14/107 Apologies for Absence Ms S Crowther (Vice-Chairman), Mr A Clark, Ms N Rogers. Council noted the resignations of Councillors Clark and Rogers. The Clerk informed Council that the vacancy notice had been displayed on the Council noticeboard that evening. 14/108 Declarations of Interest The Clerk granted a dispensation to Councillor Swan in respect of the Parish Plan. 14/109 Open Forum There was one member of the public present, whose name and address is appended to these minutes. 14/110 Reports on: (brought forward) a. Parish Plan i. Further to Council’s resolution at the previous meeting, the assistance of Mr Trevor Long had been sought to expedite the design of the questionnaire. It was noted that this appointment had been agreed by Councillors by email between meetings. This had resulted in a shorter, more balanced questionnaire being drafted. It was agreed that all NS Councillors are to review the questionnaire one last time and revert to the Chairman with any changes by Wednesday at 6pm Council resolved (proposed Councillor Swan, seconded Councillor NS Barnes) to accept the questionnaire (subject to any last changes received in the timeframe for review) and to forward it to West Council for their approval. ii. Council discussed the delivery and methodology of distribution of the survey. Council resolved (proposed Councillor Swan, seconded Councillor Spring) that: 1. Survey Monkey be used for submission of responses to the questionnaire (with alternatives for parishioners not using electronic means); 2. Scouts be asked to distribute the survey notices; 3. If response rates are low initially to conduct a follow up process to remind parishioners

14/111 Minutes The Minutes of the meeting held on 14 July 2014, having earlier been circulated, were agreed as the correct record (proposed Councillor Helmschrott-Bowden, seconded Councillor Barnes) and were signed by the Chairman. 14/112 Report of the Councillor District Councillor Alan Law was not present at the meeting. 14/113 Planning a. Decisions made in between meetings i. 14/01898/HOUSE Mulberry Cottage, The Coombe Ground floor rear extension and loft conversion The Clerk, in consultation with Councillors Barnes, Clark and Spring, had determined that Streatley Parish Council had no objection to this application. Council (proposed Councillor Barnes, seconded Councillor Spring) resolved to ratify this decision. b. Applications for Planning Permission i. 14/01958/LBC2 Streatley Farm, Wallingford Road Various repairs to existing tiled roof coverings and renewal (part) of north elevation roof. Introduction of new lead flashings to step to west elevation roof. Installation of new dormer to central internal valley (for access purposes). New lead flashings to chimneys and isolated brick repairs. Replacement of existing cast iron gutters with 125mm cast aluminium gutters and replacement of isolated PVCU downpipes with new cast iron. Repointing of existing cementitious pointing with new lime

Council resolved (proposed Councillor Spring, seconded Councillor Helmschrott-Bowden) to offer no objection to this applications, subject to the observations of the Conservation Officer being adhered to. c. Decisions by WBC Council noted decisions made by WBC i. 14/01466/HOUSE Churn Lodge, Wantage Road Extensions. Council had offered no objection to this application. Approved 4 August ii. 14/1529/CERTP Golf Bungalow, Rectory Road Conservatory to the rear of the property. Council had noted the application, on which it had not been consulted. Withdrawn iii. 14/01693/COND1 Wood Farm Application for approval of details reserved by condition (3) Materials Sample of approved application 13/00382/HOUSE Streatley Parish Council had not been consulted. Approved 27 August d. Planning matters received since circulation of the agenda Council noted that there had been none. e. Applications debated at previous meetings Council noted that the following applications were still pending WBC consideration. i. 14/00820/COMIND Recreation Ground off Wallingford Road. Proposed storage unit/portacabin for the scout group and the re-location of the existing football club's storage unit, on currently a waste area of the recreation car parking area. Storage units required for the storage of camping equipment and training games/equipment.

To allow a small extension to enhance the living space. iii. 14/01473/HOUSE 1 St Christophers Cottages, The Coombe Create a new entrance hall with revised staircase configuration which allows for a 4th bedroom with en-suite and family bathroom to the first floor. On the ground floor create a new kitchen/dining area with a snug to the rear of the property. Allow for a new utility room with a side entrance and wc shower room. iv. 14/01499/HOUSE Wood Farm Construction of a traditional gazebo in the garden of Wood Farm, the use of which would be incidental to the dwelling. The design and proposed materials are intended to complement the existing outbuildings thus remaining in keeping with the surroundings and not detracting from the listed building. f. Other planning matters i. Tesco in Goring Council noted that the four applications previously reported were still pending consideration by SODC. It had been reported by STIG that SODC had advised Tesco to withdraw the 4 current applications and come back with a comprehensive application which deals with the use of the building, the extensions and alterations. ii. Housing Site Allocation Development Plan Council noted that no sites in Streatley had been identified. iii. Affordable housing “Community Housing, Models for Development” Council noted the event was being held by WBC on 23rd September. 14/114 Finance Matters a. Other Finance Matters i. Council accepted (proposed Councillor Barnes, Seconded Councillor Helmschrott-Bowden) bank reconciliations as at 31 July and 31 August 2014. ii. Council considered member bids for parish improvements. It was NS proposed that Council engage with Councillor Law to make the on pavement parking slots by Streatley Meadow permanent after Whitchurch Bridge reopened and the High Street parking restrictions were lifted. Clerk It was also noted that member bids were invited during August when Council did not meet. The Clerk was instructed in future to schedule discussion of member bids at July meetings, to enable the bids to be submitted on schedule. 14/115 Reports on: a. Streatley Allotments i. Council noted with sadness the passing of the Society’s former NS Chairman and Council’s former internal auditor, Professor Colin Bayliss, on 6th September. Council will send condolences to Mrs Bayliss. ii. Council noted Streatley Allotment Society’s response to Council’s letter regarding the visual aspect of the allotments. Council resolved (proposed Councillor Helmschrott-Bowden, seconded Councillor Barnes) to accept the Society’s response which pointed out: Vigorous growth of the new hedging; Muted colour scheme imposed on new tenancies and maintenance of existing tenancies; Removal of brightly coloured furniture. b. Recreation Ground

The Clerk was instructed (proposed Councillor Helmschrott-Bowden, Clerk seconded Councillor Barnes) to arrange for the delivery and spreading of a further supply of bark shavings around the slide tower to achieve a recommended depth of 30cm. ii. Council noted that emptying of waste bins and dog bins was performed by WBC Grounds Maintenance and not WBC Waste Management, who deal with household and commercial waste. iii. Council considered WBC’s proposals regarding additional waste bin Clerk capacity and resolved (proposed Councillor Helmschrott-Bowden, seconded Councillor Spring) to request that a larger waste bins be provided for the Recreation Ground car park. c. Neighbourhood Action Group i. Council noted that no minutes had been forthcoming since the 14 July Clerk NAG meeting and the Clerk was instructed to request an updated list of meeting dates and for minutes to be submitted on a more timely basis. d. Heart of Streatley Charitable Trust i. The Chairman informed Council that the Wild Wood was on the point of being opened. ii. Council noted that the Dog Show would take place on 13 September. e. St Mary’s Church i. There was no report from the PCC on burial grounds 14/116 Specific Matters for Discussion a. Traffic Matters i. WBC Highway Improvement Scheme 2014/15 Council noted that Streatley was not affected. ii. WBC Machine Patching Programme 2014/15 Council noted that Streatley was not affected. iii. SSE Contracting LED Street Lighting Workshop Council agreed to express interest in attending a workshop. Clerk b. Local Listing i. Council noted that training for the Assessor had been scheduled to take place in August. c. Flood Forum

i. Council verified a response to the WBC Flood Investigation Report. Clerk ii. Council agreed to put the WBC Community Action Plan Template and NS Toolkit consultation to the Resilience Group for comment. iii. Council noted the WBC Flood Damage Programme – Phases 2 and 3 and noted that Streatley was not affected. d. Buses i. Council considered a request for funding assistance from Carebus NS/ Volunteer Group. Funds available to Council were not appropriate for Clerk ongoing finance of external organisations, but one-off matters might be

considered. It was agreed that no contribution should be made in the current year and that CVG should submit a request for budgeted 2015/16 expenditure by December 2014 for matters particular to Streatley, if there are any.

ii. Council discussed the implications for Streatley of proposed changes to Thames Travel bus services and expressed disappointment and Clerk displeasure at the removal of rural services, resolving respond to WBC accordingly and to place information in the Goring Gap News about the cancelled bus service and replacement Handybus service. e. Vodafone mobile telephone signal boost i. Council discussed the merits of the Vodafone campaign to bring a better Clerk signal to 100 rural areas. Council agreed to apply to be one of the 100 villages chosen, as any improvement in signal strength was to be welcomed, albeit just for one service provider. 14/117 Matters Arising from Previous Minutes a. 14/098.b. Finance Council noted that Lloyds Bank had not yet supplied a mandate to remove Clerk the two retired councillors and add the two new Councillors. In view of the latest two resignations which left Council with only two available signatories, the Clerk was instructed to progress the matter with some urgency. b. 14/101.b. Church Lane Street Light Council noted that SSE Contracting had not yet submitted costed proposals Clerk for reconnecting the light. The Clerk was instructed to progress the matter with some urgency. c. 14/101.c. Horses on the Recreation Ground Council noted that a response was awaited from WBC regarding a horse Clerk owner’s maintenance programme. The Clerk was instructed to follow the matter up.

They divided into two camps: village websites (like Streatley’s) and websites dealing only with Council matters.

Examining Streatley’s website, Councillor Barnes questioned the wordiness of some pages and noted that many pages were still “under construction”. It NB was agreed that this reflected the need to design a website that could be easily maintained. Councillor Barnes offered to examine the website for parts that could be discarded and others that needed rewording or more emphasis. 14/119 Items Raised by Councillors a. Councillor Helmschrott-Bowden requested that the condition of The Bull Clerk Meadow road surface be raised with West Berkshire Council. b. The Chairman drew attention to the next District Parish Conference which Clerk would take place on 14 October and requested that other councillors see if they are available to attend. The Clerk to book places. c. The Chairman pointed out that Council could be in a position to co-opt All two new Councillors by the time of the October meeting and invited Councillors to prospect and submit names. d. The Chairman noted that WBC highways do not have a scheduled date to reinstate the ‘old’ traffic conditions on the High Street following the NS/J opening of Whitchurch Bridge, but felt that a meeting should be arranged S with the Highway engineers to review the length of the white H marks to ensure that they were optimum for flow of traffic. e. Councillor Barnes asked that the Clerk report to WBC that the 30MPH reminder is not working on the Wallingford road and to ask for it to be Clerk repaired f. Councillor Spring reported that the village sign on the Reading Road was Clerk in serious disrepair (as noted in the Goring Gap News) and asked that the Clerk report it to WBC for immediate repair.

14/120 Open Forum No members of the public were present. 14/121 End of Meeting There being no further business, the Chairman confirmed that the next meeting would take place on 13 October 2014 at 7.45pm and declared the meeting closed at 10.00pm.
