Devon County Council HTM/12/42 Report on Severe Weather Event 7 th July 2012 Synopsis On Friday 6 th July at 18:30 a RED warning was issued for the risk of severe disruption to Devon and Cornwall on Saturday 7 th July due to surface water and river flooding. This was an update to previous yellow and amber warnings issued earlier in the day. In the event, 45 to 90mm fell in parts of South Devon and 45-120mm fell in parts of East Devon according to the Environment Agency. Two severe flood warnings were issued for the River Yealm and the River Axe and a further 27 other flood warnings were issued, predominantly in South, Mid and East Devon. Current reports are suggesting that over 140 properties were affected by the flooding in Devon, but similar previous events suggest that this number will rise in time. Weather Radar 03:05 7 th July 2012 (courtesy of Meteogroup) Over 272 incidents were logged over the weekend the majority being on the Saturday morning after the main rainfall overnight on Friday. The Strategic Co-ordinating Group (Emergency services, local authorities, EA and Met Office) mobilised on Friday evening and Police Silver Control was active during Saturday to co-ordinate the multi-agency response. Further warnings are in place for potential further rain impacts on Wednesday to Friday, and these warnings are being carefully monitored – see overleaf. -1- Devon County Council DCC’s Flood Risk Management, Highways and Emergency Planning Teams are working closely with the District Councils and the Environment Agency to coordinate a full response. -

Alfred Austin's celebration of the garden of his Kentish home, Swinford Old Manor, was immensely popular and though written in prose it led to his appointment as poet laureate in 1896. There is some light foxing but it is a delightful copy. The decoration of the spine is inspired and beautifully accomplished. Curiously the binder did not reveal his or her identity. Bookplate of Mary Longford (1877-1933), daughter of the 7th Earl of Jersey, who in 1899 married Thomas Pakenham, 5th Earl of Longford. The bookplate was designed by W.P. Barrett and dated 1906. -

Enter the Performance Street Art: The staged and constructed persona Banksy | Exit Through the Gift Shop (2010) Exit Through the Gift Shop is a commercial feature film that for the first time publically displays the British genre-defining street artist Banksy in person. It is intended for a wider audience than Enjoy Poverty and, since it is produced by the ostentatiously non-academic artist that Banksy is, less configured to theoretical and critical discourses than both Schlingensief’s and Martens’ or Fraser’s work.1 The ways its most prominent theme – the notion of authenticity – is dealt with hardly meet the expectations of a scholarly art historical assessment.2 However, a number of the film’s aspects speak in favour of including it in a research on the use of personae in critical performance, and as a work of popular culture it underlines the use of personae in critique as a wider cultural phenomenon. Those aspects, as introduced below, correspond to the sections of this chapter, and allow for a chronological discussion of the film. Firstly, the real star of the film, Banksy ‘himself’ is a constructed persona, both within the confines of Exit Through the Gift Shop as aesthetic object as well as beyond that, part of everyday reality. Still they are generally taken at face value. Banksy’s anonymity barely provokes the assumption that there may be no ‘Banksy’. On the contrary, the relentless curiosity about his identity only indicates the firm common belief that there exists a “man behind the wall”, to echo the subtitle of Will Ellsworth-Jones’ independent monograph. -

Inderdaad, misschien hebben kunst en kunstenaars zich vroeger vaak laten strikken door staten die het meer te doen was om propaganda dan om artistieke vrijheid. Dat de kunstenaar zijn plaats bepaalt tegenover het heersende beleid en tegenover de politiek als zodanig, is al met al een vrij recent verschijnsel. De moderne kunstenaar ontstaat pas met het Duitse romantisme, in het begin van de negentiende eeuw. Hij is zich bewust van zijn andersheid, eist in naam van zijn creatieve vermogen algehele vrijheid en keert radicaal de rug toe aan de maatschappelijke rol die hij eeuwenlang heeft gespeeld – die van een ambachtsman die werkt in opdracht van machtige mecenassen.
