Rally Guide 1 RALLY POLAND 2009 2 1. INTRODUCTION 1.1 Introduction from Rally Poland 66th Rally Poland Hello and welcome to Rally Poland. We are proud to be hosting a round of the modern-day FIA for the first time this year and are looking forward to meeting many of you for the first time. It may come as a surprise to some people to know that Rally Poland is, with the exception of the renowned , the oldest rally in the world. Motor sport has always been one of the most popular sports in our country and entry into the modern era WRC for the tirst time is sure to bolster interest still further in our premier motor sport event. Rally Poland will be running for the 66th time in 2009, but this year's version will be extra special and we are relishing the arrival of the world's top drivers to the Mazury region. We were delighted when we heard that our event would be included in the 2009 calendar and that a lot of hard work by a great many people had been rewarded. Rally Poland has been a national undertaking for several years, one which has attracted expertise from across the country. Our rally route features fast and technical special stages in the hill country of the Mazurian Lake District. Fine weather in June is likely to draw in the crowds and we can expect some spectacular action over a diverse set of special stages in the area around Mikolajki. We have also devised a compact Rally Poland. Rally headquarters is located at the Hotel Golębiewski, which is one of the largest accommodation facilities in the Mazury region. The Rally Park and Service Park will also be located next to the hotel and scrutineering and regrouping will be located there as well to retain that compact feel. We are also running a super special stage in Mikolajki, near the Hotel Golębiewski, with two cars in a parallel race format to increase the excitement for television viewers and spectators alike. That is just one of the attractions we have in place for our entry into the FIA World Rally Championship this year. You will only discover the rest of the rally if you come to Mikolajki on June 24th-28th, 2009. Rally Poland Team 1.2 Event Overview • The 2009 Rally Poland will be run to the standard format of All World Rally Championship rounds. There will be a two days reconnaissance on Tuesday and Wednesday followed by three days of competition on Friday, Saturday and Sunday. • Rally HQ remains at the Gołębiewski Hotel in Mikołajki. • The Service Park remains in the Rally Park in Mikołajki, next to Rally HQ. • The Shakedown stage will be located in Mikołajki, 3,19 km from Rally Park. • The Ceremonial Start & Super Special Stage on Thursday evening will be located on Super Special Stage Area, next to Rally Park. • The Ceremonial Finish will be located also on Super Special Stage Area. • There will be no Remote Service during 2009 Rally Poland

4.2 Criteria for acceptance of entries

4.2.1 Closing date All entry forms must be received before the close of entries on Wednesday 20th May 2009 at 18.00. 4.2.2 Number of entries The maximum number of entries is 75. 4.2.3 Classes Entries will be divided into four categories, as per FIA regulations, Priority 1, Priority 2, Priority 3 and Non Priority. The classes for non priority drivers will be divided as follows:

Production Cars (group N) including Super 2000 Cars

Class N1: Group N up to and including 1400cc Class N2: Group N over 1400cc and up to and including 1600cc Class N3: Group N over 1600cc and up to and including 2000cc Class N4: Group N over 2000cc

Group A cars including World Rally Cars Class A5: Group A up to and including 1400cc Class A6: Group A over 1400cc and up to and including 1600cc Class A7: Group A over 1600cc and up to and including 2000cc Class A8: Group A over 2000cc Any Competitor not entered in the Junior World Rally Championship and taking part with a Super 1600 car must respect Articles 7 and 8 (Servicing and Tyres) applicable to the Junior World Rally Championship, with the exception of tyre make, which is free. Cars entered in a class with less than 5 entrants will be admitted to the next class up. 4.2.4 Acceptance Entries will be accepted at the discretion of the organizers. Outside the P1, P2 and P3 drivers the organizers will select crews from the total number of entries received and place on the official entry list.

5.1 Location GPS Coordinates: N - 530 48” 20’ E - 210 33” 12’ The Service Park will be located at the Rally Park in Mikołajki, next to the Rally Headquarter and the Super Special Stage. Manufactures entered to the FIA WRC will have their designated areas in the Service Park according to Appendix VII of the FIA WRC regulations 2008.

The service area surface is as follows: Manufacturers, Manufacturer Teams and JWRC: Gravel Other entries: Gravel There will be no Remote Service Zones.

5.2 Access The Service Park will be opened at 08:00 on Monday 22nd June 2009 for Manufacturers and Manufacturer Teams and at 08:00 on Wednesday 24th June 2009for all other competitors. Ma- nufacturers and Manufacturer Teams who wish to access the Service Park before this time must contact the organizers. Teams and competitors are asked to respect the opening times. Teams or tyre manufacturers who wish to bring equipment to the Service Park prior to the opening times should contact the organizers who will try to facilitate requirements as much as possible. Competitors are requested to ensure that their team carry their Service Passes at all times as the organizers will be collecting an admission fee to enter the Service Park. The Service Park will close at 22:00 on Sunday 28th June.

7. FUEL

7.1 General Conditions All FIA Priority drivers are required to use FIA fuel according to Article 64 of the FIA World Rally Championship Regulations 2009. Cars of priority drivers must be fitted with FIA fuel sample couplings according to the Article 64.3.2 of the FIA World Rally Championship Regulations. Non priority drivers may either use FIA fuel, following the same conditions and rules as the priority drivers, or may use commercially available pump fuel, dispensed only from pumps, at filling stations nominated in the Road Book. For environmental and safety reasons no refueling is allowed in the Service Park (no refueling from cans, drums or similar). 7.2 Remote Refuel Zones A remote refuel zone will operate on Friday 26th, Saturday 27th and Sunday 28th 2009. Remote refuel zone – Friday 26th June 2009 GPS Coordinates: N - 53°56’34 E - 21°52’24 The remote refuel will operate between stage 4 and the Service Park and again between stage 7 and the Service Park. The remote refuel zone will be located at Miłki. Remote refuel zone – Saturday 27th June 2009 GPS Coordinates: N - 53°58’34 E - 22°01’55 The remote refuel will operate between stage 9 and stage 10 and again between stage 12 and stage 13. The remote refuel zone will be located at Wydminy.

7.3 How to Order FIA Fuel All competi tors using FIA fuel must place their fuel order directly from PETROCHEM CARLESS LTD no later than Monday 1st June 2009. An order form will be available in our website. The cost of the fuel, including refuelling services will be advised when same is established with the FIA or when teams submit their Order Form. 8. TYRES

8.1 General Terms for Tyre Supply Pirelli has been nominated by the FIA as the tyre supplier to distribute the tyres for the rallies in the Championship. All drivers entering a 4WD must use the tyres specified by the FIA. 8.2 Test Tyres Pirelli can also arrange to supply test tyres. Contact the above address for details.

8.3 Tyre Supply Pirelli will transport tyres to the event and supply the tyres to be used during the event. Each competitor enters into a supply/price agreement with Pirelli for the tyres used exclusively for the Rally Poland. Again details from the above address.

Competitors from the European Union do not need to make any special custom clearance for temporary import of cars and equipment for the purpose of participating in Rally Poland 2009. Vehicles from outside the European Union must show their ATA carnet, which normally is applied for at the Chamber of Commerce in the country of origin.

10. HELICOPTERS

10.1 Restrictions and Registration IIn accordance with FIA guidelines on helicopter use, all helicopters flying in support of the Rally must be registered with the Organizers. It is intended that, as a safety precaution, there will be a protocol to control Rally airspace and only registered aircraft will be allowed to fly in this airspace. This Form should be returned completed as soon as possible – final registration date – Monday 1 June 2009. The Registration Fee for each Helicopter is 2000 PLN. A Pilot Briefing will take place on Thursday 25th June at 14:00 in Rally HQ. Attendance is obligatory for all helicopter pilots or designated representatives. 13. RECONNAISSANCE

13.1 Registration Reconnaissance registration will take place as follows: Date and Time: Monday 22nd June 16:00-21:00 Tuesday 23rd June 06:00-09:00 Place: Rally Office, Rally HQ, Gołębiewski Hotel, ul. Mrągowska 34, Mikołajki. For the priority drivers can be collected by a team member duly designated in writing. Others have to attend the registration in person. Administrative checks for P3 and non-priority drivers will take place at reconnaissance registration.

13.2 Regulations and Restrictions Competitors are permitted a maximum of two passages over each special stage. A reconnaissance control card will record each competitor’s passage over the stages. Under no circumstances may competitors’ drive in the opposite direction of rally traffic, unless instructed by an official of the event. The maximum speed limit will be 70kph unless a traffic sign or written instruction issued by the Organizers indicates a lower limit. Competitors are reminded that the roads are not closed during reconnaissance and vehicles may be travelling in the opposite direction. Competitors nominated by FIA will be required to carry a GPS tracker unit in their cars. Details of collection location for these devices will be available in Rally Guide 2. Tyres used for reconnaissance shall be: free tyres for gravel.

THE CITY OF MIKOLAJKI The tourist and sport resort Mikołajki is the host city of the rally for the third year running. Mazurian Pearl – as it is often called - is situated in the heart of lakes and forests, north east of Poland. The famous sailing route of The Great Mazurian Lakes is passing through by Mikołajki but the place is well known not only for yachting. There are also excellent conditions for canoeing, ice-sailing, angling, ice-angling, windsurfing, skating, hiking, cycling or horse riding. Walking tracks are offered by picturesque Mazurian Land- scape Park which boasts about great variety of trees and plants, peat bogs, more than 200 species of birds and wild animals. For those who are not fond of active recreation the sightseeing from a board of white fleet ship is available. The trips from Mikołajki harbour to Giżycko, Ruciane or Popielno are on the schedule. Mikołajki and nearby resorts are famous for high standard tourist infrastructure. Any driver wishing to take part in reconnaissance only, must respect the regulations on reconnaissance in its entirety (see 2009 FIA General Rally Prescriptions, 2009 FIA WRC Regulations and 2009 Supplementary Rally Regulations Rally Poland 2009).

A fee of €1000 for taking part in the reconnaissance must be paid in full by 25th May 2009.
