Message from the Hon Minister

As the Minister in charge of the subject of parliamentary affairs, I am indeed happy to issue a message for the Performance Report of the Ministry of Parliamentary Affairs launched for the year 2011.

The core objective of the Ministry of Parliamentary Affairs is to formulate basic policies required for the performance of services delivered to the general public effectively by the Hon Members of Parliament who represent the Parliament of . My Ministry is committed to maintain the equality in providing services for all parliamentarians who represent the government party as well as the opposition regardless of their political philosophy.

Amongst the functions performed by the Ministry, provision of transport facilities required for the Hon Members of Parliament in providing services to the general public by all Hon Members of Parliament who represent the Parliament as well as appointment of staffs required for their offices, payment of salaries and gratuities, provision of computers, fax machines and mobile telephone facilities required for the work of the offices also take a major place.

Extending of assistance to the Hon Members of Parliament to perform services effectively together with their respective staffs while improving the infrastructure facilities of the Hon Members of Parliament for the purpose, in the implementation of development programmes executed to make the “Mahinda Chinthanaya” and “Mahinda Chinthanaya Vision for Future” concepts forwarded by His Excellency the President, a reality is also one of the objectives of the Ministry. The Ministry is also responsible for training the staffs of Hon Members of Parliament while strengthening them towards the purpose.

This Performance Report is launched incorporating the activities undertaken by my Ministry in the year 2011 and its policies. I would like to place on record the services rendered by the Secretary to this Ministry including all staff members of the Ministry as well as my personal staff members, with due commitment and dedication.

Message from the Secretary

I am pleased to extend my views for this report which includes the functions, context and the relevant background of the Ministry of Parliamentary Affairs in year 2011.

The main objective of this Ministry is to provide necessary assistance for the performance of public service effectively for the Hon Members of Parliament who represent the as the representatives of public.

Apart from them who are the direct clientele of the Ministry, there is another group of clientele i.e. the personal staffs of Hon Members of Parliament.

A number of services ranging from the appointment of staffs who are appointed for the regional level offices of Hon Members of Parliament and staffs who are appointed to serve in the field up to termination of such staff members from the service are undertaken by this Ministry. Identification of their training requirements and implementation of training programmes take a pride of place among such services. Another several functions performed by the Ministry over the year are the provision of equipment required for the offices, implementation of health insurance scheme for the Hon Members of Parliament and issuance of vehicle importation permits entitled for them.

At this moment, I would like to express my gratitude for the entire staff members of the Ministry for their commitment and dedication, the Hon Minister of Parliamentary Affairs for her constant guidance as well as for the personal staff of the Hon Minister in the realization of expected goals. I extend all the best wishes to deliver an excellent service in the upcoming year, too.

Introduction

Subsequent to the independence gained in 1948, having regularly improving the parliamentary democratic administrative system in Sri Lanka which started during the period of colonialism, the Parliament has been established as the formal administrative body.

The Parliamentary system prevailed upto 1972 was reformed as to suit our country by the ‘Janaraja (Republic)Constitution’ which transformed Sri Lanka into a fully independent state while establishing a separate Ministry for the Parliamentary Affairs for the delivery of efficient and effective public service through the parliamentary system. The appointment of Hon K B Rathnayake (1970 – 1977) as the Minister of Sports and Parliamentary Affairs placed a landmark in the history of Parliamentary Affairs Ministry.

Hon Vincent Perera, the Minister who held the longest tenure in the post of Minister in charge of Parliamentary Affairs in the history of Ministry of Parliamentary Affairs from the year 1977 to 1990 administered the Ministry of Sports / Ministry of Justice/ Ministry of Environment while transforming this Ministry into a stronger entity. Hon (Dr) (1993 -1994) with the Ministry of Environment, Hon (1994 – 1997) with the Ministry of Public Administration / Plantation, Hon (1997 – 2000) with the Ministry of Plan Implementation, Hon S B Dissanayake with the Ministry of Samurdhi, Rural Affairs and Up-country Development, Hon (2001) with the Ministry of Mahaweli Development undertook the functions of Parliamentary Affairs while rendering an optimum service to the Hon Members of Parliament.

The Ministry of Parliamentary Affairs became a separate Ministry on 12.02.2001 under the supervision of Hon A H M Azwar placing a landmark in the history of Ministry of Parliamentary Affairs. Subsequently, this Ministry was administered by Hon (2004 – 2005), Hon (Prof) Wishwa Warnapala (2006 – 2007), Hon Alhaj M H Mohomed (2007 – 2010) and it is executed under the supervision of Hon Sumedha G Jayasena effective from 2010 delivering number of more efficient and effective services to the Hon Members of Parliament.

In this context, we have been able to provide an optimum service to the Hon Members of Parliament through appointment of staffs of the Hon Members of Parliament and payment of salaries and gratuities to them, issuance of tax free vehicle importation permits to the Hon Members of Parliament and also through payment of medical and death gratuity benefits to the Hon Members of Parliament by insuring them. Especially, the Performance Report 2011 gives an overview of functions and services delivered by the Ministry such as training of staffs of Hon Members of Parliament.

Administration Division Administration division is entrusted with organization, implementation and co-ordination of all administrative and establishment activities coming under scope of subject of the Ministry.

Computer Division

Formation of a website for the Ministry

With the view to taking information technology to all the villages, citizens and all businessmen through e – Sri Lanka programme launched by the government, implementation of the national policy of information technology has been initiated. In comply with the above, the Ministry which has clearly perceived the importance of that policy is taking necessary steps to exchange information with all government institutions based on the national policy on information technology. In addition, this programme has been implemented with the aim of making aware the public on the functions of the Ministry and services provided by the same.

Through this website, it has been planned to include important information of officers relevant to the services provided by the Ministry and applications, ministerial circulars, news items related to the Ministry required for the obtaining of services fulfilled by the Ministry.

This project will be funded and technical know-how will be provided by the Information Communication Technology Agency (ICTA). The Ministry envisages that implementation of this project would enable to render an efficient and effective service to the Hon Members of Parliament.

Lanka Government Network – Computer System

Under the Lanka Government Network implemented by the government, in collaboration with the Information Communication Technology Agency, a system of obtaining information by interconnecting with all other government institutions promptly is being implemented. Accordingly, this Ministry has also been provided with 10 computers and they are equipped with internet facilities as well.

Those who are using these computers in the Ministry have been provided with internet facilities as well as the email facilities. This has enabled to obtain Public Administration circulars, information on pensions, population data and information, information on accounting, bank statements and news items of locally and internationally importance.

Training of staff members of an institution largely helps for an effective and efficient service delivery. MP Staff Division

This division is entrusted with the proper organization, implementation and coordination of establishment works of staffs of Members of Parliament.

On the recommendation of Hon Members of Parliament, the works related to their staffs are carried out as follows. The posts exist in the staffs are appended below. 1. Secretary 2. Typist 3. KKS 4. Graduate employees already in the government service  Appointment and termination of service of the MP staff is done on the recommendation of the Hon Members of Parliament.  Carrying out of matters related to appointment of government employees, release of government employees and re-attachment of such officers to their respective substantive work places.  Providing of required data to the Accounts Section for the payment of salaries to the staff of Hon Members of Parliament.  Preparation of relevant vouchers for the reimbursement of salaries.  Matters related to performance appraisal.  Issuance of identity cards to the personal staffs.  Preparation of relevant vouchers for the payment of gratuities to those who are entitled for gratuity.  Preparation of vouchers to provide festival advances.  Preparation of vouchers related to transport expenses.

Training of personal staffs of Hon Members of Parliament

In the discussion held with H. E. the President regarding the ministerial budget, instructions were given to implement more number of training programmes under each subject of the scope of the Ministry.

Furthermore, Hon Minister having clearly perceived the necessity of training the personal staffs of Hon Members of Parliament on how they assist to fulfill the services efficiently and effectively provided by the Members of Parliament to the general public, this Ministry has initiated to implement a series of training programmes, island wide. This training programme consists of subjects such as computer application, office methods, good governance, functions of the Parliament, public relationship, productivity and 5S concept as well as the human rights. The assistance of the Human Rights Commission, National Productivity Secretariat and the Sri Lanka Institute of Development Administration is obtained for this purpose.

In addition, a special training programmefor the drivers ofHon Members of Parliament is implemented in collaboration with the Traffic Police for the creation of a disciplined group of drivers.

Moreover, with the assistance of Sri Lanka Parliament, training programmes are conducted on Parliamentary Committees, acts and ordinances for the senior staff officers of the Ministries. In considering the practical importance of this programme, discussions were held to extend this programme for Divisional Secretaries at provincial level.

Finance Division

The key function entrusted with this division is to operate and co-ordinate finance matters through expending the allocations made by the General Treasury to the Ministry for the estimated functions, with proper management and formally. MP Service Supply Division

The progress of the services rendered by the MP Service Supply Division of this Ministry during the year 2011 for the efficient and easy performance of services implemented for the general public by the Hon Members of Parliament and for the benefit of Hon Members of Parliament are as follows.

01. Provision of vehicles for the supply of transport facilities to Hon Members of Parliament I. Out of the vehicles provided by this Ministry to the Hon Members of Parliament of 12th and 13th Parliament, 07 nos. of vehicles have been transferred to the Hon Members of Parliament after the completion of payment of depreciation value of such vehicles as at the year 2011. II. Issuance of third party insurance and free revenue licenses for 6 vehicles obtained by Hon Members of Parliament representing present Parliament relevant to year 2011 on depreciation basis has also been done. III. With relevance to vehicles provided for the Hon Members of Parliament of 12th and 13thParliament , this Ministry has charged Rs.1,830,928.80 during the year 2011 as the depreciation value. IV. As per the Cabinet decision made on 31st August 2005 and 03rd October 2007 for the provision of tax free vehicle importation permits, this Ministry has issued tax free vehicle importation permits to 40 Hon Members of Parliament during the year 2011.

02. Group Insurance Scheme for the Hon Members of Parliament

Under the group insurance scheme for the Hon Members of Parliament, payment of insurance benefits is made to reimburse the hospitalization charges, medical examinations (Rs.6,000) and expenses to purchase spectacles (Rs.5,000) National Insurance Trust Fund for the Hon Members of Parliament subject to a maximum of Rupees Two lakhs.

Insurance of Hon Members of Parliament for Accidents

Under this insurance scheme, Five Million rupees are granted as the case may be for Hon Members of Parliament those who died in an accident or by a terrorist attack and no such occasion has been arisen during the year concerned.

03. Provision of office equipment for Hon Members of Parliament once per three years

A provision of Rs.350,000/- is allocated by this ministry once per three years to each Hon Member of Parliament to purchase a computer, photocopy machine, fax machine and a mobile phone and approximately 17% out of the total provision is charged from the Hon Members of Parliament. Accordingly, Rs.13,209,740/- has been incurred to purchase equipment for 51 Hon Members of Parliament during the year 2011 and following numbers of equipment have been provided by the MP Service Supply section.

Goals of the Ministry of Parliamentary Affairs for the Year 2012

01. Networking of Computers with the view to carrying out all the functions undertaken by all the sections of the Ministry, efficiently and effectively.

Through this goal, it has been targeted to make enable to monitor the functions carried out by each section through computers being in any section of the ministry and to minimize the files and stationery regularly used and minimize the money to be incurred for the equipment due to the ability of using the computers and accessories in common. It is envisaged to complete this task during the next two years.

02. Application of Information Technology By implementing the e-government concept incorporated in “Mahinda Chinthana” development programme of His Excellency Mahinda Rajapakse, the President of Sri Lanka for the conversion of government offices with minimized files and papers, it is proposed to further enhance and upgrade the ministry website in order to provide information with credibility, securely as well as immediately required for the services provided for the Hon Ministers of Parliament and their personal staffs who are the clientele of the Ministry, at national level as well as international level through the Lanka Government Network (LGN), the computer network provided to the Ministry by interconnecting all the computers available in the ministry. In addition, arrangements

have been made to exchange information with other government institutions using this computer networkandto minimize the telephone cost by using the telephone communication systems provided under the Lanka Government Network.

03. Implementation of 5S concept

It is expected to improve the productivity of the employees through the implementation of 5S concept, successfully, which helps to improve the cleanliness, orderliness, formality and effectiveness of all the sections of the Ministry during the coming year. The quality circles have already been established and action has been taken to regularize the functions of each section. The expectation of all is to achieve towards a top level in productivity of the Ministry staff in collaboration with the Sri Lanka Institute of Development Administration and the Sri Lanka Productivity Secretariat.

It is also envisaged to obtain the active participation of all staff members of the Ministry and to apply the concept of Team Building and Team Culture in fulfilling the objectives of the Ministry.

04. Services provided for the personal staffs of Hon Members of Parliament

Action is taken, as the case may be, for the appointment of these staffs, payment of salaries, granting of gratuities and for the issuance of official identity cards. This would enable to obtain the maximum contribution of personal staffs in order to fulfill the services rendered by the Hon Members of Parliament to the general public more effectively.

05. Enhancement of training programmes

It is expected to implement training plans for an extended participation on the action taken to increase the provisions by the General Treasury in the year 2012.

06. Welfare of the Ministry staff

Arrangements have been made to provide common facilities required for all staff members of the ministry and to extend the fullest assistance for their welfare activities as to perform their duties with satisfaction at their work place. Especially, action has been taken to set up future plans for the implementation of activities of the welfare society of the Ministry through a more formal arrangement during the upcoming year.

Religious programmes will be carried out by the Buddhist Society.

07. Improvement of services of the Ministry through the management of physical resources and human resources of the Ministry

Arrangements have been made to provide physical resources required for the up keeping of services rendered by the Ministry more effectively and efficiently and especially, to ensure the participation of staff members of the Ministry at the training workshops required for the enhancement of both knowledge and skills of the staff.

It is expected to drive the Ministry of Parliamentary Affairs towards an upper level through the fulfillment of services provided by this Ministry for the Hon Members of Parliament, more effectively and efficiently by the above plans set up for the coming year.
