VILLAGE COUNCIL HAS WAIVED THE $17.50 WATER CAPITAL CHARGE ON UTILITY BILLS FOR MAY, JUNE & JULY.

Village Council & Administration wish to express our appreciation to the members of the Kitscoty 4-H Beef Club and Kathy & Larry Paul who planted flower boxes throughout Kitscoty. Thank you to everyone for the generous donation of their time to make this happen. Thanks to F’Laura n’ Company Greenhouse for providing the colorful flowers, together with a generous donation, that will brighten the Village this season. Last but not least, our thanks to the committed volunteers and Public Works staff who spend the summer watering and tending to the flowers, trees and park maintenance for our Citizens enjoyment.

1 NOTICE OF PREPARATION OF 2020 COMBINED PROPERTY ASSESSMENT AND TAX NOTICES

Notice is hereby given that the combined assessment and property tax notices of the Village of Kitscoty, un- der the provisions of the Municipal Government Act, Chapter M-26, 2000 were mailed on May 29, 2020.

REVIEWING YOUR ASSESSMENT: After a property owner receives the combined assessment and tax notice they are encouraged to review the property assessment and discuss any concerns with the Village Assessor (Wainwright Assessment Group at 780.842.5002). The Assessment Roll is open for viewing all year, including the complaint period. The complaint period ends August 7, 2020. A complaint may be about any of the following matters, as shown on an assessment/tax notice. (Sec 460(5) MGA): the description of a property or business an assessment an assessment class an assessment sub-class the type of property the type of improvement school support whether the property is assessable the name and mailing address of an assessed person or taxpayer whether the property or business is exempt from taxation under Part 10 any extent to which the property is exempt from taxation under a bylaw under section 364.1 whether the collection of tax on the property is deferred under a bylaw under section 364.1

Complaints can only be filed against assessments. There is no right to make a complaint about any tax rate.

The complaint fee must accompany the Assessment Review Board Complaint Form, which is available at the Village of Kitscoty office at 5011 – 50 Street, Kitscoty, AB or on the Village of Kitscoty website www.vokitscoty.ca. The appropriate filing fee and written complaint must be received in the Village of Kitscoty Office on or before August 7, 2020.

3 Celebrate Kitscoty 2020 The Committee apologizes for the delay in confirming that the summer events hosted by the Celebrate Kitscoty committee ( Day 2020 and the Yellowhead Jamboree) have now been officially postponed to 2021. With the proposed provincially mandated limits on public gatherings in effect for the summer, the committee is sad but committed to making the safety of the public and our events the main priority. Those that show neglect may be held under The Community Standards Bylaw No. 2017-10. Examples include: • Excessive accumulation of material including but not limited to building materials, appliances, household goods, boxes, tires, vehicle parts, etc. • Any loose litter, garbage, construction debris or refuse • Damaged, dismantled or derelict motor vehicles or trailers, whether insured or registered or not • Smelly or messy compost heaps • Grass higher than 25 centimeters & excessive weeds. Any tree or shrub that interferes with public works or utility lots or lanes, obstructs any sidewalk adjacent to the property, and impairs the visibility required for safe traffic flow.

Failure to comply with the bylaw could result in Village Public Works doing maintenance at a cost of $40.00 / hour plus equipment charges.

5 Outdoor Watering Restrictions In Effect May 1—October 31 Permitted Hours: 6:00am to 9:00am OR 5:00pm to 10:00pm If you live in a home with an ODD numbered civic address — water on ODD numbered calendar days; If you live in a home with an EVEN numbered civic address—water on EVEN numbered calendar days. Why does the Village impose watering restrictions? During the spring and summer months municipal water is consumed at a much higher rate mainly due to outdoor water use. The Village must maintain adequate water reserves at all times to meet both municipal and firefighting obligations. Regulating residential water use on an alternating rotation results in much more manageable water consumption. On occasion excessive water consumption may lead to the Village imposing a full outdoor watering ban. Bylaw 07-2015, Section 39 permits outdoor watering privileges such as use of garden hose for sprinklers; washing vehicles, building exteriors, windows or parking pads; filling swimming pools as per the scheduled days and hours posted above. Contravention of these bylaw regulations may result in a $500 fine. We greatly appreciate our citizens’ compliance with these regulations so watering bans will not need to be imposed! PLEASE BE REMINDED WHEN CONSIDERING OUTSIDE WATERING THAT WATER CONSUMPTION IS NOW BILLED OUT BASED ON THE AMOUNT OF WATER CONSUMED. 6 Pastor’s Notes In the midst of an overwhelming grief, the words of the song, It is Well With My Soul, were penned by Horatio Spafford. This present world situation has many terrified of what might happen next. What is it, that calms the sorrow, soothes the pain, and lifts the broken hearted? It is an unwavering faith in a God who is fully in control of the situations of our lives. While we may not understand all that happens, we trust that he knows and does all things well. His word assures us that when our faith and hope are in him, he will be the strength we need, when we are at our weakest. It doesn’t matter the form of weakness that we are caught in, he becomes our strength. In the middle of our addiction weakness, he is the strength we need, to stand strong. In the middle of our pain weakness, he becomes the soothing balm of Gilead. In the middle of our emotional weakness, he becomes the Comforter, to bring us peace. In the middle of our physical weakness, he gives us strength, to lift up holy hands. In the middle of our mental weakness, he brings the vision of eternity and the hope of resurrection. Whatever situation you are going through, whether it is this present global pandemic or it is the simple task of every day chores; when God is placed in every moment of your day, you can count on him to be what you need. We at Kitscoty United Church have joined Vermilion and Mannville United Churches as Vermilion River Pastoral Charge effective May 1, 2020. Rev. Andrew Kinoti-Lairenge is conducting Sunday Services online via zoom meetings at 11:00am until June 14th. Sadly, for us, he will be leaving for a job in Quebec City, so he can finish his doctoral degree at McGill University in Montreal. We wish Rev. Andrew, his wife Sarah and their son Sam all the best. May the Lord be with them and protect them.

We will continue to worship with guest lay ministers via zoom until it is safe to meet again in our churches. Vermilion River Pastoral Charge will begin the search for a minister. These are challenging times, but we will continue our faith journey, expecting God will send the one he has chosen to lead us. 8 CELEBRATE OUR SENIORS DURING Seniors’ Week June 1-7, 2020 Kitscoty & District Community & Seniors Association Since most of our club activities are such that social distancing is difficult to attain, there will be no Senior’s activities at the Centre until AHS has given the approval. We are still hopeful that Richard & Deborah will be able to bring us their musical program on October 7, 2020. Will keep you updated. Due to COVID 19 our annual AGM was held via mail and e-mail on April 29. The current executive was reinstated until such time as a more inclusive meeting can be held. Wainwright Assessment Group Ltd. re-inspects all properties in Kitscoty on a five-year cycle, based on best practice requirements as set out by Alberta Municipal Affairs Assessment Services Branch. This year, they are faced with struggles due to the COVID-19 pandemic. On March 11, 2020, the World Health Organization (WHO) assessed COVID-19 as a pandemic and we understand that we are now in uncertain times. Due to the importance of your health and the health of staff, they must continue to practice social distancing. Currently they are conducting a review of properties located in Kitscoty, in order to confirm / update property assessment data. This information is necessary to maintain an accurate description of your property and is being collected for assessment purposes only. Residents will be receiving a survey in the mail to fill out and return to Wainwright Assessment Group Ltd. Please fill out and return the survey by July 1st, 2020.

COMMUNITY NOTICE Annual Vegetation Management Program Every year, CN is required to clear its right of way from any vegetation that pose a safety hazard. Vegetation on railway right of way, if left uncontrolled, can contribute to trackside fires and impair proper inspection of track infrastructure. As such, for safe railway operations, the annual vegetation control program will be carried out on CN rail lines in the province of Alberta. A certified applicator will be applying herbicides on and around the railway tracks (primarily along the 16 feet graveled area). All product requirements for setbacks in the vicinity of dwellings, aquatic environments and municipal water supplies will be respected. At this time, we expect that the program will take place from May to October 2020.
