    Journal of US-China Public Administration, August 2016, Vol. 13, No. 8, 499-517 doi: 10.17265/1548-6591/2016.08.001 D DAVID PUBLISHING Reviewing and Evaluating the Direct Elections to the Legislative Council and the Transformation of Political Parties in Hong Kong, 1991-2016 Chung Fun Steven Hung The Education University of Hong Kong, Hong Kong After direct elections were instituted in Hong Kong, politicization inevitably followed democratization. This paper intends to evaluate how political parties’ politics happened in Hong Kong’s recent history. The research was conducted through historical comparative analysis, with the context of Hong Kong during the sovereignty transition and the interim period of democratization being crucial. For the implementation of “one country, two systems”, political democratization was hindered and distinct political scenarios of Hong Kong’s transformation were made. The democratic forces had no alternative but to seek more radicalized politics, which caused a decisive fragmentation of the local political parties where the establishment camp was inevitable and the democratic blocs were split into many more small groups individually. It is harmful. It is not conducive to unity and for the common interests of the publics. This paper explores and evaluates the political history of Hong Kong and the ways in which the limited democratization hinders the progress of Hong Kong’s transformation. Keywords: election politics, historical comparative, ruling, democratization The democratizing element of the Hong Kong political system was bounded within the Legislative Council under the principle of the separation of powers of the three governing branches, Executive, Legislative, and Judicial. Popular elections for the Hong Kong legislature were introduced and implemented for 25 years (1991-2016) and there were eight terms of general elections for the Legislative Council.

Can the minister tell us, if there are any breaches of the law, who will be punished? Is it the people who have participated in the tours or the people who are running the tour groups? How are you exactly going to enforce the rules? Are you going to increase checks on these tour groups? If there are any infections found in these groups, will there be any punishments, such as suspension of business for 14 days? Any other follow-up infection control measures to be done on those tours? Secondly, can I ask Professor Chan about the latest developments with flu vaccines? We've seen from some reports that there have been a great shortage with flu vaccines, how is the Government going to address this issue? There have been reports about the meeting with sector representatives and doctors yesterday, can you tell us more about what have been discussed, and what will you do to increase the supply? Which group will be prioritised? How can you ensure that everyone who needs the vaccine can get it? Secretary for Commerce and Economic Development: I think the proposed exemption for the local tour arrangement is premised on the understanding that travel agents, being the organisers of all these exempted group tours, will take the extra steps in protecting public health and minimising the risks.

    Honorary Awards Ceremony 榮譽博士學位頒授典禮 2019/2020 Honorary Doctor of Social Science Dr Edward LEONG Che-hung Public Orator Professor Matthew LEE Kwok-on Mr Council Chairman: Dr Edward Leong Che-hung is well-known both in his profession of medicine and in the sector of public service. In his illustrious career of more than fifty years, his accomplishments are remarkable in pioneering new surgical procedures, educating generations of doctors, initiating discussions and promoting awareness of diverse medical and social issues, and in different ways, bettering the life of many individuals. Now in his eighties, Dr Leong remains as energetic and steadfast as ever in his efforts to make the world a better place. Dr Leong comes from a family with extensive involvement in various areas of medicine. His father, also a medical doctor, served the Aberdeen community with dedication for decades in the last century. In those days of austerity, Dr Leong saw his parents carrying medical provisions in their rattan baskets every day as they went around treating their patients and foregoing their own comfort in the service of their calling. Such unflagging loyalty to the well-being of those under their care inspired Dr Leong to take up a career in medicine. After he obtained his medical degree from the University of Hong Kong, Dr Leong taught in the Department of Surgery of his alma mater from 1963 to 1978, at the same time carrying on a robust research agenda. His work on gastrocystoplasty, a global first, was considered a breakthrough in both technology and scientific research. His advancement in the use of material from the stomach for use in cystoplasty in humans made him world famous and earned him the position of Hunterian Professor at the Royal College of Surgeons of England in 1975.

    Dr the Hon Victor Fung Kwok-king GBM, GBS DOCTOR OF LAWS honoris causa Citation Dr Victor Fung Kwok-king is the Group Chairman of the Li & Fung Group. Through his visionary outlook and tireless effort, Dr Fung transformed Li & Fung Group from a small family trading business in the early „70s to a world-class supply chain management company, orchestrating a network of over 15,000 suppliers serving over 2,000 customers in the US, Europe and Asia. Today, the Li & Fung Group is a diverse multinational group with three distinct core businesses -- export sourcing, distribution and retailing, with over 35,000 employees working in more than 40 economies across the world, earning a total revenue of US$16 billion in 2009. There are now four public companies in the Li & Fung Group. Born and raised in Hong Kong, Dr Fung holds bachelor‟s and master‟s degrees in electrical engineering from the Massachusetts Institute of Technology, and a doctorate in business economics from Harvard University. After graduation he worked briefly in Citibank‟s Corporate Banking Group in New York, before joining the faculty at Harvard Business School where he taught as an assistant professor for four years. Dr Fung can truly claim that he was one of us in academia. In 1976, he answered the call for service to his family, and returned to Hong Kong to look after the family trading business which his grandfather started in 1906 in Guangzhou. In other words, the Li & Fung Group has more than 100 years of history. Dr Fung is not only admired for transforming his family business; he is also a successful entrepreneur.

    Message from the Chairman For the past 15 years, The Dragon Foundation has worked hard to bring together young ethnic Chinese from all over the world to know more about their heritage and to find out how best they may contribute both to their own communities and to China. With technology so highly developed – and advancing almost every day – I believe that these connections, collaborations and partnerships may only grow closer. Technology aims at more than just communication however, and today’s young people are seeking ways to harness its power for employment and education. For this reason, The Dragon Foundation co-organised with the Hong Kong Federation of Youth Groups, the first Global Youth Entrepreneurs Forum. It brought together 400 young Chinese persons, including the Dragon 100 delegates, who sat down to learn, discuss and discover ways to improve their own entrepreneurial skills. The enrichment is not only for enhancing employability but also as a mean of driving the world economy. I remain impressed by the young “Dragons” who are always looking to the future, while also remaining committed to serving their communities. This is especially true of the Foundation’s two alumni associations, DragoNation and Envision Hong Kong. None of this would have been possible without the hard work and efforts of so many. My heartfelt thanks go to all the Foundation Directors, especially the Members of the Programme and Fund Raising Committees, for their tireless work. I would particularly like to thank Shelley Lee, Tenniel Chu and Christopher Lau for organising the Sixth Charity Golf Tournament at Mission Hills Shenzhen Clubbhouse.
