19/003 PUBLIC PARTICIPATION

Cycling path – Cycling enthusiasts were interested in the route that the cycle path would take and asked if engineering plans had been drawn up. Cllr. Warwick confirmed that plans are available, and good progress had been made.

A resident of – wanted to enquire about how the affordable housing need analysis was drawn up and whether it was in the presence of an independent verifier. Another resident asked about questions related to the detail in the Final Report analysis and referred to the new amenities survey, questioning as to whether the figures overlap.

19/004 Reports from Local Councillors

Cllr. Warwick (HCC) submitted a draft feasibility plan related to the new cycle path. Cllr. Warwick and Cllr. Porter met up with the land owners and had their approval to proceed. Mapping has been done; information will go out in the public domain as soon as the final review has been done.

Parish Council Report April 2019

Supporting Families More than 4500 families in Hampshire have been helped during the County’s Supporting Families programme. An evaluation by Solent University showed the support given translated into avoiding costs of around £27m.

Calshot Activity Centre new investment in the Hangar Centre includes aerial trekking, laser climbing and a bouldering cave.

Cllr. Horrill’s report The movement strategy has now been approved and is now with Hampshire County Council to be adopted. The Park and Ride plan

P a g e | 2591 related to the site at Three Maids Hill is one of the priorities as there is a need to take cars out of the city. Two items have been withdrawn, the congestion charge and the Western bypass. Litter control is being focused on and the Winchester City Council (WCC) is fully supporting the spring clean program. Worst areas receiving attention are the A34 and Winnall roundabout. Friarsgate has been purchased by Winchester City Council and will be demolished to clear the way for the view of the river; the open ground will be used for various events.

Harewood incinerator – this is a national program, local residents are concerned about pollution and the proximity of the installation. The Bar End development is now underway to build a new leisure facility by 2020. Cllr Selby commented that the movement strategy seems to be all about cars, he asked if the planning strategy had been taken into account when considering the new High Street hotel, i.e. more hotels would mean more cars? Cllr Horrill advised that the new strategy will feed into other policies like planning and city strategy. Cllr. Selby – referred to the picture of the bus station and its relocation he wanted to know if the new station would provide shelter. Cllr.Horrill advised that the bus station is on a temporary site. Currently WCC are looking at other bus station developments in various areas.

Cllr. Neville asked if WCC and HCC employees currently bringing cars into the city would move out of the City. Cllr. Horrill advised that this is under review at the moment.

Cllr. Godfrey’s report In the last five weeks 70 council houses have been opened and another 1000 are planned over the next 10 years. Harewood Incinerator – WCC does not favour building the new plant. Steve Brine MP will be debating this in Westminster on the 9th April. Pleased to see the West Dever News is going to continue and Cllr. Godfrey wished to thank all contributing to the production of the magazine. Affordable Housing – believed the verified housing figures would not support the need for a small scheme.

Firstly, and relevant to your Parish: County members have had a briefing, and asked their views on the three ongoing consultations on Municipal Waste Collection. All are on the gov.uk website Deadline 13th May 2019 These are:-  Deposit Return scheme- (looking at money you get back?)  Management and recycling of municipal waste (link below)

 Extended Producer Responsibility- (simplifying the way we can recycle goods and placing responsibility back on producer) Many of you want to see more items recycled, less contamination and less items going to residual waste. These consultations are an ideal way to explain to the Government what you want to recycle and maybe, the challenge of recycling in rural areas. https://consult.defra.gov.uk/environmental-quality/consultation-on- consistency-in-household-and-busin/consultation/ The aims of this are: 1. Increase recycling 2. Reduce residual waste 3. Reduce residents’ confusion The result of this consultation should be confirmation of improved targets for the UK: 65% recycled by 2035, (currently 41% across Hants) and less than 10% of all municipal waste, including mattresses , shop waste etc to landfill. The Council’s response (Decision day: 23/04/19) will look at the implications for collection (done by WCC) and disposal (done by HCC); including the cost of new waste streams, holding even more in the UK etc. Deposit 496- removal of permissive rights across land in I have taken this up with HCC officer, Harry Goodchild and the Agents for the land. Wheelabrator Site The County has responded with a detailed technical response, challenging among other issues, the environmental concerns, siting, and need for the site. I am aiming for a cross party view on this between the 4 county councillors whose divisions are affected. have asked for an information visit for relevant Parish Council Chairpersons to the HCC Chineham site, which although much smaller (about 110,000 tonnes p.a.) will inform you of the processes. A31 Brexit plans All works are now ready: we await a deal…or no deal- which will bring the road closures. I was informed of vehicles travelling the wrong way- and asked for more signage hopefully situation is now improved. Weeds or wildflowers? As the city and county reconsiders grass cutting contracts, and more local groups want to improve the floral diversity of our verges, I have asked the two authorities to agree a clear policy for planting of wildflowers. Because of purdah, this will not take place until early May now. Mental Health: HCC is the scrutiny body for Children’s Mental Health Services. Earlier this year, we had a depressing presentation; the annual story repeats the year before: too little money, spread too thinly across the county, so services are hard to get and overstretched, resulting in very poorly children needing higher level help because of the tardiness of response. £14.8million is spent annually on CAMHS (and an additional £1m for autism support to tackle the backlog in the EHCP process to get extra help in education and care). We challenged the NHS to do

P a g e | 2593 better for our children in 2019. The NHS plans are to be submitted to NHS this April. Autism UK: ‘We’ll keep going until everyone understands’ It is a sad fact that very few autistic adults are fully employed: you can become an Autism Ambassador to spread the word : that with appropriate adjustments, the workplace can support working adults with autism. Volunteers will be introduced to the role, receive training and pledge how they will make a difference where they can. Use of Parish CIL for Highways Projects in conjunction with HCC After having a very frustrating 2018 trying to get this sorted out. After a series of helpful meetings, I think I’ve finally got it sorted! If your Parish has something they’d like to do, then contact Nicola Waight, who is a Principal Transport planner and has been appointed to the role working with Parishes on commissioned projects. You will link to her for the work you want, then she will follow this through with you, linking your CIL (some may well be held at HCC) and Parish CIL money to achieve what you want. It may be worth an initial email or telephone conversation to start the ball rolling! You can contact Nicola at [email protected], on 01962 832122. I know this will be useful for Parishes who are acquiring CIL, but don’t know how to spend it. Nicola says you should expect a timeline of around twelve months from start to project completion if there is enough money in the system. The County Council has granted additional £450K for Winchester Hospice in March 2019. (Total now £700,000… and withdrawn £25K funding for Jane Austen statue in the Close ) Library access- do you use the Library Lending System? It now costs £40 to borrow a book from an international library, £20 from another UK library: steeper than Amazon prices. Perrins advised that the work carried out as a result of the potential promotion of the Swifts football was complete and no further work was planned.

Response The application is for two two-storey extensions and a change of materials from brickwork to render. The extension on the east will provide a kitchen with games room over, and the extension over the existing double garage will provide an enlarged bedroom (previously a dormer room). Brick and roof tiles are to match the current materials, with white render on the gables. The eastern extension isn't especially subservient to the main building, not being set down by much from the ridge and not set back. The render may not be visually recessive, although it is not uncommon in the area. The western extension with garage below is similar, with the sloping chalet -style roof being replaced by a gable. (High Quality Places Part 8) The overall impression is one of significant enlargement, the open corner setting adding to the effect. Overlooking may be less of a problem on the west, with no windows looking at No. 104, the nearest neighbour. There may be views from the games room over No. 2 Downlands Way. The chief issue seems to be the bold nature of the eastern two storey extension. I'm not sure whether the western extension over the garage could be satisfactorily reduced. I recommend Comment Only along the above lines.

RECOMMENDATION: The Parish Council would like to comment that the extensions don't appear sufficiently set down and back and that the overall impression is one of significant enlargement, the open corner setting adding to the effect.

N.B. the business successfully applied to have Condition 8 removed in 2007, which allowed only fifty horses at a time, to permit breeding. Assurances were given that this would not increase traffic and the removal was approved provided no more than one hundred were kept, to avoid increased vehicle movements on the local narrow and unsuitable roads, both rights of way, deemed unsustainable. Condition 7 states that the outdoor riding arena should only be used for purposes incidental to the equine enterprise and not by persons without horses kept at livery on site, in order to avoid increased traffic, it is implied, by customers for the training facility. The agent's letter claims that current national planning guidance takes a "more pragmatic approach" to rural developments than it did in 2007. It refers to the Hampshire Polo School 's ( a separate business nearby) application of 2017 for an arena which doesn't have conditions relating to traffic, although Highways commented that the arena should only be used for training and exercise, not competitive matches". This apparently demonstrates the "more pragmatic approach" and supports the request for the removal of Condition 7. Some evidence of current vehicle movements and some assessment of numbers wishing to hire the area would have been useful here. There is anecdotal evidence from neighbouring landowners of regular use of the rights of way to access South Wonston Farm, both by polo and livery customers and service vehicles. Equestrian development should not harm the character of an area by reason of cumulative impact when considered with similar enterprises in it, nor have an unacceptable impact on residential amenities in the area (LPP2 DM12). Neither should it create unacceptable visual or noise intrusion, or an unacceptable alteration in the character of the area (Lpp2 DM13). I recommend Comment Only, suggesting a proper survey of traffic and some sort of business plan be provided before the application is examined and decided. RECOMMENDATION: The Parish Council would like to see a traffic survey carried out and an appropriate business plan supplied before any conclusion is reached.

Materials will be to match the existing. The present garage and utility room are set back from the house front. The extension will contain a lounge, study, bedroom and en suite, with windows to the front and side of the lounge and to the back of the bedroom and en suite. The new bedroom will be the fifth in the property. The extension, being on top of the garage, will be set back from the main build, and with a lower roof will be subservient to the original. 14, Downlands Way occupies a big corner plot opposite the entrance to Cherry Close and nearest 16 and 12 Downlands Way. The new rear windows point towards No. 12's garage and house and the front lounge window points across the road to No. 21. A 2 metre high hedge grows round the front of No. 14. There is a similar first floor extension at the opposite house to the east which was approved in 2014 (14/00291/FUL).

As extensions are generally most successful when subservient to the host dwelling (High Quality Places 2014) and the possibility of overlooking seems reduced, I would recommend Comment Only. Making the comment on the website, I shall say ,"Subservience to the main build and the reduced possibility of overlooking and the nearby precedent would seem to indicate acceptability."

Chairman sent the below letter to WCC – 28.3.19

I am writing to you on behalf of South Wonston Parish Council out of concern for the continued adverse impact on the rural character of Alresford Drove of the close board fences fronting Gunn Barrell Estate and Land Adjacent to 2, Alresford Drove. Neither are at home in their environment, as has been attested by an inspector. You will be aware by now that the hedge between the two-metre high fence at Gunn Barrell Estate and the roadway has been comprehensively removed, leaving the tall fence to layman’s eyes next to the highway. Please could you explain why the fence doesn’t need planning permission now it has been in place over four years? I understand it didn’t require permission if it was to be behind a hedge and that hedge removal doesn’t require planning permission. But surely now it is to all intents and purposes next to the road, it either requires permission or to be reduced to the allowed one metre, as happened at the neighbouring smallholding? Regarding the plot at Land Adjacent to No. 2 Alresford Drove, where the fence is adjacent to the road and did require planning permission and a hedge was allegedly removed, please could you explain why it has taken so long to receive and validate the owner’s new application? All this while the fence has remained visually incongruous, like its counterpart. The potentially dangerous access at both smallholdings is also naturally of concern. Is it possible that the visibility splays at Gunn Barrell Estate meet requirements? Its neighbour’s evidently don’t. I would very much like, on behalf of my fellow councillors and for the benefit of the community, to have this situation resolved and the rural appearance of Alresford Drove restored as far as possible.

Response from Mr Townsend - 4th April 2019

Whilst I do agree with the parish council that the close boarded fences are not “at home in their environment”, the Council has previously concluded that the fence at the Gunn Barrell Estate is not adjacent to the highway and therefore is permitted development, and the height of the fence at Land adjacent to 2 Alresford Drove has been reduced so it is now permitted development. The Council cannot come to a different conclusion about the fence at Gunn Barrell Estate because the roadside hedge has been removed. The fence was erected over 4 years ago and the position of it has not changed.

When planning application 15/01115/FUL (proposed development at Gunn Barrell Estate) was under consideration the case officer reported that the access, which had been formed into the site prior to the submission of the application and is onto an unclassified road, did not require planning consent.

The owner of the land adjacent to 2 Alresford Drove has provided the results of a speed survey and on 18 September 2018 Richard Sykes, Principal Engineer - Highways Unit South and East (Hampshire County Council) wrote to Sarah Castle (Principal Planning Officer – Enforcement). He commented that the vehicular access from the land adjacent to 2 Alresford Drove is onto an unclassified road and ordinarily this would not require planning permission but would be applied for under section 184 of the Highways Act 1980. Although the visibility splays for the access are below the normal visibility splay requirement as the access is purported to be for occasional use as access to maintain the field he considers that HCC would have allowed the access under section 184 of the Highways Act 1980. However, if a planning application is submitted to carry out building or engineering operations on the land or to change the use of the land he would expect HCC to raise a highways objection on visibility grounds.

After this advice had been received, the owner submitted a planning application on 18 October 2018 for a hardcore entrance onto his land to enable him to maintain the field (ref: 18/02432/FUL) which unfortunately is not valid. The case officer (Verity Osmond) is continuing to try to get the information needed to be able to make the application valid.

Based on the advice we have received from Richard Sykes, if the planning application is not made valid, in my opinion, it would not be no be possible to justify taking enforcement action so long as the existing access is for occasional use to maintain the field.

- NOTES FROM THE LOCAL PLAN 2036 MEETING 13-03-2019 Attended by Cllrs Peal and Selby.

Strategic priorities have to be updated every five years, so it’s time to start thinking about the next version of the Local Plan. Parish Councils were invited to take part in the preliminary discussions and to consider the protection of the countryside and settlement gaps, securing necessary infrastructure, identifying sites for affordable housing and working with neighbouring authorities across the boundaries. For South Wonston, missing infrastructure included items prioritised in the New Amenities Survey, such as the cycle path and a more available surgery. Participants also talked about gaps as policy between settlements, evidence for the need fora greater variety of affordable housing and a possible new Community Infrastructure Levy bidding system. Another topic for discussion was, “What makes a good place?” Public transport was important for South Wonston (also in the New Amenities Survey “top six”), also employment and community facilities. The discussion additionally covered good sites, criteria for selection, settlement boundaries and how small boundary-less

P a g e | 2601 communities could be allowed some development. South Wonston’s best site would be adjacent to the village with links to services. Those present were asked to complete and return a Facilities Audit. Winchester City Council will commission technical evidence and hold wider stakeholder meetings in April. In May packs will be issued with maps and notes from events. In June parishes should hold similar discussions with the wider community and send feedback to City by the end of June. From July-October draft options for consultation will be composed. By the end of December, consultation on options and the technical report evidence will take place, and the Draft Local Plan 2036 will be available for consultation.

Chairman requested confirmation that each Councillor had spent time reviewing Mr Nigel Baldwin’s Final Report – Verification of Housing Need - which had been sent to Council in advance of the meeting. Cllr Selby expressed concerns that the scheme might not be viable based on the numbers contained in the report. Cllr. Perrins referred to HARAH’s previous small developments in the local vicinity, e.g. 8 units in Barton Stacey; 4 units in Stockbridge; 4 units in Compton and 6 units in , 2 units in Micheldever. Cllr. Horrill confirmed that small developments were well within HARAH’s brief. Cllr Street enquired whether it would be possible to access one of the proposed sites via Alresford Drove; it was thought that this would be problematic given previous refusals by Highways Engineers. Cllr. Dobson views were that the Council were now in possession of the facts as requested. Cllr. Neville’s view was the need was not evident. Cllr. Graham – was unclear, Chairman reiterated the calculations set out in the Final Report. After discussions were complete, Chairman raised two proposals for Council to consider.

Proposal No. 1 – With Reference to the Final Report – Verification of Housing need. Do Councillors believe that, as requested by the community, that the need for affordable homes in South Wonston is validated? The vote:- 4 Councillors agreed that there is a need. 3 Councillors did not agree.

Proposal No. 2 – Council having supported that there is a need. Would Councillors support a future development of affordable homes in South Wonston. The vote:- 5 Councillors supported a future development. 2

The relevant figures for each account as at 31st March were:

March’s overall balance of £115K, is £4K less than February £119K due to low transaction expenditure and Income from Hires. Cllr. Selby requested that income from Pavilion expenses and hires should be separated out of the general business. It was proposed and accepted that all transactions should be visible to the Parish Council.

The balances were noted and each reconciliation sheet will be signed by the Chairman once all cash books have been brought up to date, to confirm the Council’s monitoring role.

Cllr Perrins sought approve from Council with regard to the purchase of a new laptop for Clerk. The current computer is 6 years old and is now taking over 4 minutes to boot up and without a RJ working battery pack.

Councillor Selby wished to know which line item this expense would be attributed to; it was suggested that this be taken from reserves.

19/009 RECREATION GROUND

Current path works are complete and regular reviews following rain has shown it not to flood.

Clerk has received 2 Allen keys from Caloo. Loose items on the adult gym equipment have now been tightened.

EHS are due to clean the playground on the 1st April paying attention to remove algae. Clerk will look to get a price to clean the benches and RJ adult gym equipment.

Clerk has met with Mr Watts about painting both sets of the swings. RJ He has given a price of £300. Paint needs to be purchased and new seats. Could a budget of £700 be agreed by the Council?

project, so Cllr Graham will conduct a survey in South Wonston to enable the Parish Council to apply for a Big Lottery grant. Cllr. Selby was concerned that taking this part of the recreation ground which would inhibit the need for another tennis court or bowling green. Cllr Graham advised that he would provide an outline plan to enable Councillors to visualise the layout for next meeting.

19/010 PAVILION - THE NEXT MEETING IS ON 12th APRIL 2019

The fire alarm, burglar alarm, PAT testing, emergency lighting and fire extinguishers have all been tested by Hants Fire Protection. 20 new fobs which have been coded and Clerk will distribute to the regular hires and councillors before changing the code.

The external toilet had to be unblocked by Symon Tilley on 29th March. It was caused by items being caught again on the plastic corner of the drain outside Clerks office.

19/011 HIGHWAYS Cllr. Dodson’s Highways report Highways Report 8th April 2019 Bob Dodson 1) Inconsiderate parking at school start time on Monday 18th March. Cars were parked both sides of Wright’s way at school time, the bus could not get round so had to drive down Downs road, turn at the bottom and drive back. I monitored car movements at both school start and finish time on Thursday 21st March. Everyone parked and drove in a considerate manner. Maybe they took notice of the comments on South Wonston Eye following Monday’s incident. 2) Kerbside road sweeping.

Most of the village has benefited from a comprehensive road

sweep over the last month. This was much needed.

3) State of Road Surface in Downs Road th I met with Ray Gardener HCC Highways on Tuesday 19 March.

He assured me the roads are on a 5 year resurface plan and will confirm when they are next due. He is also going to investigate a solution to the flooding at the junction of West Hill Road North and Wrights Way.

Cllr Perrins gave an update on the new sockets for Village Hall and Alresford Drove. On Monday 25th March, she met with Ian Janes from Highways and agreed to relocate the pole socket (currently near the bus shelter) to the grass verge at the end of Groves Close. The new JP socket is now in position in Alresford Drove so that the unit can be moved there as soon as the new key to open the socket is received. Cllr Perrins to chase Ian Janes with regard to the key for the sockets.

- Street Cleaning

Clerk emailed Cllr Warwick about the cleaning of the gullies. It has been reported back that HCC have been out and looked the gullies and RJ feel that they do not need doing. Clerk has reported back that this is not the case. Chairman to contact Cllr. Warwick regarding update of gully cleaning.

Cycle Paths

Cllr Selby gave an update on the Meeting held on Friday, March 21 at the South Wonston Parish Room.

The prime purpose of the meeting was to discuss how we might proceed now that we have obtained political and financial support for our proposed Safe Cycling Route into Winchester.

1. After some discussion about the proposed flyer that Neil had put a lot of work into producing together with a survey, it was agreed that it would be a good idea to continue with distributing the

Flyer. However in light of the recent letter to the press, and the fact that the Cycleway came top of the recent Parish Council Survey, it was agreed that we would ask Neil to amend the Survey to ask for support with progressing the project. 2. In light of the above it was agreed to write a letter of thanks to the two County Councillors and expressing an interest in looking at the plans for the route as soon as they become available. The meeting closed at 20.30
