19/01 DECLERATIONS OF INTEREST

There were no declerations of interest.

19/02 MINUTE

The Minute of the meeting held on 25th March 2019 was adopted on the motion of Mrs Malcolmson subject to the following amendment requested by Mrs Mitchell

19/03 POLICE REPORT

According to the latest Police Report, 12 items had been recorded for the Dunrossness area during the month of March. These included:  Report of a road traffic collision  Report of embezzlement  Fire – Fair Isle Bird Observatory  Neighbour dispute – advice given  Person found in possession of drugs

19/04 MATTERS ARISING

1. Road Matters:

a) Bigton Graveyard Road: There was nothing new to report.

b) Hardbrakes Housing Estate Road: There was nothing new to report.

c) ‘Otter’ Signs: SIC Roads had replied to the Community Council regarding the possible provision of ‘Otter’ signs at Westvoe & Grutness. Mervyn Smith stated that the SIC have in the past erected ‘otter’ signs but these did not appear to have had a significant impact in reducing otter fatalities. Also, these signs are not approved traffic signs and should not be used, therefore the SIC will not consider erecting any further signage. This was noted.

2. Service Bus/Bigton Feeder Service: There was nothing new to report.

6. Sumburgh Airport Water Rescue Craft: See 19/07/02

5. Proposed Kirk Yard Bench: Mrs Malcolmson reported that she had had a site meeting with Kenneth MacKenzie, SIC Burial Ground Supervisor, and it had been agreed that a bench could be positioned anywhere within the Kirk Yard, within reason, but that a concrete plinth would be necessary. Costs for this will be obtained.

19/05 FINANCE AND GRANT APPLICATIONS

1. Community Choices: Kerry Geddes, Clerk for Gulberwick, Quarff & Cunningsburgh Community Council, had emailed enquiring if Dunrossness Community Council were interested in joining them and Sandwick Community Council in another joint Community Choices funding application. The members agreed that they were, but suggested that, if the application was successful, the funds should be divided between more groups than previously. Cllr McGregor stated that, going on lessons learned from the distribution of the previous round of Community Choices funding, he believed this point had already been raised.

2. Shetland Amateur Athletics Club – To assist with the costs of a Dunrossness Community Council area member taking part in events on the Mainland and the Island Games Championships in Gibraltar: The members discussed the application and Mr Harrop suggested that more specific details of the events the athlete plans to attend and a breakdown of the anticipated costs should be requested. This was agreed.

19/06 PLANNING APPLICATIONS AND PLANNING MATTERS

There were no Planning Applications for consideration.

19/07 FEEDBACK FROM EXTERNAL MEETINGS

1. Fair Isle Bird Observatory: Mrs Mitchell reported that various debriefing meetings are being held in the aftermath of the Fair Isle Bird Observatory fire. The final meeting is to be held in May with reports sent to the various agencies involved and possibly the government.

2. Sumburgh Airport Consultative Meeting: Mr Robertson had attended a SACC meeting and reported as follows:  Office Bearers: John Robertson was appointed Chair and Allison Duncan as Vice-Chair.  Airport Activity: Airport activity is down by 16% on last year. Ways of increasing this are being investigated.  Air Traffic Control Strike: The previous weeks planned strike by Air Traffic Control personnel had been cancelled but the dispute is still on going with staff working to rule.  Air Traffic Management Strategy: It was reported that it will be at least 5 – 10 years before Sumburgh Airport is even considered for the new programme. Ross McAllister, Air Traffic Management Strategy Programme Director, is due to attend the next SACC meeting.

2. Sumburgh Airport Consultative Meeting (continued):  Car Parking: It is now 5 months since car parking charges were implemented and initial teething problems have been ‘ironed out’. It was noted that the system is not generating as much income as HIAL expected. Ways of improving issues with passengers parking in the Memorial Car Park are being investigated. The possibility of opening the old short stay car park for use by disabled drivers is also being looked at.  Bird Strikes: It was reported that there are on average 1 bird strike per day. Sumburgh employs various tactics to prevent bird strikes.  Shetland Arts: Shetland Arts are opening a shop in the Terminal Building on 13 May 2019.

3. Association of Shetland Community Councils: Mrs Malcolmson and Mr Robertson had attended the ASCC meeting on 26th March and reported as follows:  Office Bearers: Jim Anderson was appointed as Chair and Ian Walterson as Vice-Chair.  Call for Sites: A presentation of the SIC’s Local Development Plan - Call For Sites process was given (see item 18/77/6 of Community Council’s March Minutes)  Transport Links: There were lengthy discussions on various transport links throughout the isles.  Boundary Commission: It is proposed that from 2022 the South Mainland will be served by 4 Councillors as opposed to the current 3. Mr Robertson thought it may prove difficult to fill a further post but it was agreed the extra voice for the South Mainland on committees would be beneficial.  Shetland Charitable Trust: SCT will be invited to attend the next ASCC meeting to discuss their future funding plans.  Brexit: Community Councils were asked to report any concerns or issues in relation to how Brexit is affecting their area to help the SIC monitor the situation locally.

4. Northern Isles Digital Forum: Mrs Malcolmson had attended the latest Northern Isles Digital Forum meeting on 11th April. Present at the meeting were BT Group, O2, Highlands and Islands Enterprise, and the Scottish Government’s R100 Programme.

19/08 CORRESPONDENCE

1. Email ref Shetland Community Benefit Fund: The email states that, after a long period of inactivity, it is now necessary to hold an annual meeting as the Viking Project appears to be progressing. It is proposed to hold the meeting on Wednesday 22nd May in Market House. Mr Mitchell was Dunrossness Community Council’s previous representative at these meetings, but as he is no longer a Community Councillor, Mrs Brown offered to take on the roll.

2. Email ref Shetland Outdoor Access Strategy: A draft copy of the Shetland Outdoor Access Strategy 2019 was attached. Ms Moncrieff had emailed stating that she considered the Strategy to be ‘good’. She also reported, however, that concerns have been raised with her regarding dog walkers allowing their dogs to run free and/or play with a ball/frisbee in Virdifield and Scousburgh Hill/Halilee. The dogs were seemingly under control, so technically legal, but were causing upset to sheep and birds and setting an example for other dog walkers. Mrs Malcolmson stated that the SIC had recently put out a message reminding dog owners of their responsibilities in relation to their dogs. She also suggested that this message be put on the Community Council’s Facebook page. This was agreed.

3. Local Government Boundary Commission for (LGBC): A review of electoral arrangements in the Shetland Islands Council area is currently being held. The consultation with the Council runs until 20th May 2019. Information on the review can be found at www.lgbc-scotland.gov.uk

19/09 ANY OTHER BUSINESS

1. Access Track: Ms Moncrieff had reported via email that there is now an access track from the Croft House to the Water Mill.

2. Shetland Nature Festival: Ms Moncrieff reported via email that Shetland Amenity Trust’s Shetland Nature Festival will be held in July. Three of the days will be based in the Dunrossness area – , Quendale Mill and Old .

3. Airport Sign: Mrs Greaves reported that from time to time people looking for Sumburgh Airport arrived in Scatness and enquired if it would be possible to have a suitable sign erected in the vicinity to confirm the route to the airport. Cllr McGregor offered to take up this matter.

4. Scatness Bus Stop: Mrs Greaves enquired if any progress had been made with regard to the issue of the Service Bus blocking the Scatness Junction when picking up/dropping off Scatness passengers. 5. Westvoe & St. Ninian’s Noticeboards: Mr Robertson had visited both beaches and confirmed that the Noticeboards are in need of some refurbishment. Mrs Malcolmson suggested that the Criminal Justice Unit might be able to assist in regards to sanding and painting the boards. The members agreed this was a good idea. Mrs Malcolmson will make enquiries. Mr Robertson also noted that one of the picnic tables at St. Ninian’s is in need of repair and enquired if these were the responsibility of the Community Council. It was noted that the Community Council had not been involved in the provision of these tables.

6. Scatness Water Pressure: Mrs Greaves reported that the water pressure in Scatness drops significantly when the Airport Fire Service are carrying out training exercises and affects domestic items such as showers, washing machines etc.

7. Airport: Mr Robertson reported that, leading on from his appointment as Chairman of the SACC, he will be meeting with Andrew Farquhar, Airport Manager. Mr Farquhar is willing to attend some Community Council meetings and Mr Robertson suggested he could be invited to attend the June meeting – half way between SACC meetings. This was agreed. Mr Roberson suggested some points he should raise with Mr Farquhar at their meeting would be the need for flight details to be kept ‘up to speed’ better on the terminal display and the web and the suggestion that Loganair should have a representative ‘out front’ in the terminal so that it was not empty of staff (as often happens) when a flight arrives. Mr Harrop pointed out that Loganair provide a great service for such a small island. This was agreed.

There being no other business the meeting closed at 9:35 pm.
