1. The Executive Committee Meeting of Equestrian Federation of India was held on 14th Jul 2016, at 1500 hrs at Conference Hall, QMG’s Branch, Sena Bhawan, New Delhi- 11 under the Chairmanship of Lt Gen R V Kanitkar, AVSM, SM, VSM President EFI & QMG.

2. Following members attended the meeting:-

3. Opening Address by the President:- The president welcomed all the members for fruitful discussions. He remarked that in recent past certain adverse representation has been received by the NF. He appealed to the members to restrian from any such activity which brings bad reputation to the Federation and advised for putting in efforts by all in taking the equestrian sport in the right direction He then handed over to Secy Gen to start the proceedings.

5. Draft Selection Criteria for 18th Decisions of EC: The house Secy Gen -2018 The Vice President approved the selection criteria in VP (Tech) (Tech) briefed the house about the draft toto. The competitor should not incur more than 12 penalties over 2 rds of one trial and not more than cumulative 20 penalties in two trials. AGENDA-III

6 Tentative EFI Calendar 2016-17 Decisions of EC: The house :- The Secretary General presented the deliberated on the allotment of tentative calendar for 2016-17 before the various events and suggeted the house. Tentative Calendar for the year following:- 2016-17 is attach at Appx ‘C’. (a) Duration of Chinkara Secy Gen and AEC spreads OC over 40 days. Sparing the riders for such a long time is not feasibile. Therefore, the organisers be requested to complete the events within maximum 20 days.

However, Col Sarpartap Singh (Retd) suggested that he will explore the possibility of conducting NEC Endurance alongwith All India Indigenous Horse Show and Endurance Ride to be held from 01-06 Dec 2016. The EC directed that if IHSI is ready to org the events then the events be alloted to them. (c) NEC Tent Pegging, International VP (Tech) & Asian Tent Pegging:- Both the bids for the subject event i.e from & Equiwings Sports Ltd & Equestrian Sports Academy have been rejected Secy Gen by the EC and directed that NEC Tent Pegging be conducted by one of the ogranisaiton such as RVC/ASC/APRC or any other ogranisations who is willing to conduct the event. Further, possibilities be explored to conduct the International and Asian Tent Pegging Championship alongwith DHS 2017. (d) Trials for 18th Asian Games:- The EC directed that Two trials for eventing discipline shall be conducted in the calendar year 2016-17. For Dressage & Show Jumping all six trials shall be conducted in the calendar year 2017-18 as they are less time consuming. AGENDA -IV 7. DRAFT SELECTION CRITERIA 18th ASIAN GAMES, JAKARTA : 18 AUG TO 02 SEP 2018

1. Proposed technical standards for various disciplines of equestrian have been officially communicated to EFI by the org committee 18th Asian Games. Based on technical standards for Dressage, Jumping and Eventing, the following selection procedures have been formulated and shall be implemented as under:-

(a) Dressage Team - Prix St-George (Test)

Dressage Indl - Intermediate - I (Test) and Intermediate (I) Free Style to Music

(b) Jumping Team - Height - 1.45m

Jumping Indl - Height - 1.50m

(c) Eventing Team & Indl - CCI 1* Championship

3. Selection qualifiers/trials for the 18th Asian Games for Dressage, Jumping & Eventing will be conducted by the Equestrian Federation of India between 01Jan 2017 to 31 May 2018 and the technical standards for qualification are att as Appx.

4. In case of change in criteria of the Asian Games this criteria will be revised accordingly.

5. Dope Testing will be conducted in all the trials and during the Coaching Camps before the definite entries are sent to the Asian Games OC.

Eligibility

6. Riders : A rider must be citizen of India with a valid passport.

7. Age of rider : 16 yr old (on the day of commencement of first trial).

8. Horse : Eventing : 06 Yrs and above are eligible (born in 2012 or before) Dressage : 07 Yrs “ “ (born in 2011 or before) Jumping : 08 Yrs “ “ (born in 2010 or before)

9. Quarantine : In accordance with the quarantine/health protocols formulated by the Org Committee in consultation with FEI.

Restriction on horses

10. There shall be no grade restriction on horses. However, for CCI 1* only qualified horses will be eligible as per MER Criteria of FEI. Horses nominated for a particular discipline e.g Dressage/ Jumping/Eventing shall only be allowed to participate in a discipline for which the horses are nominated. Under no circumstances a rider/horse combination shall be allowed to participate/compete in other disciplines. However rider can participate on a different horse in a different discipline

Technical standards for selection qualifiers/trials for Dressage (indl & team)

11. The test for selection of Dressage Team & Indl will be Prix St-George (Test) and Intermediate - I (Test) and intermediate (1) free style to music respectively. For a team or Indl entry, a rider will have to score mini 67% & 70% respectively in each selection qualifier/trial. A total of 06 trials will be conducted, four best performances as a horse rider combination will be considered for selection of team. At least 03 member jury will judge all the selection qualifiers/ trials and the composition of jury will be as under. Any trials less than the above qualifying percentage will not be considered.

(a) Prix St-George (Test) - Foreign jury - 02 members and FEI/Indian jury - 01 members

(b) Intermediate - Intermediate-I (Test) and intermediate (1) free style to music

Foreign jury - 02 Indian jury - 01

(c) Judges in each trial shall change.

Jumping Indl/ Team (CSI 2* Standard)

12. The height for all the selection trials will be 1.45m. Minimum 66% of the jumping course will be of full height and spread. A total of 06 qualifiers/ trials will be conducted, 04 best performances (as a horse rider combination) will be considered towards calculation of Indl / team merit. The indl will only be considered for selection if his/her score does not exceed 24 penalties (including time) in total four trials. In case, the team of 3 / 4 riders are not getting selected for Asian Games and if any rider wants to qualify for Asian Games for individual category then he has to participate in minimum three trials of 2 rds competition at the height 1.5 mtr and score of best 2 trials will be taken into account. The competitor should not incur more than 12 penalties in one trial and not more than cumulative 20 penaties in two trials.

13. All the selection trials for jumping (Indl/Team) competition will be judged by the following officials :-

(a) Jury - 03 (b) FEI Course Designer - 01

Eventing (Indl & Team)

14. A total of 06 trials will be conducted of which scores of best four results will count towards selection. The technical standard of selection trials will be of CCI 1* level.

15. To equate all the riders participating in trials in India and abroad the least aggregate of the penalties of the four selection trials in order of merit will count towards the selection of team / indl members. Any score more than 60 penalties will not be counted towards selection.

16. All the selection trials will be held under the following officials :-

(a) Jury - 02 FEI Judges 01 Foreign Jury

(b) Course Designer - FEI CD

(c) Technical Delegate - FEI TD

(d) Chief Steward - FEI Listed

(e) One foreigner - TD/CD

RIDERS BASED ABROAD

17. Official score sheet/results of the FEI competition duly endorsed by the President ground jury and TD will be communicated. Telephonic intimation with in 24h by the rider is mandatory on completion of the competition for compilation of results . The specifications of the show jumping course duly endorsed by President ground jury and TD will also be forwarded along with the official results.

Selection of riders/horses based abroad

18. On basis of the foregoing experiences, following is the criteria for considering selection of riders/horses based abroad:-

(a) Technical standards and specification for all trials in all disciplines for riders/horses abroad will be same as standards for riders/ horses in India. For Dressage only CDI / National Championship/ Eventing CCI / National Championship and for Jumping only CSI** / National Championship will be considered.

(b) Cut off date for selection of riders /horses abroad will be same as for riders/horses in India (31 May 2018 ).

(c) Performance of the rider and horse desired to be entered will be considered as a combination in FEI official competitions/ National Championships.

(d) The riders will be required to strictly comply with all quarantine/vet health protocols, requisite vaccinations and lab testing for specified diseases in OIE approved laboratories as per guidelines laid down by the org committee of host country. The rider will be required to have all knowledge of the veterinary and quarantine rules/health protocols for the Games as applicable to his/her horse’s location. Whilst the federation will facilitate all administrative requirements of riders based abroad with the Ministry of Youth and Sports affairs in India. However it will be the rider’s responsibility to keep abreast of all the requirements and inform the Federation in advance of the same. Federation will not be responsible for not forwarding the entry of the rider by the date specified if there is a failure on part of the rider to submit any information asked for by EFI by the due date.

(e) If the horse selected is unsound for any reason, it will not entitle the rider to be considered as an entry on different horse (as a horse rider combination) unless qualifying result are communicated on the second horse as well within the stipulated time.

19. MECHANISM - PERFORMANCE/ MONITORING FOR RIDERS BASED ABROAD: Performance of selected/reserve Rider based abroad will be critically monitored as horse rider combination by a member of Selection Committee. Member Selection Committee will visit venue and monitor the performance level of rider, fitness of horse and Veterinary Protocol, if required. They will render report to Selection Committee and National Federation.

20. The under mentioned reasons/points given by the riders based abroad or desiring to be selected on horses leased/being imported from abroad are unacceptable to the National Federation towards the selection for the 18th Asian Games for team/individual competitions of all disciplines.

(a) Rider requesting for additional/exclusive trial.

(b) Results of riders will also be matched from the results on FEI Website for the FEI Competitions.

(c) Identification of the horse and rider combination desired to be selected is not made clear till the last stage or the horse finally intended for the competition is different than the horse whose results have been intimated to the federation earlier for selection.

(d) Consent letter from the owner/lease stating that the horse will be made available to the rider and National Federation to be fielded as an Indian entry in Asian Games is not sent by 31 May 2018.

(e) Location of the horse and expenses in freight/ to and from location of horse to venue of the Asian Games competition are to be furnished by 31 May 2018 for seeking budgetary support for the Indian team from Ministry.

(f) A FEI VET’S certificate to effect that the horse is sound, free from infections/contagious diseases and not having any prohibited substance (dope tested) at the time being considered towards selection is not forwarded by 31 May 2018. It will be the responsibility of the rider to ensure that the horse has been given the mandatory vaccinations based on vet protocols required by the host country as per laid down schedules and guidelines in vogue.

21. Indian riders based abroad and selected to represent India will only be allowed to have one person as coach/groom/vet/horse owner to accompany them to the games on Government cost.

General procedures to be followed for riders based in India/abroad

22. The rider will certify before commencement of qualifiers/trials/competitions that he/she will abide by the selection criteria laid down by the federation. A written consent (as Appendix ‘A’) (as per Appendix ‘B’) in this regard shall be communicated to the federation before commencement of first trial/qualifier. In case of minors, the parents/guardians consent shall be communicated to the federation by 01 Jan 2017.

23. No additional/special competition or trial will be held after the designed trials/ competitions for qualification. At least one out of five Selection Committee members will witness all the trials.

24. Selection will be based on aggregate of penalties incurred in the completion of all trials in India/abroad towards calculation of merit if the qualifying results as laid down by Selection Committee are met by the horse rider combination in each discipline.

25. Riders riding 02 or 03 horses with cumulative penalties incurred on each horse will not be clubbed for the benefit of the rider for calculation of merit. Points/ penalties earned by the rider will be maintained on each horse (horse-rider combination) till final trial and merit will be worked out at the end of the trials by the selection committee on 31May 2018.

26. At the end of qualifiers/trials/competitions in India/abroad, Selection Committee will select riders & their horses for each discipline by 01 Jun 2018. All selected and reserve riders will attend the coaching camp under the Indian and foreign coaches (except riders based abroad). The final selection of the team will be done keeping in view their merit in the selection trials, fitness of the horses/riders during the coaching camps (as a horse rider combination). The selection for the team, individual and reserve riders for each discipline will be as under :-

(a) Dressage - 6 riders (probables). (b) Jumping - 6 riders (probables). (c) Eventing - 6 riders (probables).

27. Selection committee will select the following officials for each discipline based on competence, knowledge and experience after official declaration of PROBABLES:-

(a) Indian coaches for each discipline. (b) Manager (c) Vet Doctor (d) Assistant Vet Doctor (e) Quarantine Protocol Officer (f) Farrier

28. The Selection Committee in their minutes will give details of all the individuals who have applied for the post of Indian Coaches for each discipline, Doctors, managers farriers etc. with their credentials and modalities of selection to the Executive Committee, IOA, SAI & MYAS.

29. Selection Committee will also select the Indian Equestrian Team Manager based on competence, experience, exposure and knowledge of rules and regulation of the sport. He should not be a senior officer and should be in a position to meet the administration/ managerial requirements of the Team so that the riders and the Coaches are free to concentrate in training/competition. The manager will be associated with the Team for a minimum period of 06 months prior to scheduled departure.

30. The entire Selection Committee will convene for Selection of the team by 31 May 2018. This date for selection of the Indian team will apply for all riders and horses, based in India or abroad.

31. After the Indian Team has been selected for the Asian Games, the National Federation is empowered to explore the possibilities of leasing better quality horses from abroad for improving the chances of Medal for the selected team, if required.

32. At least one or two Selection Committee members will watch all the selection trials and hold discussion with coaches, jury members, organizers, vet doctors and competitors. This will facilitate better selection process and understanding about riders and horses.

33. Post selection of probables, the order of merit shall be sacrosanct unless there is steep drop in performance during coaching camps or the horse/rider become unfit due to some unforeseen circumstance . However under no circumstances will the coach give one horse to another rider without the consent of the selection committee who will also take the views of the original rider, other team members, foreign and Indian coach before taking the final decision.

34. All selected probables for all the disciplines will be considered as probables till Selection Committee in consultation with Indian and foreign coaches for each discipline again reviews the entire selection process before submission of definite entry. Fitness of riders and horses, horse-rider combination, performance during camps and original merit will be of paramount importance and will be taken into consideration for final selection of individuals/teams. The entire selection process will be reviewed by the selection committee in consultation with coaches, vet doctor and executive committee before definite/confirmed entries are forwarded to organizing committee of the Asian Games in order to ensure best teams/individuals are selected to win medals for the country. In case of a change in original merit of team/indl entries, the selection committee will be bound to endorse complete justification on selection/weeding out of a horse-rider combination.

35. Note: EFI reserves the rights to amend its selection criteria as necessary, particularly where there is a change to the qualification system or circumstances affecting the nomination/entries process.

EQUINE ANTI DOPING AND CONTROLLED MEDICATION SAMPLING

1. AS PER FEI GUIDELINES PRESENTLY BLOOD AND URINE SAMPLES ARE BEING DISPATCHED TO FEI APPROVED LABORATORIES AT CENTRAL LABORATORY IN UK AND REFERENCE LABORATORIES AT AUSTRALIA, USA, HONG KONG AND FRANCE WHICH IS TIME CONSUMING AND EXPENSIVE, CHANCES OF SPOILAGE OF SAMPLES ARE ALSO THERE DUE TO DELAY IN TRANSPORTATION TO RESPECTIVE LABORATORIES.

2. IN INDIA WE ARE HAVING A NATIONAL DOPE TESTING LABORATORY (NDTL) WHICH IS ACCREDITED BY ISO/IEC 17025:2005 AND CERTIFIED BY ASSOCIATION OF OFFICIAL RACING CHEMISTS (AORC) FOR PERFORMING HORSE DOPE TESTING.

3. NDTL IS ENGAGED IN HORSE DOPE TESTING OF RACING HORSES BOTH NATIONAL AND INTERNATIONAL SINCE 2014 OF URINE AND BLOOD.

4. THE DOPE TESTING AT NDLT FOR HORSES ARE PERFORMED AS PER GUIDELINES OF AORC AND ARTICLE 6 OF INTERNATIONAL AGREEMENT ON BREEDING. RACING AND WAGERING BY INTERNATIONAL FEDERATION FOR AUTHORITIES (IFHA).

5. A CASE HAS BEEN TAKEN UP BY THIS NF WITH FEI FOR INCLUSION OF NATIONAL DOPE TESTING LABORATORY (NDTL) IN THE LIST OF FEI APPROVED REFERENCE LABORATORIES, IF IT IS MEETING THE REQUISITE CRITERIA. THE FEDERATION ASLO REQUESTED FEI THAT A TECHNICAL REPRESENTATIVE COULD VISIT THE LABORATORY IN INDIA AND SUGGEST REMEDIAL MEASURES IF ANY FOR MEETING THE REQUISITE STANDARD OF FEI APPROVED REFERENCE LABORATORIES.
