The budget designated by the Chief Executive to the Southern District for signature projects is proposed to be earmarked for enhancing the necklace of pearls in the Southern District: Beach, , Ocean Park, Station, Main Street, Floating Restaurants, Aberdeen Promenade and Fish Market, Wah Kwai, Wah Fu, Waterfall Bay, and Sandy Bay.

Improving pedestrian connections from Repulse Bay to Kennedy Town are agreed “Work Targets of the Southern District Council (2012-2015)”.

It is proposed that priority is given to constructing the critical missing link in the route, a bridge at Waterfall Bay. This project was identified in the “Consultancy Study of the Island South Waterfront Promenade connecting Aberdeen to Kennedy Town.”

The bridge in Waterfall Bay can be designed to give visitors an opportunity to enjoy the waterfall and Lamma Channel. The bay is a place of historic significance. Local fishermen and passing European trading vessels used the bay to collect fresh water well before Hong Kong started to develop.

It is recommended that the Council works closely with Government Departments, and uses its District Minor Works budget and remaining funds of the Signature Project Budget to enhance Pearl Necklace, the destinations and connections throughout the Southern District.

The waterfront route will draw residents from throughout Hong Kong and international visitors. The spectacular views and easy access will make the route a daily amenity for local residents. It will improve the viability of all businesses along the waterfront of the Southern District.
