The Polish School of Medicine at the University of Edinburgh (1941-1949) A case study in the transnational history of Polish wartime migration to Great Britain Michał Adam Palacz Doctor of Philosophy The University of Edinburgh 2015 Abstract of Thesis More than 400 Polish medical refugees were associated with the Polish School of Medicine (PSM) at the University of Edinburgh between 1941 and 1949. This dissertation argues that the history of the PSM can fully be understood only as a part of the refugees’ broader experience of impelled or forced migration during and immediately after the Second World War. The key findings of this case study demonstrate that the opportunity to study or work at the PSM enabled the majority of Polish exiles to overcome, to a varying extent, their refugee predicament, while medical qualifications, transferable skills and trans-cultural competency obtained in wartime Britain allowed them to pursue professional and academic careers in different countries of post-war settlement, thus in turn contributing to a global circulation of medical knowledge and practice, especially between the University of Edinburgh and Poland.

  • Networks and Institutions in Europe's Emerging Markets
    Networks and Institutions in Europe’s Emerging Markets Do ties between political parties and businesses harm or benefit the development of market institutions? The post-communist transition offers an unparalleled opportunity to explore when and how networks linking the polity and the economy support the development of func- tional institutions. A quantitative and qualitative analysis covering eleven post-socialist countries combined with detailed case studies of Bulgaria, Poland, and Romania documents how the most successful post-communist countries are those in which dense networks link polit- icians and businesspeople, as long as politicians are constrained by intense political competition. The comparison of original network data sets shows how this combination allowed Poland to emerge with stable institutions. Bulgaria, marred by weak institutions, corruption, and violence, cautions us that in developing economies intense political competition alone is harmful in the absence of dense personal and ownership networks. Indeed, as Romania illustrates, networks are so critical that their weakness is not mitigated even by low political competition. U wrót Konga Mikołaj Paczkowski In 1927, Tadeusz Dębicki, a twenty-five-year-old Pole living in Antwerp, joined the crew of the cargo ship Mateb as an officer. The ship would embark on a month-long journey to Africa. Its route followed the Moienzi Nzadi named in the book’s title: “the river that draws its source from all other rivers” [MN, 35]1 in the Belgian colony of the Congo. Dębicki recorded his observations of land- scapes that were a far cry from their European counterparts and commented on the brutal labors of the ship’s black crew. These notes were published one year later in a collection of reportage. The resulting text can be singled out for its author’s unambiguously anticolonial attitude. He conveys these views articulately and without caveats, as Olga Stanisławska has previously noted.2 These beliefs also leave their imprint on the poetics of the text, a matter that we will look into here. The piece of reportage discussed here was published in 1928 and is the direct product of the in- terwar climate, when interest in other cultures and faraway regions suddenly surged. This drove a tourism boom in the newly independent Poland,3 and opened up a new need for literary travel accounts. These reports (often published in newspapers, memoirs and reportage collections) de- scribed Polish regions as well as remote destinations on the global map. Textual expeditions to lands commonly perceived as exotic became increasingly popular.

To properly situate their activities, the interwar period is also covered, as it forms the historical antecedent of their creation. The position of the dissertation is that the participation of the Polish police enabled the Germans to be more successful in their implementation of the Holocaust in Poland. Alongside this contention, evidence supporting the attempts of some Polish policemen to help and assist the Jewish population is also presented. This complex and multilayered portrait is articulated while maintaining that there is sufficient evidence to challenge conventional historical views that have downplayed the Polish police’s involvement in the murder of Polish Jews. The evidence presented throughout the dissertation is distinct from previous research into the activities of the Polish police as the policemen’s actions against the Jewish population have not been subject to thorough research. In comparison with the only available book on the Polish police, which minimizes their role in implementing the Holocaust in Poland, this dissertation draws ii extensively on archival sources that were not previously accessed such as post-war trial records and eyewitness written and oral testimony.
