INFORMATION ON HUNTER CHASES AND THE BRITISH HORSERACING AUTHORITY’S ON-LINE ENTRY SYSTEM

For those owners and riders who wish to participate in Hunter Chases, their attention is drawn to the following requirements, in particular those for the six-day entry system. (1) Owners must be on the Register of Owners. Applications should be made online at http://www.britishhorseracing.com/regulation/ownership/become-an-owner/. An owner’s registration will become effective on the day of approval of the application. Applications, if received at before 12pm, will normally be approved on the same day; however, you should leave at least 48 hours for processing of the application. (2) Owners’ colours must be registered. Registrations should be made online at http://www.britishhorseracing.com/regulation/ownership/racing-colours/ or via http://www2.racingadmin.co.uk if you are already a registered owner. (3) Riders must hold an Amateur Riders Permit to Ride. The necessary application form is available from the Licensing Department, British Horseracing Authority, 75 High Holborn, London, WC1V 6LS. (4) There is a need to check the conditions of the race, the closing date of entries and the declaration day for the race. (5) A Hunter’s Certificate must have been registered at the Racing Calendar Office, Racing Operations, Weatherbys, by 12 noon on the working day prior to the closing date for entries.

MAKING AN ENTRY In July 2018 a number of changes were made to the operation of the Weatherbys Entries Call Centre. The most important of these was that the taking of Entries and Declarations moved entirely online via the BHA’s Racing Administration website (www2.racingadmin.co.uk). This website will be adapted so that from January 2019, Point-to-Point Owners and Keepers will be able to enter their horse(s) into Hunter Chases. PLEASE NOTE THAT THIS WILL BE THE ONLY WAY THAT YOU WILL BE ABLE TO ENTER YOUR HORSE - TELEPHONE ENTRIES WILL NOT BE ACCEPTED. REGISTERED OWNER WITH CURRENT ACCESS If you are already a Registered Owner with current Racing Administration access your menu options will automatically be upgraded to allow you to enter your horse into a Hunter Chase direct from the Find Fixtures & Races option. You will simply need to find and select the Race you are interested in and view the Race Conditions; if the Race is open for entries, you will be able to select the ENTER RACE button and enter your horse. Once you have made the Entry you will be able to maintain i.e. confirm, declare, book rider etc from the My Entries option under a new Hunter Chase menu. REGISTERED OWNER WITHOUT CURRENT ACCESS If you are already a Registered Owner, but do not yet have access to the Racing Administration website, please go to www2.racingadmin.co.uk and select the CLICK HERE option in the login box to request access. Select Registered Owner (GB) from the list of Customer Types, complete the rest of the form and SUBMIT. Your access request will normally be processed within one working day, following which you will receive a confirmation email with a link to www2.racingadmin.co.uk. Please login using your email address and the password on your original application and simply follow the initial login set-up. AUTHORISED KEEPER If you are an Authorised Keeper, please go to www2.racingadmin.co.uk and select the CLICK HERE option in the login box to request access. Select Hunter Trainer/Owner from the list of Customer Types then enter the name of one of your horses, complete the rest of the form, including selecting a password of your choice, and SUBMIT. Your access request will normally be processed within one working day, following which you will receive a confirmation email with a link to www2.racingadmin.co.uk. Please login using your email address and your password from your original application and simply follow the initial login set-up. You will be able to enter your horse into a Hunter Chase direct from the Find Fixtures & Races option. You will simply need to find and select the Race you are interested in and view the Race Conditions. If the Race is open for entries, you will be able to select the ENTER RACE button and then select your horse from a bespoke listing of horses you are authorised for. Once you have made the Entry you will be able to maintain it, i.e. confirm, declare, book rider etc from the My Entries option under a new Hunter Chase menu. CONDITIONS OF ENTRY Entries are accepted in accordance with the terms set out in the Standard Conditions as published in the Races to Close Section of The Racing Calendar, and subject to the Rules of Racing. Entries must be made via the BHA’s online entries system (www2.racingadmin.co.uk). A full user video guide is available at the following address: http://media.britishhorseracing.com/nras. The Computer programs will carry out a simple check to determine whether a horse is qualified on age or sex. All other qualification checks will be carried out later in the processing cycle and after the entry deadline has elapsed. Entries will normally close 6 days prior to the race, except for races taking place on a Saturday, which will normally close 5 days prior to the race. Entries for some races close significantly earlier than the six/five-day stage. Please refer to individual race conditions for details and be aware that, in such early closing races, a confirmation of entry must also be made at the confirmation stage, 5 or 6 days prior to the race. HELP DESK In order to ensure you are supported moving online, a dedicated Help Desk, open seven days a week, has been established to answer queries on using the Racing Administration website and to guide you through the process. CANCELLING AN ENTRY BEFORE CLOSING An entry already made may be cancelled at any time up to the closing deadline using the website.

ENTRY FEES The Owner of a horse entered will become liable for payment of the Stake fee, as specified in the individual race conditions, together with an entry handling fee, as detailed in paragraphs 3 and 4 of the Race Entry Code of the Rules of Racing. Note: This fee is currently £32.25 (plus VAT), which is subject to review for 2020. In addition, the following amounts will also be payable in respect of each entry: The sum of £1.20 is payable to the Horseracing Betting Levy Board for the benefit of the Equine Infectious Diseases Services of the Animal Health Trust The sum of £1.25 payable to the British Horseracing Authority for the benefit of the welfare of former racehorses. MAKING A DECLARATION TO RUN Under the six-day entry system, a declaration to run (not cancellation) must be made on the day prior to the race except for racing on Sundays, when the declaration stage is on the preceding Friday. The deadline for declarations is a strict 10.00 a.m. If the horse is to carry any headgear (blinkers etc) or wear sheepskin cheekpieces, this must be selected at the time of declaration. Where 7 or fewer declarations to run have been received by the deadline, the race may be re-offered to the original entrants for a further 30 minutes after the deadline. Details of these races will be signalled on the website’s Communications/Notices page.

DECLARATION OF RIDERS Declarations of Riders are also recorded via the entry website. It is normal for the declaration of Rider to be made at the time of entry or declaration to run. However, such declarations may also be made after 2.30 p.m. on the afternoon of the closing of entries and until 1.00 p.m. on the day of declaration to run. All declarations of Rider will be provisional and may be changed at any time until the deadline. After the deadline, the only circumstances under which a declared Rider may be substituted, are when the declared Rider is injured, ill, late, the meeting has been abandoned, a declared runner is withdrawn allowing the Rider to take another ride, or some other reason acceptable to the Stewards. For details on how to declare a rider, please visit the help pages on the INFORMATION tab of the MAIN MENU. The deadline for the declaration of riders is 1.00 p.m. on the day fixed for the declaration of horses. (Paragraphs 58 to 61 of the Race Entry Code of the Rules of Racing). NON-RUNNERS All non-runners must also be reported via the Entries website except in the hour prior to the race, in which case notification must be made to the Clerk of the Scales, on the racecourse. (Paragraphs 40 to 51 of the Race Entry Code of the Rules of Racing). The declarations clerk, on the racecourse, will be supplied with an up-to-date list of horses and riders. If there are no changes it will only be necessary to sign this list. This must be done at least 45 minutes prior to the race. Any changes must be notified to the declarations clerk at this time.

OVERWEIGHT Under Rule (E)15, no rider may weigh out if he will be carrying 4lbs or more overweight. Owners and Trainers should note that if they wish to substitute a declared Rider because he will be carrying overweight, a request for substitution must be submitted to the Stewards and, having been approved by the Stewards, the substitute rider must have weighed out at least a quarter of an hour before the time fixed for the race (Rule (E)17). Furthermore, where a Rider is prevented from weighing out in the circumstances specified in Rule (E)15, the new Rider must be of a similar level regarding claiming a Rider’s allowance. So, for example, a Rider who claims any Rider’s allowance must be replaced by a Rider who also claims any Rider’s allowance (paragraph 65 of the Race Entry Code). SCRATCHINGS, CONFIRMATIONS OF ENTRY AND DECLARATIONS TO RUN All scratchings, confirmations of entry and declarations to run must be made online via www.2racingadmin.co.uk. Scratchings must be made by 12 noon on the Tuesday fixed in the conditions of the race. Confirmations of entry must be made by 12 noon on the date advertised in the programme of the meeting. A declaration to run must be made on the day prior to the race except when a race is scheduled for a Sunday when the declaration deadline is the preceding Friday. The deadline for declarations is 10.00 a.m. (Paragraphs 33 to 39 of the Race Entry Code of the Rules of Racing).

BHA RACING ADMINISTRATION INTERNET SITE Entries, scratchings, declarations to run, declarations of rider and declarations of non-runners have to be made on-line via the British Horseracing Authority Racing Administration site. Access to this site is restricted to owners, riders agents, trainers and keepers. Automatic access will be granted on the approval of registration as an owner or, for a keeper, by from instructions following the registration of a hunter certificate. Anyone wishing to register, please go to http://www.britishhorseracing.com/regulation/ownership/become-an-owner.

INFORMATION ON HUNTER CHASE RACE CONDITIONS KEY TO ABBREVIATIONS “A” The Riders’ allowances under paragraphs 52 to 54 of the Weights and Handicapping Code CANNOT be claimed. “HC” A Steeple Chase confined to certified Hunters. “SNC” (Sponsored Number Cloth) indicates Number Cloths to be carried in this race have been sponsored. These number cloths will carry the sponsors name/logo and must be carried by all horses running in the race. The sponsorship income will be divided in proportion to the number of horses which have started (as defined in the Rules of Racing), each horse’s share being paid in accordance with paragraphs 24 to 27 of the Stakes and Prize Money Code. “AC” (Attendants Clothing) indicates Attendants Clothing branded, if race sponsor has an agreement to provide Attendants Clothing.

DEFINITION OF MAIDEN “Maiden” for Steeple Chases and Hurdle races, is a horse which has never won a Steeple Chase or Hurdle race other than a Match or Private Sweepstakes, a National Hunt Flat race in Great Britain or an Irish National Hunt Flat race in Ireland, or a French AQPS Flat race, or a Steeple Chase at a Point-to-Point meeting, or a Timber race in Great Britain, at any Recognised Meeting in any country. N.B. PLEASE ALSO REFER TO INDIVIDUAL RACE CONDITIONS.

DEFINITION OF NOVICE “Novice” for Hunters’ Steeple Chases in 2020 is a horse which has not won a Steeple Chase before June 1st, 2019. N.B. PLEASE ALSO REFER TO INDIVIDUAL RACE CONDITIONS. REGISTRATION AS AN OWNER Entries can only be accepted from owners registered in accordance with Rule (A)21 of the Rules of Racing. This does not apply to owners of horses trained outside Great Britain.

DISTANCE OF RACES The distances given for all races must be regarded as approximate only and they may vary slightly from time to time due to minor variations when dolling-out is necessary on bends to maintain turf. No distance, however, will be less than the minimum distance stipulated by the Rules of Racing.

STANDARD QUALIFICATIONS FOR HUNTER STEEPLE CHASES The following qualifications apply to all Hunter Steeple Chases published in this book. Details of any variations or qualifications are added to individual races:- The horse’s name must be entered in the register of horses names maintained by the Authority. A Hunters’ Certificate must be registered for the horse. The Hunters’ Certificate must be sent to The Racing Calendar Office on the Prescribed form, together with the appropriate fee for registration specified in the Fee Code. Registration before noon on any day qualifies the horse to be entered in any Hunters’ Steeple Chase which closes on or after the day immediately following, and for which the horse is eligible, in accordance with Paragraphs 16 to 19 of the Running Requirements Code.

SAFETY FACTOR/MAXIMUM FIGURE The number appearing underneath the conditions of the race is the maximum number of horses which will be started for that race, subject to the Field Size Limit, and above which Rules (I)9 and (I)10 will come into force, i.e. elimination or division will take place. The number is published for information only and may be subject to variation in accordance with the General Instructions. Hunters’ Steeple Chases are not permitted to divide. At the declaration to run stage, if the number of horses remaining engaged in any race exceeds the Safety Factor/Maximum Figure, the number of horses will be reduced to the number permitted by the Safety Factor/Maximum Figure or the Field Size Limit, as appropriate, by elimination or ballot in accordance with the provisions of Rule (I)10 and the Race Administration Code.

FIELD SIZE LIMIT The Field Size Limit will only be used to restrict the number of runners in a race below the Safety Factor/Maximum Figure when the number of declared horses for all races, including divisions, exceeds the Stabling Capacity for the fixture. The runners will be reduced by addressing each race in turn in a specific sequence order, until the total number of declared horses is no longer above the Stabling Capacity. The provisional Field Size Limits published in the Races to Close section of The Racing Calendar may be subject to further revision at the entry/confirmation stage and at the declaration to run stage, once the final entry and declaration numbers are known, but in no circumstances will they exceed the Safety Factor/Maximum Figure for each race. All Hunters’ Steeple Chases in Classes 4, 5 or 6, where programmed, will be reduced to a Field Size Limit down to a figure of 9 for the race, as necessary, before the application of Field Size Limits for the remaining races.

STABLING CAPACITY The Stabling Capacity published at the head of each day’s race programme in the Races to Close section of The Racing Calendar indicates the total number of racecourse stables in the secure stable yard available to runners on a specific day, as notified by the Managing Executive of the Racecourse. The number is published for information only and may be subject to variation in accordance with the General Instructions. Unless otherwise directed by the British Horseracing Authority, the final total number of declared runners on any one day shall not exceed the Stabling Capacity.

WEIGHT ALLOWANCE FOR FILLIES AND MARES Attention is drawn to the provisions of paragraph 49 of the Weights and Handicapping Code which reads as follows:- 49. Subject to the minimum weights permitted for the Race by paragraph 16, and excluding Handicap Races, fillies and mares shall receive the following weight allowances unless otherwise directed by the BHA: 49.1 5lb for a Flat Race except for any Pattern Race or Rating Related Maiden Race; 49.2 3lb for a Flat Race that is a Pattern Race; 49.3 7lb for a Jump Race.

MAXIMUM WEIGHT No horse may carry more than 13st in a Steeple Chase (paragraph 18 of the Weights and Handicapping Code). MISCELLANEOUS INFORMATION

DEATHS OF HORSES OWNERS AND TRAINERS are requested to notify the deaths of horses at the earliest possible time to the Racing Services Department, Weatherbys Ltd., Sanders Road, Wellingborough, Northants, NN8 4BX. Whenever possible the special form provided for this purpose (Form N3) should be used but when notification is sent by other means details should include the cause of death and whether the horse sustained the cause of death on a racecourse. If so, details of the course, date and meeting should be included. Trainers are reminded that the notification of the death of a horse to the Racing Services Department does not withdraw the horse from entries in other countries, whether or not the original entries were made to the Racing Calendar Office. A separate notification must be made to the Racing Authority concerned. The passport of any horse which dies or is destroyed must be returned to the appropriate Racing Authority as required under the Passport Instructions.

RACECOURSE STABLING The connections of runners in Hunter Chases are advised that such horses must be stabled in the official racecourse stables on raceday. It is not necessary to make an application to a racecourse representative at least 24 hours before the raceday, however: (i) a suitable means of personal (photo) identification must be produced by the horse’s attendant(s) (up to a maximum of 3) and shown to the British Horseracing Authority Stable Security Officer; (ii) the attendant(s) must sign the relevant form produced by the Stable Security Officer. N.B. the above procedures (i) and (ii) do not apply if the runner is trained by a licensed or permitted trainer, and a Racehorse Attendant’s Identity Card has already been issued by the British Horseracing Authority’s Licensing Department for the use by the horse’s attendant. RECORDING OF TELEPHONE CALLS All telephone calls made to or from the British Horseracing Authority office in London may be recorded, and those made to or from Weatherbys’ offices at Wellingborough will be recorded for the purposes of security, accuracy and training.
