FREDERICK CLOVER HILL TOURNAMENT RULES 1. For anything not covered here in the rules, 2017 Frederick County Travel League Rules will be followed. Anything not covered in the above two sets of rules will default to the Official Cal Ripken Rules. The hierarchy of rules is as follows: i. FBCH reserves the right to start all games at least 30 minutes before the scheduled start time if the previous game ends early. Please arrive at least an hour ahead of your scheduled start time. 3. will be limited to 3 per day for 10U and 4 innings per day for 12U. Coaches are expected to use sound judgement in the use of their pitchers. One constitutes an pitched. 4. Pool play games will be no new inning after 2 Hours and a hard drop dead of 2 Hours and 15 minutes. If the home team is not winning at the point the game is stopped, the game is reverted back to the last completed inning. If the home team is winning at the time the game is stopped, the inning does not have to be completed for them to be declared the winner. For Elimination on Sunday no new inning after 2 Hours and hard drop dead of 2 hours 15 minutes. 5. Championship game NO TIME LIMIT.

6. The mercy rule will be in effect for all games.

i. 12U - 15 runs after 4 innings or 10 runs after 5 innings

ii. 10U - 12 runs after 4 innings or 10 runs after 5 innings

7. Scores are to be reported to Tournament Director either in person or by emailing [email protected]. For any discrepancy in the score, the home team book is the official ​ record. BOTH TEAMS NEED TO COMPARE SCORES EACH INNING SO DIFFERENCES CAN BE IMMEDIATELY RESOLVED. There will be a score sheet for each coach to sign at the end of the game.

8. There will be no warm ups on the main field before games due to back to back games being played. Teams may use field 2 for warmup and we do have a cage where your players can take batting practice. Please share field 2 and the batting cage with other teams. Kids may warm up in the if time is permitted. Field 2 and batting cage access is first come first served.

9. Any bat permitted for use in Cal Ripken and Little League play may be used in this tournament.

10. NO PROTESTS will be permitted on any Umpire judgement calls. Umpires will work to settle all problems on the field. If there is a valid dispute or other rules issue, the decision of the Tournament Director will be final. Please keep a copy of the rules with you.

11. A courtesy runner should be used for the catcher when there are two outs. The batter who made the last shall be used as the courtesy runner for the catcher.

12. A whiteboard will be displayed by the main field with game results and standings. An email will be distributed at the end of day 2 (no later than 9pm) with results and team seeding. Frederick County Travel Baseball 2017 Summary of Playing Rules

For the Spring 2017 Travel baseball season, Frederick County Travel Baseball will utilize the Cal Ripken with a few rule modifications/clarifications as noted below.

All Playing Levels:  No metal spikes (cleats)  For all age levels 10 and under, no big barrel bats (must be 2 ¼”) are permitted and must be stamped with “BPF 1.15”  For all age levels 11 and above, there will be no bat restrictions other than bats must be stamped with “BPF 1.15”  Free substitution is permitted unless you bat 9 or have an EH (see below)  Coaches are encouraged to meet prior to the game to discuss rules

Pitching Guidelines (Pitch Smart Guidelines for Players 9-12 as Endorsed by Cal Ripken Baseball):

8U Machine Pitch (For league play, the “Umpire” as referred to below will be the collective judgement of the two team managers)  : o No leading. o Runners may not steal bases. o A player may not leave the base he occupies until the ball is struck by a batter. o If an umpire rules that a base runner has left his base prematurely, the runner will be declared out and the pitched ball will be declared a immediately (no warnings). In this instance the results of the pitch do not (i.e. no pitch)  Batting: o Each batter will receive a maximum of five (5) pitches. o If the ball has not been put into play after 5 pitches, the batter is out. o A on the 5th pitch is considered a strike out. o The umpire may declare a “no pitch” if the ball is not hittable and the batter does not swing, in which case that pitch will not count toward the batter’s 5 pitches. o Because we are using pitching machines, a batter will be allowed to move toward the or toward the catcher in such a manner that might otherwise cause the batter to be considered out of the batter’s box. However, the batter must begin with both feet inside the batters box. o Bunting is not permitted. A dead ball will be called immediately and a pitch counted against the batter if in the opinion of the umpire, the batter squares to . If the pitch is the 5th pitch, the batter will be called out.  Defense: o No dropped third strikes. o No infield fly. o Player Alignment on Defense: Eleven (11) players may be placed on the field defensively, including an extra outfielder and extra infielder. o The extra infielder may be placed anywhere in the infield, except pitcher. (i.e. 1 catcher, 1 pitcher, 4 outfielders, and 5 infielders)  : o The pitching machine will be placed 46 feet from home plate and will be set to 40 mph. o Adjustments to the machine can be made before the start of an inning, or at any time if the machine has been by either a thrown ball, a , or any person, at the discretion of the umpire. o If a batted ball hits the pitching machine, hits the pitching machine operator, or comes to rest under the pitching machine, it is a dead ball situation. The batter will be awarded first base and all runners will advance one base. o If a thrown ball hits the machine, it is a live ball and play continues. If, however, a thrown ball comes to rest under the pitching machine, a dead ball will be called. o Any runner, that in the judgment of the umpire is more than halfway to a base, will be awarded that base. Otherwise, the base runner(s) will be returned to the previous base. o The pitcher must be positioned behind the pitching machine wheel and within 9 feet of the machine prior to the pitch. The umpire will have the sole discretion to move the pitcher to a position behind the pitching machine wheel.  Time Out Rule: o Any player, in possession and in control of the ball within the 60’ base paths (and in fair territory) may call time out. If the umpire feels that the aforementioned requisites have been met, the umpire will grant time out immediately. Any runner, that in the judgment of the umpire is more than halfway to a base, will be awarded that base. Otherwise, the base runner will be returned to the previous base.  Time Limit: o The official game start time (determined by the umpire) should be noted in both scorebooks prior to the start of the game. No new inning may be started after two hours (120 minutes) from the official start time. A new inning officially starts as soon as the third out is recorded in the preceding inning. o In the event of a tied game after six innings and once the 2 hour time limit has been reach: All subsequent innings shall begin with the last batter out in the preceding inning on second base (international tie breaker rule).  Intentional delays: o Managers, coaches, players, and/or parents should not intentionally delay a game for any reason. If this becomes a habitual issue reported to the league commissioner, punitive actions may be levied by the commisioner.  An opt in/out single elimination tournament will be held at the conclusion of the season. Seeding will be by blind draw.

9U & 10U Minors  Use of 46ft pitching rubber and 60ft bases.  Pitch Smart Pitching Guidelines are to be followed. Pitchers are limited to a 4 inning daily limit. One pitch is considered an inning. Warm-up pitches do not count toward the . Each team is responsible for tracking the pitch count of their pitchers as well as their opponent’s pitchers. It is recommended that the scorekeepers verify the pitch counts after every full inning. If there is a discrepancy between the two counts, the home team’s book will be the count of record.  2 mound visits per pitcher per game, upon the 2nd mound visit, the pitcher must be removed.  Bunting is allowed, however, no ‘slash’ bunting is allowed. An attempted slash bunt (successful or unsuccessful) will be an automatic and immediate player ejection.  No and No “dropped third strike” rule.  No leading but base runner can steal once the ball crosses home plate.  9 players on the field.  Teams may start play with 8 players; however, an out must be taken at the end of the lineup.  If a player needs to leave a game because of injury, sickness, or school/religious related function…no penalty is assessed to the player’s team. The player’s spot in the line-up is simply skipped over, the player’s team is not assessed an automatic out unless it takes the player count to 8 players. That out would be taken at the player who left the game’s lineup spot (not at the end of the lineup).  Batting Options: o All players are included in the batting lineup (running with free subs). o Bat 10 using the EH. EH is consider a free sub anywhere in the field o Bat 9 with the sub and starter tied together each starter and sub can reenter once  No player is allowed re-entry as a pitcher if they have already pitched an inning previously in the game.  There is no required playing time rule.  Pinch for catcher or pitcher with 2 outs so catcher may get “geared-up”, pinch runner must be player who made the last out or not in the lineup.  No “must ” rule but any intentional malicious contact will result in mandatory ejection.  Mercy rule is 12 runs after 4 innings. 10 after 5 innings.  Single games shall be 6 inning games with no new inning starting after 2 hours and 15 minutes “drop dead” after 2 hour 30 minutes. Doubleheaders shall be 6 inning games with no new inning starting after 1 hours and 30 minutes “drop dead” after 1 hour 45 minutes.  For doubleheaders, the host team will be the home team for one game and the visiting team for one game.  The umpire fee is payed for be the home team (Weeknight games paid by the host/home team. Doubleheaders, one game is paid by the host/home team and the other game is paid by the visiting team who will be the home team for at least one game).

11U & 12U Majors  Use of 50ft pitching rubber and 70ft bases.  Pitch Smart Pitching Guidelines are to be followed. Pitchers are limited to a 4 inning daily limit. One pitch is considered an inning. Warm-up pitches do not count toward the pitch count. Each team is responsible for tracking the pitch count of their pitchers as well as their opponent’s pitchers. It is recommended that the scorekeepers verify the pitch counts after every full inning. If there is a discrepancy between the two counts, the home team’s book will be the count of record.  One warning per pitcher per game.  2 mound visits per pitcher per game, upon the 2nd mound visit, the pitcher must be removed.  Bunting is allowed, however, no ‘slash’ bunting is allowed.
