13 September from 7.00 pm to 8.30 pm at Crookston Castle Primary School, Glenside Avenue, G53 5SD.

1.1 Crookston Castle Primary School is a non-denominational primary school that serves the Crookston area of Greater . It was established as a result of the merger of Bonnyholm, Leithland and McGill Primary Schools. The new school is located at Glenside Avenue on grounds shared with Langlands Primary School and Crookston Early Years Centre. It was opened in May 2007.

1.2 Langlands Primary School is purpose built to support up to 60 children with complex learning needs aged 2 to 12.

1.3 Crookston Early Years Centre provides an extended day (8am to 6pm) service for up to 64 children including under 2s and aged 2 to 5 years.

1.4 Collectively the three establishments form the Crookston Castle Campus.

1.5 The number of catchment children wishing to attend Crookston Castle Primary School over the next few years will exceed its current capacity. Current roll projections indicate the roll for Crookston Castle Primary School will be 581 by 2018. The school was designed to operate as a two stream school, with suitable ancillary accommodation. The school has a current maximum working capacity of 434. For school session 2012/13, it has been necessary to provide two temporary classrooms to deal with the immediate demand for catchment places.

1.6 This Council wishes to consult on a proposed solution to address current and future accommodation pressures.

2. The Consultation Process

2.1 As the proposal does not involve any children or establishment leaving the curtilage of the campus, there is no requirement to carry out a public consultation within the statutory framework defined by the Schools (Consultation) () Act 2010. However, Education Services wishes to engage with the local community and other interested stakeholders to explain the proposals to address the accommodation pressures at Crookston Castle Primary School and seek their views before finalising plans.

2.2 The following groups will be consulted:

• Community Councils • Area Committees • Groups formed under Part 2 of the Local Government in Scotland Act (2003) • Other users of the school premises • In addition notice to advise of the consultation arrangements has been placed in the Press and a dedicated page has been set up on

2.3 Arrangements have been put in place to ensure the inclusiveness of the process e.g. a plain English version of the document will be produced and crèche facilities will be available at the public meeting.

2.4 As stated above, a public meeting will be held to discuss the proposals. Anyone wishing to attend the public meeting will be welcome to do so. The meeting will be an opportunity for attendees to:

• Hear more about the proposals. • Ask questions about the proposals. • Have their views noted so that they can be taken into account as part of the consultation response process. • Ask officers about the various ways in which they can respond to the proposal.

2.5 Involvement of HMI (Education Scotland)

As this consultation is outwith the Schools (Consultation) (Scotland) Act 2010 Education Scotland will not be involved. Education Scotland will be informed of the consultation through the District Inspector.

2 Consultation Proposal Document 2.6 Preparation of Consultation Report

Education Services will review the proposal taking into account responses to the consultation and oral representations made at the public meeting. Education Services will then prepare a consultation response report for consideration by the Council’s Executive Committee. This consultation response report will be published in electronic and printed formats and will be available on the Glasgow City Council web site, Education Services Headquarters (Wheatley House) and at the schools detailed in the proposal free of charge. All those who received direct notification of the consultation will be sent either a full or summary response document. All those who responded and provided contact details through the consultation process will also receive a copy of the full or summary response document as appropriate.

2.7 The report will include a record of the total number of written representations made during the consultation period, a summary of the written representations, a summary of the oral representations made at the public meeting and any other relevant information, including details of any alleged inaccuracies and how these have been handled.

Note: Reasonable requests for alternative forms of communication will be accommodated e.g. audio, or by interpreted support.

3. CONCLUSIONS FROM THE CONSULTATION EXERCISE

3.1 The outcome and conclusion of the consultation exercise will be presented to the Executive Committee.

4. SCOTTISH MINISTERS CALL IN

4.1 As the consultation falls outside The Schools (Consultation) (Scotland) Act 2010 there is no requirement for referral to Scottish Ministers.

5. LEGAL IMPLICATIONS

5.1 There is no legal requirement to consult but it is important that the Council engages with the local community and other stakeholders to seek their views on the proposals before finalising the plans to address the current and future accommodation pressures at Crookston Castle Primary School.

6. PROPOSAL

6.1 Education Services in partnership with Development and Regeneration Services have undertaken an options appraisal exercise to consider

3 Consultation Proposal Document how best to address the current and future accommodation pressures for children residing within the existing Crookston Castle catchment area. The Parent Council and local elected members have all been involved in informal discussion on potential solutions. Having considered the options identified the following solution is proposed:

Stage 1 Pre-fabricated huts are installed into the school to accommodate the additional catchment children that are entitled to attend the school in Aug 2012 and August 2013.

Note: already actioned due to immediate accommodation pressures.

Stage 2: - creating base course of future car parking - setting site compound/huts on it’s place - Relocating bin store - Fencing off site for new build of Early Years Centre - Constructing new Early Years Centre

6.2 The estimated cost of this proposal is £4.2 million. This proposal can be contained within the allowance made for accommodation pressures due to rising pupil rolls in the Council’s approved capital programme forward plan as previously approved by the Council’s Executive Committee.

4 Consultation Proposal Document 7. ROLL PROJECTION METHODOLOGY

7.1 Planning for the demand for future school places is reviewed annually. Future school rolls are predicted taking into account the following factors:

• Birth rates in Glasgow • Housing needs assessment, contained in strategic local plans. • Migration of children in and out of Glasgow • The progression of children through each stage (P1 to S6). • The impact of placing requests (parental choice).

7.2 Details of the current catchment area, projected rolls and capacity for Crookston Castle Primary School are attached (Appendix 2 and 3).

8. EDUCATION BENEFIT STATEMENT

8.1 Learning Communities were introduced following a pilot in 1999. Crookston Castle Primary School and Crookston Early Years’ Centre have been part of the Learning Community since being established on the same site in 2007. The children and staff of both establishments participate in a range of activities together and with other schools in the Learning Community. During 2010-11, as part of the Learning Community, staff have worked together on developments for Curriculum for Excellence.

8.2 The Children

Children attending Crookston Early Years’ Centre would benefit from continuing their education within the same learning community and campus as the primary school. The construction of a new early years’ centre within the same campus would ensure that staff from Crookston Early Years’ Centre and Crookston Castle Primary School would continue to be able to plan together to ensure continuity of children’s learning from nursery through to primary school.

8.3 Children attending Crookston Castle Primary School would benefit from continuing their education within the same learning community and campus as the early years’ centre. The construction of a new early years’ centre within the same campus would ensure that, once the new early years’ centre was completed, Crookston Castle Primary School would be able to use the space vacated by the current early years’ centre. Staff from Crookston Early Years’ Centre and Crookston Castle Primary School would continue to be able to plan together to ensure continuity of children’s learning from nursery through to primary school.

8.4 Children attending Langlands Primary School would be unaffected by the proposal. They would remain on the campus with the primary school and the early years’ centre. They would continue to benefit from inclusion in the same building as Crookston Castle Primary School.

8.5 Other users of the school

In the short term, there may be withdrawal of certain facilities during any construction phase. These would be of a temporary nature only and would not affect the other users of the building in the long term.

8.6 Other schools/establishments in our authority

The proposal will not impact adversely on the other school/ establishments in our authority

9. EQUALITY STATEMENT

9.1 An Equality Impact assessment will be undertaken as part of the consultation exercise to assess if the proposal discriminates against anyone on the basis of:

• Age • Gender • Religion • Racial Group • Disability • Sexual Orientation

In carrying out the Equality Impact Assessment we will take account of (and address) any equality issues raised in written or oral representation made as part of the consultation process. The result of the Equality Impact Assessment will be included in the consultation response document and will also be available on the Glasgow City Council website.

12.1 The Executive Committee has approved funds within the Capital Programme Forward Plan to address accommodation pressures resulting from increasing pupil rolls. The proposals contained within this report can be contained within funds set aside for this purpose.

The above roll projections are based on the 2010/11 data and have been moderated to reflect the 2011 school roll. This should be used as a guide only at this point. The housing factors have been increased and the migration factor is based on the 2011 information.
