2. MOVE FORWARD IMMEDIATELY WITH AN ORDERLY ACTIVATION OF THE CAPITAL IMPROVEMENT PROGRAM. I have studied the Capital Improvement Committee report in detail and I believe that the basic problems of beach property, recreation areas, public works property, etc., must be faced and action taken immediately. I favor a referendum of the voters on major items of expenditure.

3. GREATER UTILIZATION OF QUALIFIED RESIDENTS IN CITY ACTIVITIES. One of the greatest assets of our City is the large number of qualified residents with years of business experience who could be called upon to serve on City Boards and Commissions.

4. LEAVE ADMINISTRATION FUNCTIONS TO CITY MANAGER AND DEPARTMENT HEADS. If the City Manager form of government is to work, "administration must be left in the hands of the City Manager and Department heads.

5. MAINTAIN FISCAL STABILITY. In the many large financial undertakings which confront the City, we must always be alert to maintain the economic and fiscal stability of our community.

6. AN ALL OUT EFFORT TO OBTAIN FUNDS FOR CONSTRUCTION OF THE STATE UNIVERSITY AT BOCA RATON.

7. PROTECT OUR LOCAl INDUSTRY AND BUSINESSMEN. Whenever and wherever possible the City should purchase its goods and its services from local business and pro- fessional men and should encourage our citizenry to do likewise.

8. ENCOURAGE ORDERLY PROMOTION AND DEVELOPMENT OF CLEAN INDUSTRY. We particularly need industries which can be a source of work for our younger residents as well as providing part time employment for our retired citizens.

9. GREATER EFFORT FOR A BOCA RATON HIGH SCHOOL. I believe the City Commission can exert greater effort to achieve the immediate construction of. a senior high school for Boca Raton.

10. PRESS UNFINISHED ROAD BUSINESS. Exert greater effort for the completion of such projects as the Inlet Bridge, Military Trail, Camino Real, State Road #9 and 20th Street.

11. IMPROVEMENT OF THE OLD DIXIE AND PEARL CITY AREA. We should try to improve the area of our community known as Pearl City as to recreational facilities, road paying/ and general clean-up and beautification of the public property and right-of-way in this section. 12. OPEN COMMITTEE MEETINGS. I believe that all meetings of the City Commission should be open except for those few occasions when a particular item would be detrimental to the best interests of the City if prematurely disclosed. 13. ENCOURAGE FURTHER CULTURAL OPPORTUNITIES IN THE CITY OF BOCA RATON. The City must exert further efforts and assistance in the promotion and development of our cultural assets and potentials in art, music, literature and the like. ' 14.
