Originalveröffentlichung in: The Bulletin ofthe Australian Centre for Egyptology 17, 2006, S. 79-95 NEW DISCOVERIES IN THE TOMB OF KHETY II AT ASYUT* Mahmoud El-Khadragy University of Sohag, Egypt Since September 2003, the "Asyut Project", a joint Egyptian-German mission of Sohag University (Egypt), Mainz University (Germany) and Münster University (Germany), has conducted three successive seasons of fieldwork and surveying in the cemetery at Asyut, aiming at documenting the architectural features and decorations of the First Intermediate Period and 1 Middle Kingdom tombs. Düring these seasons, the cliffs bordering the Western Desert were mapped and the geological features studied, providing 2 the clearest picture of the mountain to date (Figure l). In the south and the north, the mountain is cut by small wadis and consists of eleven layers of limestone. Rock tombs were hewn into each layer, but some chronological preferences became obvious: the nomarchs of the First Intermediate Period and the early Middle Kingdom chose layer no. 6 (about two thirds of the way up the mountain) for constructing their tombs, while the nomarchs ofthe 12th Dynasty preferred layer no. 2, nearly at the foot of the gebel. Düring the First Intermediate Period and the Middle Kingdom, stones were quarried in the 3 south ofthe mountain (017.1), thus not violating the necropolis. Düring the New Kingdom, however, stones were hewn from the necropolis of the First Intermediate Period and the Middle Kingdom (Ol5.1), sometimes in the nomarchs' tombs themselves (N12.2, N13.2, see below). 4 5 The tomb of Khety II (Tomb IV; N12.2) is located between the tomb of Iti- ibi (Tomb III; N12.1), his probable father, to the south and that of Khety I 6 (Tomb V; Ml 1.1), which is thought to be the earliest of the three, to the north. -

Theory and evidence from Egypt Tarek Masoud∗ Abstract Though Egyptian voters clearly evince a desire for Islamic law (however defined), public opinion research shows that they also want robust welfare states and significant redistri- bution. Though the application of Islamic law is the special province of Islamist parties, it is left-leaning, labor-based parties who are the primary champions of the economic poli- cies that Egyptians seem to desire. Why, then, do Egyptian voters select the former over the latter? This article argues that the answer lies not in the political unsophistication of voters, the subordination of economic interests to spiritual ones, or the bureaucratic and organizational shortcomings of leftist parties, but in the ways in which the social landscape shapes the opportunities of parties in newly democratized systems to reach potential vot- ers. -

Maria Dolores Algora Weber CEU San Pablo University THE MUSLIM BROTHERHOOD FOL- LOWING THE “25 JANU- ARY REVOLUTION”: FROM THE IDEALS OF THE PAST TO THE POLITICAL CHAL- LENGES OF THE PRESENT In the framework of the Arab Spring, as the wave of social mobilisation of 2011 has come to be known, the revolutions in Tunisia and Egypt marked the beginning of a process which has deeply transformed the re- ality of many countries in the Arab World. In Egypt, the events that took place in Tahrir Square not only put an end to President Mubarak's dic- tatorship, but also paved the way for new political actors, among which the Muslim Brotherhood has played a key role. During the subsequent transition, the Brotherhood gained control of the National Assembly and positioned their leader, Mohamed Mursi, as the new President. The present debate is focused on the true democratic vocation of this move- ment and its relationship with the other social forces inside Egypt and beyond. This article intends to address these issues. To that end, it begins with an explanation as to the ideological and political evolution of the Muslim Brotherhood and its internal changes brought about by the end of the previous regime, closing with an analysis of its transnational influ- ence and the possible international aftermaths. Ethnic Variation of */tʕ/ in Aswan Arabic Abstract This study aims to provide some acoustic documentation of two unusual and variable allophones in Aswan Arabic. Although many rural villages in southern Egypt enjoy ample linguistic documentation, many southern urban areas remain understudied. Arabic linguists have investigated religion as a factor influencing linguistic ariationv instead of ethnicity. This study investigates the role of ethnicity in the under-documented urban dialect of Aswan Arabic. The author conducted sociolinguistic interviews in Aswan from 2012 to 2015. He elected to measure VOT as a function of allophone, ethnicity, sex, and age in apparent time. The results reveal significant differences in VOT lead and lag for the two auditorily encoded allophones. The indigenous Nubians prefer a different pronunciation than their Ṣa‘īdī counterparts who trace their lineage to Arab roots. Women and men do not demonstrate distinct pronunciations. Age also does not appear to be affecting pronunciation choice. However, all three variables interact with each other. -

Introduction and Recommendations On January 6, 2007, Abu al-`Ila Madi, a 48-year-old activist from Cairo, will plead his case before Egypt’s Supreme Administrative Court. He has appeared in the court dozens of times over the past 10 years. His purpose is to try once again to register the Wasat (Centrist) Party and begin campaigning under its name. Registering a new political party should be a transparent and apolitical bureaucratic procedure, and in many countries it is.1 In Egypt, however, in practice it is the government, and the party of government, that determine which other parties will be recognized and which will not. The result is the routine denial of applications for registration of new political parties through the use of criteria set forth in the political parties law2 that are open to subjective and arbitrary application. Madi’s struggle to gain legal recognition for the Wasat Party illustrates the deleterious effects of the law on prospective political parties, and the manner in which the government and the ruling National Democratic Party (NDP) exercise unfettered discretion to deny such parties their lawful participation in the country’s political life. If President Hosni Mubarak is to make good on his promise to “enshrine the liberties of the citizen and reinvigorate political parties,”3 the Egyptian government must reform the parties law and cease obstructing the establishment and effective participation of political parties. -

Media in North Africa: the Case of Egypt 10 Lourdes Pullicino In May 2011, Freedom House issued a press release announcing the findings of a survey recording the state of media freedom worldwide. It reported that the number of people worldwide with access to free and independent media had declined to its lowest level in over a decade.1 The survey recorded a substantial deterioration in the Middle East and North Africa region. In this region, Egypt suffered the greatest set-back, slipping into the Not Free category in 2010 as a result of a severe crackdown preceding the November 2010 parliamentary elections. In Tunisia, traditional media were also censored and tightly controlled by government while internet restriction increased extensively in 2009 and 2010 as Tunisians sought to use it as an alternative field for public debate.2 Furthermore Libya was included in the report as one of the world’s worst ten countries where independent media are considered either non-existent or barely able to operate and where dissent is crushed through imprisonment, torture and other forms of repression.3 The United Nations Development Programme’s (UNDP) Arab Knowledge Report published in 2009 corroborates these findings and view the prospects of a dynamic, free space for freedom of thought and expression in Arab states as particularly dismal. 1 Freedom House, (2011): World Freedom Report, Press Release dated May 2, 2011. Appendix List of Challenger Parties Operationalization of Challenger Parties A party is considered a challenger party if in any given year it has not been a member of a central government after 1930. A party is considered a dominant party if in any given year it has been part of a central government after 1930. Only parties with ministers in cabinet are considered to be members of a central government. A party ceases to be a challenger party once it enters central government (in the election immediately preceding entry into office, it is classified as a challenger party). Participation in a national war/crisis cabinets and national unity governments (e.g., Communists in France’s provisional government) does not in itself qualify a party as a dominant party. A dominant party will continue to be considered a dominant party after merging with a challenger party, but a party will be considered a challenger party if it splits from a dominant party. Using this definition, the following parties were challenger parties in Western Europe in the period under investigation (1950–2017). 97 PRE-EMPTION AND COERCION – A CASE STUDY OF SYRIAN DISARMAMENT DISCOURSE Waseem Iftikhar Janjua, Ahmed Saeed Minhas and Farhat Konain Shujahi* Abstract The notions of pre-emption and coercions have been part of the offensive security policies around the world. These tools have been continuously applied in international relations by the relatively powerful against the weak during and after the Cold War, more specifically in the domain of Weapons of Mass Destruction. The manifestation of these concepts played a more constructive role in preventing an all-out war among the belligerents. However, the application of these tools against the same country has been comparatively an infrequent phenomenon which makes the Syrian case unique and a valid area of inquiry. Examining the Syrian aspirations of achieving nuclear weapons and the use of chemical weapons against civilians, this paper finds an interesting concord between the applicability of both tools. The research further concludes that pre-emption could only achieve partial disarmament leaving chemical weapons and facilities intact which had to be subsequently removed through coercion. Finally, the paper emphasizes the need for diplomacy and persuasion before pre-emption or coercion be employed. Keywords: Syria, Disarmament, Pre-emption, Coercion, Weapons of Mass Destruction. Introduction or a long time, the greatest hurdle in declaring the Middle East as a Weapons of F Mass Destruction Free Zone (WMDFZ) has been the selective implementation of disarmament regimes and regional realpolitik. While Israeli nuclear program is a taboo and remains completely defiant to any inspection or admission or denial, the US and the West are pushing other states to abandon their nuclear as well as conventional military aspirations especially if these programs are for military purposes. -

Why did Algerian Islamists as an electoral force declined steadily over the past two decades? Why didn’t Algerian electoral Islamists present the same mobilization capacity as their counterparts in neighboring countries did in early 2010s following the Arab Spring? In analyzing the evolution of three related variables: incumbents’ power structure and political openness; electoral Islamists’ inclusiveness and unity; and the framing process of Islamic political parties to build a legitimacy, the article tries to address the questions and contribute to the theoretical framework of the political process model by applying it to a case that is typical in MENA. Keywords Islamic political parties Á Mobilization capacity Á Algeria 1 Introduction Understanding Islamic political parties1 becomes an urgent concern following the Arab Spring, as the anti-authoritarian protests resulted in the rise of Islamists at the ballot box in 2011 in lots of countries in MENA (Middle East and North Africa) including Egypt, Tunisia and Morocco. A wider audience are now interested in 1 Islamic political parties here refer to the organizations that are ideologically based on Islamic texts and frameworks, and seek legal political participation through elections. Apolitical Islamic cultural associations and armed Islamist organizations which refuse to engage in elections are beyond the scope of this article.
