Election of Chairman ACTION RESOLVED: That Councillor David Evans be elected Chairman of the Craven Arms and Rural LJC for the ensuing year. 2. Welcome and apologies The Chairman welcomed all to the meeting. Apologies were received from Buster Evans [Munslow PC] and Brian Norgrove [Hopton Cangeford and Stoke St Milboro’ PC]. 1 Craven Arms & Rural Local Joint Committee Minutes: 17 July 2013 3 3. Appointment of Vice Chairman RESOLVED: That Councillor David Clarke be appointed Vice Chairman of the Craven Arms and Rural LJC for the ensuing year. 4. Disclosable Pecuniary Interests The following interests were declared: Mandy Fowler – Diddlebury PC funding application 5. Notes of the meeting held on 20 March 2013 RESOLVED: that the Notes of the meeting held on 20 March 2013 be approved as a JP correct record. 6. Community Safety Update Inspector Thomas provided details of the new style of policing to operate in the West Mercia Force area as part of the measures being put in place to reach the £30M savings required. He explained the role of the front facing Policing teams and the response teams. PC Preston provided an update from the Neighbourhood Policing Team including: Update on local crime statistics The success of a recent multi agency vehicle check initiative Personal and home safety events The planned increase in contact with local schools Charles Naylor, Crime Reduction Advisor, explained the initiatives supported in the south Shropshire/north Herefordshire area and how resources supporting crime reduction were being targeted for maximum effect. 7. Aston on Clun – Local Update Mr David Jones provided an update on the development of community activities at the village hall and the success of the recently opened village shop located in the village hall car park. 2 Craven Arms & Rural Local Joint Committee Minutes: 17 July 2013 3 8. Local Commissioning Councillor Gwilym Butler and Ms Kate Garner [Shropshire Council] provided information on the Church Stretton pilot commissioning project and its future roll out to other areas of the county. A copy of the presentation slides is included with the formal record of the meeting. 9. Update on Local Flood Issues Councillor Lee Chapman provided information on the work and role of local Flood Forums and it was agreed that information from the Forum should be provided to a wider audience through future meetings of the Local Joint Committee. A copy of the presentation slides is included with the formal record of the meeting. 10. 2013/14 Finance Report and Update on Funding Requests Members considered applications received for the first round of grant funding in the current financial year, 2013/14. It was noted that the LJC’s budget for the current year totalled £15,909. RESOLVED: LB to process grant Organisation Summary Amount Agreed payment Craven Arms Equipment and adaptations £1,479.60 pre-school to take to offer childcare for 0-2 year olds Craven Arms Volunteers/ staffing to allow £1,800 area Youth the Club to continue Group Craven Arms To replace the old lights £400 Christmas Lights Diddlebury Tourist Information Boards £1,400 Parish Council at Bouldon, Diddlebury and Westhope, construction and landscaping of a new community parking site in Bouldon village 3 Craven Arms & Rural Local Joint Committee Minutes: 17 July 2013 3 Craven Arms Operating costs to allow the £2,025 Homework Club to continue Club Onibury village New windows £950 hall St. Milburgas Disabled toilet and basic £1,144.80 Church kitchen facilities Community Funding for small grant £750 Chest activity TOTAL £9,949.40 RESOLVED: That the following application for funding be refused: Culmington Flood Action Group – local group intending to undertake stream de-silting and drain and gulley clearance to alleviate local flood issues The Committee noted the outstanding balance of £5,959.60 for the remainder of the year. 11. Parishes/Community Update Parish and Town Council representatives provided an update on local issues and local news updates. Diddlebury PC - Mandy Fowler – Parish Plan refresh complete. Local road safety initiative proposals sent to Shropshire Council [speed signs, pavements]. Wistanstow PC – David Bytheway – Samdev proposals and planning issues – land in Wistanstow Parish joins Craven Arms town boundary. Hopesay PC – David Clarke – meeting SALC on 1 August 2013 to discuss options for provision of training sessions in the rural communities [several parishes together] – will update after that meeting. Stanton Lacy PC – Robin Gatehouse – Four new Parish Councillors were elected. Parish Plan ongoing. Village hall becoming a village pub as it is a good community venue. 4 Craven Arms & Rural Local Joint Committee Minutes: 17 July 2013 3 Clee St Margaret PC – Mike Hardingham – Parish Plan work ongoing. Craven Arms TC – Tony Willetts – 2 main issues. Firstly the Craven Arms ‘smell’ emanating from EQL as the vat had been breached and the company will have to work to avoid recurrence – unacceptable to have such odour permeating the air especially during recent heat wave when residents wanted to leave windows open. Second issue – he queried whether Shropshire Council could be encouraged to take water samples from the river Onny to ascertain pollution levels as the river was used as an open air swimming pool by local children during the summer months. The Chairman agreed to progress this issue with Shropshire Council Officers. Abdon and Heath PC – Donald Brooks – the Parish Council now comprises five Councillors, it has a new Parish Clerk and an Auditor will be appointed in the near future. Sibdon Carwood Parish Meeting – Mark Trafford – Samdev issues predominate , response to be made by 23 August 2013. 12. Public Question Time There were none. 13. Date/Time of next meeting It was noted that the next meeting of the Craven Arms & Rural LJC would All to be held at 7.00pm on Wednesday 20 November 2013 at Stanton Lacy note village hall. Note: The agenda planning meeting to be held at 5.00pm on Wednesday 30 October 2013 in the Craven Arms Discovery Centre. In drawing the meeting to a close, the Chairman thanked the village of Aston on Clun for hosting the meeting and for providing the enjoyable refreshments for the evening. The meeting closed at 9.30 p.m. 5.
