    Chapter 2 FIELD OF THE STUDY Silchar is the district headquarters town of Cachar district. Silchar has emerged as a major urban centre in the South Assam over a period of more than a century and a half. The urbanization process of Silchar started with the administration of Captain Fisher in 1832. The Silchar Municipal Board was constituted with 30 members out of which 28 were elected from the 28 Wards of the Municipality and 2 were nominated by the Government of Assam. The town is a processing centre for tea in the country. The availability of transport and communication facilities includes one of the most significant assets of Silchar town. The road transport facilities are provided by the Assam State Transport Corporation (ASTC) and private operators. The existing road transport network mentioning private Line bus, State Government bus, city bus, tourist maxi cab, private line vehicle like Sumo/Cruiser/Winger etc. are the important means of communication regularly busy in providing services outside the Silchar town. The railway station located at Tarapur was established in 1902. The airport is located at Kumbirgram about 22kms from Silchar town. Besides, there are 10 ferries in Silchar town which have played a significant role in communicating the distant rural areas from Silchar town. The Assam Bengal Railways brought Silchar on the Indian Railway map in 1899. Many Government and Private Hospitals and Nursing Homes are available at Silchar town which provide health care facilities to the people of Barak Valley and outside. The State Government first started the third Medical College and Hospital of Assam at Ghungoor, the southern part of Silchar town.

SILCHAR CITY DISASTER MANAGEMENT PLAN The Silchar Town of cachar district is vulnerable to the natural disaster like floods, cyclones, earth- quakes, Hail storm etc.The Silchar city is the gate way of three districts of Barak valley as well as Tripura, Mizoram and Manipur. Considering the high Social and economic importance of Silchar town it is evident that any disaster here will have implications not only on the District and State but on the region as well. Hence to improve upon our capabilities with respect to Mitigation, Preparedness, Response and Recovery of any disaster situation it is important to have a City Disaster Management Plan (CDMP) in place. The TDMP is so planned that it can be pressed into action in case of any emergency, be it – natural or human induced. Since this City Disaster Management Plan (CDMP) is concerned with the many hazards to which the district and the citizens may be exposed before, during and after a disaster occurs, responsible authorities operate in accordance with the five phases of disaster management: 1. Prevention – Preventive actions are taken to avoid an incident or to intervene to stop an incident from occurring. Such actions are primarily applicable to terrorist incidents. They may include the application of intelligence and other information to a range of activities that may include deterrence, heightened security for potential targets, investigations to determine the nature and source of the threat, public health surveillance and testing, disrupting illegal activities etc.

    Chapters 2 The Study Area CHAPTER-2 Assam: Assam is the land of undulated blue hills, green forestry and mighty snow while river Brahmaputra with its innumerable tributaries situated between 90°-96° east longitude and 24°-26° north latitude, it is comparatively developed economy of North-East India. It is bounded by Arunachal Pradesh on the East and West Bengal on the West. While the North side is flanked by Bhutan and Arunachal Pradesh and southern side there is Nagaland, Manipur, Tripura, and Meghalaya. The southernmost side is flanked by Mizoram. Physiologically Assam is divided into three regions, the Brahmaputra and the Barak Valley and the hill region of North Cachar and Karbi Anglong, situated in the lower-middle part of Assam, Guwahati is the largest city of North East Region. This city may be called as the Gateway of North East Region. For administrative and revenue purposes, the state has 27 districts including the newly created Kamrup urban district and four districts under the newly created Bodo land Territorial Council (BTC) areas Kokrajhar, Baska, Chirang and Udalguri. As per 2011 census, total population of Assam was 31,169,272. The total population of the state has increased from 26,638,407 to 31,169,272 in the last ten years with a growth rate of 16.93%. Of the 27 districts of Assam, eight districts registered rise in the decadal population growth rate. Interestingly, religious minority-dominated districts like Dhubri, Goalpara, Barpeta, Morigaon, Nagaon, Hailakandi etc. recorded growth rates ranging from 20 per cent to 24 per cent during the last decade.

    Chapter 3 THE SILCHAR TOWN: ICT DEVELOPMENT The contextualization of the present study on the use of ICTs in education of Muslim students necessitates introducing Silchar town in terms of historical emergence, growth and development of ICTs. Silchar has grown as a town of various communities over a period of about 200 years and the Muslim is one of its major communities. Though ICT development has a history of significant depth in Silchar, it has come to flourish in recent past. Silchar, the headquarters of Cachar district and an important commercial centre in the state of Assam, is the gateway to the state of Mizoram, Tripura and some parts of Manipur. It has been a major place of economic activity since British rule. Bengalis speaking the Sylheti dialect, constitute the majority of the population, besides Marwaris, Manipuris, Kacharis, Assamese, etc. Silchar has a tropical climate. It witnesses some of the best educational institutes like NIT Silchar, Silchar Medical College and Hospital, Assam University - a central university, a good number of reputed schools and colleges and so on. The town has a population of 172,709 and an average literacy rate of 91.74% (Census 2011). All these things are discussed in the ongoing sections of the chapter. This chapter introduces the social structure and ICT development of the town in its historical context. I THE URBAN DEVELOPMENT Silchar is the town housing the headquarters of the Cachar district in Assam. The district was created in 1832 after the annexation of Kachari Kingdom by the British. In 1854, North Cachar was annexed and tagged to the district but in 1951 erstwhile North Cachar Sub- division was made a separate district of Assam and taken out of Cachar.
