCTION Tiruchirappalli district is bounded on the east by Thanjavur and Pudukkottai, on the south by Madurai, on the west by Coimbatore and parts of Salem and on the north by Salem and south Arcot districts. Situated principally between, 10016’ and 11032’ northern latitude and 7808’ and 79030’ eastern longitudes with an area of 4500 square miles. The district is divided into two unequal portions by the river Kaveri. The two territorial divisions are traditionally called Nirambam and kadarambam. Trichinopoly came under the company’s management in 1801. The southern portion of Trichinopoly is located along the Kaveri River. The northern half is a dry area. College (Autonomous), Tiruchirappalli Research Scholar, Department of Earth and Industrial Sciences, Tamil University, P.Sujatha Thanjavur ABSTRACT In this paper, an attempt was made to assess the changes and mapping the landuse and cropping pattern in Tiruchirappalli District for the five years of statistical data (2008 & 2012). Almost all the landuse categories are well found in the taluks of Thuraiyur and Manapparai and least in Tottiyam taluk. Musiri, Lalgudi and Manapparai taluks are well distributed the cropping pattern and Srirangam taluk is least. The changes were identified, in which the decrease of main landuse categories namely net-cultivable area (from 42.1 to 34.6 %) and other fallow land (from 14.3 to 10.8%). The increase of main landuse categories were identified namely forest (from 8.2 to 9.3%), land put to non-agricultural use (from 16.9 to 20.7%), and current fallow land (from 9.5 to 12.2%). Paddy, cotton and sugarcane were mainly cultivated in the study area. The changes of crops were identified, in which the decrease and increase namely cotton (from 6.7 to 5.7 %), paddy (from 36.3 to 46.2%) and sugarcane (from 5.5 to 5.0%). The changes of land use and cropping pattern may be affected by rainfall, climatic condition, and quality of water, physical factors and human activities.
