Abstract The National Highway Traffic Safety Administration (NHTSA) contracted with the In- ternational Association of Chiefs of Police (IACP) to conduct a series of workshops consisting of state and local law enforcement representatives having police traffic services responsibilities, designed to focus on the problems and needs of the en- forcement community as they affect the delivery of police traffic services, and to provide assistance in the identification of problems and the dissemination of pro- posed solutions. In addition, the workshop participants were also to utilize their expertise in the merging and restructuring of two IACP publications, Highway Safety Policies for Police Executives and A Manual of Police Traffic Services Policies, Pro cedures, Rules, into model police traffic services directives manuals suitable for adoption and use by anenforcement agency. The product of this work effort includes draft manuals entitled "Model Police Traffi Services Policies and Procedures," and "Model Police Traffic Services Rules," for the consideration of the Department of Transportation, and a series of recommenda- tions for future direction for the NHTSA sponsored research and demonstration projec s, including issues relating to 55 mph maximum speed limit compliance; high speed driving of emergency vehciles; the drinking driver, etc. XP 18, Distribution Statement 17. In order to accomplish this goal, NHTSA utilizes the membership and permanent staff of authoritative police organizations and nationally recognized police educational institutions to I) assist in problem identification for "product" development by NHTSA; 2) act as quality control for the product developed; and 3) assist in the marketing of the product or technology transfer within the police community. In the furtherance of this goal, NHTSA contracted with the International Asso- ciation of Chiefs of Police (IACP) to conduct a series of workshops consisting of executives of state and local law enforcement agencies having a responsibility for the delivery of police traffic services. These workshops were designed to focus on the problems and/or needs of the enforcement community as they affect the delivery of police traffic services and to provide assistance in the identi- fication of problems and the dissemination of proposed solutions. The IACP Highway Safety Committee, 1 which is composed of recognized state and local experts in the highway safety area, was selected to serve in an advisory capacity to the IACP permanent staff (see Appendix A for a listing of members). In addition, IACP subcontracted with the Traffic Institute, Northwestern Uni- versity, to utilize their highway safety and police traffic services expertise and resources in developing the "final products" resulting from this contract. The project consisted of two phases extended over a two year period starting in July 1979. The objectives of the project include: IAs provided in the IACP Constitution, the Highway Safety Committee shall "study, consider and evaluate all matters pertaining to policies, practices, standards and rates of state and municipal police organizations relating to traffic acci- dent investigation, traffic records, traffic patrol, traffic law enforcement, or- ganization and administration, and other highway safety functions which may be responsibilities of the membership of the Association; report to this Association for dissemination to its members and interested agencies, information and recom- mendations for the improvement of police traffic management and the promotion of highway safety; make recommendations to the Traffic Institute of Northwestern University relating to its police training programs; make recommendations to the Association and other interested organizations and agencies of needed research projects essential to optimum highway safety programs by police agencies." To facilitate the exchange of problems encountered and solutions developed relating to the delivery of police traffic services, in- cluding special programs such as alcohol, 55 mph speed limit com- pliance and other programs of current interest to NHTSA. To identify problems/needs that have a high degree of commonality ,among the participants that could appropriately be included in the multi-year research plan of NHTSA. 0 To consult and advise NHTSA in solution/product development. o To provide the law enforcement community with the "best" and most current thinking and practices and procedures in use. One of the major efforts of the project consisted of the merging and restruc- turing of two IACP publications (Highway Safety Policies for Police Executives and A Manual of Police Traffic Services Policies, Procedures and RulesZ)

Cardin 509 Hart Senate Office Building United States Senate Washington, DC 20510 Re: Law Enforcement, Probation, Parole, and Corrections Officials Support the Democracy Restoration Act, S. 481 Dear Senator Cardin: As current and former law enforcement, probation, parole, and corrections officials from 34 states and the District of Columbia, we are writing to express our enthusiastic support for the Democracy Restoration Act (DRA/S.481). Drawing on decades of experience protecting and serving our communities, we believe that disenfranchising individuals after release from prison is an ineffective policy that violates our nation’s democracy and undermines public safety. Felony disenfranchisement laws affect millions of people in the United States today. These laws are unduly punitive, discourage healthy reintegration into society, and perpetuate racism in the criminal justice system. Simply put, felony disenfranchisement is not consistent with our country’s values. It is crucial for the Senate to act swiftly in support of the DRA to restore the right to vote for the formerly incarcerated in federal elections. Reversing Unduly Punitive Policies There is no credible evidence that felony disenfranchisement does anything to reduce crime. In fact, it might do the opposite by working against the positive, long-term prospects of community reintegration. Denying the right to vote to millions of our fellow citizens serves no legitimate purpose: it is unduly punitive and does not improve public safety. Above all, it sends the harmful message that people released from prison are not welcome and have no stake in their communities. Exclusion is not the answer to creating safer communities.

    History of Concord Police Department (Pre 1853) Early Settlers Concord's history dates back thousands of years to Native American settlements along the banks of the Merrimack River. Pennycook, "the crooked place", was the original name the Indians gave the land surrounding the winding turns of the Merrimack River. Settlers from the English colony of Massachusetts, attracted to the valley by the good soil for farming as well as the easy transportation provided by the river, made their way north beginning in 1725. The township of Penacook, as all of Concord was known, had been established in 1726, early settlement was concentrated at the north end of North Main Street in the central village. By 1732, the area became known as the parish of Rumford. On June 7, 1765, the province of New Hampshire enacted a law granting a town described as ‘a Parish of Bow…by the name of Concord.' Town records dating back to 1732 show that during town meetings the residents elected a Constable who also served as tax collector. By 1850 the number of constables being elected had increased to 14. If you were selected at the town meeting as constable and chose not to serve, you were required to buy your way out (one individual had to pay 5 pounds in 1739). Many well known Concord names such Walker, Eastman, Rolfe, and Kimball are represented on the list of Constables. By the mid 1830's, there were also 7 police officers serving Concord. They were appointed to their positions by the town selectmen. The first city charter, "An act to establish the City of Concord", was enacted by the NH general court in the June session of 1849 and was voted upon and approved by the voters of Concord on March 10, 1853.

    POLICE DEPARTMENT The board of Trustees of East Syracuse appointed the first fulltime police constable, J. E. Richardson, on April 17, 1885. Soon after, funds were set aside for full and part time policemen and “supplies for lock up.” At one time, it was reported that the village did not need law enforcement officers as there was no crime here. There have been two special citizens of East Syracuse, well known and loved, who were almost synonymous with law enforcement in the village. They were Mickey Wrenn and Fred Ray. Michael Wrenn was one of our most respected law enforcement officers and citizens of this community. He was born in Ireland and came here at the age of 16. He joined the police force in 1923 and was appointed Chief of Police in 1930, retiring in 1945. Mickey Wrenn was a member of the East Syracuse Fire Department and received an award for bravery in 1928, when he rescued a woman from a burning building. Chief Wrenn was instrumental in the organization of the Boys Band in the early 30’s. In 1932 a triple celebration took place in the village: the bicentennial of the birth of George Washington, the Onondaga American Legion Convention and the 50th birthday of the village. Mr. Wrenn was deeply involved with the planning of the parade, the games and overall festivities of the celebration. In 1937, lead by Chief Wrenn and Mayor Fogus, a safety record was set, with no traffic deaths in the village. At that time, there were 4, 600 people including 1,650 children living in the village.

Its mission is to deliver police services in partnership with the communities it serves to keep the City of Toronto the best and safest place to be. As of March 2011, the TPS embarked on a journey to identify opportunities to continue to deliver excellence in policing services in the most fiscally responsible way possible. This involves reviewing TPS administrative and business processes, the services it delivers and how they are delivered. To that end, the TPS initiated a comprehensive internal review of all aspects of policing within the Toronto Police Service – known as the Chief’s Internal Organizational Review (CIOR). The purpose of the CIOR is to examine how the TPS conducts its business, and determine how to do it more effectively and more economically. The goal of the review is to create an enhanced and sustainable model for policing that is adaptive and flexible. The CIOR is coordinated by the Chief’s Internal Organizational Review Team (CIORT) with a mandate to engage members to conduct reviews across all areas of the TPS.
