The core objective of the Ministry of Parliamentary Affairs is to formulate basic policies required for the performance of services delivered to the general public effectively by the Hon Members of Parliament who represent the Parliament of Sri Lanka. My Ministry is committed to maintain the equality in providing services for all parliamentarians who represent the government party as well as the opposition regardless of their political philosophy. Amongst the functions performed by the Ministry, provision of transport facilities required for the Hon Members of Parliament in providing services to the general public by all Hon Members of Parliament who represent the Parliament as well as appointment of staffs required for their offices, payment of salaries and gratuities, provision of computers, fax machines and mobile telephone facilities required for the work of the offices also take a major place. Extending of assistance to the Hon Members of Parliament to perform services effectively together with their respective staffs while improving the infrastructure facilities of the Hon Members of Parliament for the purpose, in the implementation of development programmes executed to make the “Mahinda Chinthanaya” and “Mahinda Chinthanaya Vision for Future” concepts forwarded by His Excellency the President, a reality is also one of the objectives of the Ministry. The Ministry is also responsible for training the staffs of Hon Members of Parliament while strengthening them towards the purpose. This Performance Report is launched incorporating the activities undertaken by my Ministry in the year 2011 and its policies. I would like to place on record the services rendered by the Secretary to this Ministry including all staff members of the Ministry as well as my personal staff members, with due commitment and dedication. Jayasena Minister of Parliamentary Affairs 01 Message from the Secretary I am pleased to extend my views for this report which includes the functions, context and the relevant background of the Ministry of Parliamentary Affairs in year 2011. The main objective of this Ministry is to provide necessary assistance for the performance of public service effectively for the Hon Members of Parliament who represent the Parliament of Sri Lanka as the representatives of public. Apart from them who are the direct clientele of the Ministry, there is another group of clientele i.e. the personal staffs of Hon Members of Parliament. A number of services ranging from the appointment of staffs who are appointed for the regional level offices of Hon Members of Parliament and staffs who are appointed to serve in the field up to termination of such staff members from the service are undertaken by this Ministry. Identification of their training requirements and implementation of training programmes take a pride of place among such services. Another several functions performed by the Ministry over the year are the provision of equipment required for the offices, implementation of health insurance scheme for the Hon Members of Parliament and issuance of vehicle importation permits entitled for them. At this moment, I would like to express my gratitude for the entire staff members of the Ministry for their commitment and dedication, the Hon Minister of Parliamentary Affairs for her constant guidance as well as for the personal staff of the Hon Minister in the realization of expected goals. Mission – Provision of reinforcements for the delivery of public service expected from theHon Members of Parliament at an optimum level Objectives – Provision of required human resources Provision of physical resources and service facilities Formulation of policies Activities – Provision of required human resources Appointment of staffs of Hon Members of Parliament Payment of salaries for staffs of Hon Members of Parliament Payment of gratuities for the staffs of Hon Members of Parliament, those who terminate their services Implementation of training programmes for the staffs of Hon Members of Parliament and other relevant government officials Provision of physical resources and service facilities Provision of office equipment and media of communications Issuance of tax free vehicle importation permits Implementation of group insurance scheme for Hon Members of Parliament Formulation of policies Arriving at policy decisions by submitting required cabinet memoranda Implementation of policy decisions 03 Introduction Subsequent to the independence gained in 1948, having regularly improving the parliamentary democratic administrative system in Sri Lanka which started during the period of colonialism, the Parliament has been established as the formal administrative body. The Parliamentary system prevailed upto 1972 was reformed as to suit our country by the ‘Janaraja (Republic)Constitution’ which transformed Sri Lanka into a fully independent state while establishing a separate Ministry for the Parliamentary Affairs for the delivery of efficient and effective public service through the parliamentary system. The appointment of Hon K B Rathnayake (1970 – 1977) as the Minister of Sports and Parliamentary Affairs placed a landmark in the history of Parliamentary Affairs Ministry. Hon Vincent Perera, the Minister who held the longest tenure in the post of Minister in charge of Parliamentary Affairs in the history of Ministry of Parliamentary Affairs from the year 1977 to 1990 administered the Ministry of Sports / Ministry of Justice/ Ministry of Environment while transforming this Ministry into a stronger entity. Hon (Dr) Wimal Wickremasinghe(1993 -1994) with the Ministry of Environment, Hon Ratnasiri Wickremanayake (1994 – 1997) with the Ministry of Public Administration / Plantation, Hon Jeyaraj Fernandopulle (1997 – 2000) with the Ministry of Plan Implementation, Hon S B Dissanayake with the Ministry of Samurdhi, Rural Affairs and Up-country Development, Hon Maithripala Sirisena (2001) with the Ministry of Mahaweli Development undertook the functions of Parliamentary Affairs while rendering an optimum service to the Hon Members of Parliament. The Ministry of Parliamentary Affairs became a separate Ministry on 12.02.2001 under the supervision of Hon A H M Azwar placing a landmark in the history of Ministry of Parliamentary Affairs. Subsequently, this Ministry was administered by Hon Milroy Fernando (2004 – 2005), Hon (Prof) Wishwa Warnapala (2006 – 2007), Hon Alhaj M H Mohomed (2007 – 2010) and it is executed under the supervision of Hon Sumedha G Jayasena effective from 2010 delivering number of more efficient and effective services to the Hon Members of Parliament. In this context, we have been able to provide an optimum service to the Hon Members of Parliament through appointment of staffs of the Hon Members of Parliament and payment of salaries and gratuities to them, issuance of tax free vehicle importation permits to the Hon Members of Parliament and also through payment of medical and death gratuity benefits to the Hon Members of Parliament by insuring them.
