SAMLNSS17 Legislative Update 4: 11-14-17 Hi SAMLNSS17 Members! The special session started this morning with motions to expand the session and to run the expanded session concurrent with the Governor called session. Late morning, these resolutions passed and the rest of the day was a combination of hearing bills that were added to through the expanded call and floor sessions in the House and Senate to incrementally pass recommended changes to HB 2 and several bills to become part of HB 2. The Joint Senate Finance & Claims/House Appropriations Committee took action this morning reestablish a HB 2 that included changes created after the 2017 session adjourned but impacted state finances. The best example was the added consideration of SB 261 implemented triggers being added into the new HB 2. I believe it was 3 floor sessions in both the House and Senate that resulted in the basic HB 2 now being at the correct current levels so that the bills of the session to solve the revenue shortfall can be considered. The evening and night saw the beginning considerations of executive action on the bills to resolve the revenue shortfall, as well as those bills included because of the expanded call for the special session. The sausage making has been intense but there appears to be a plan to have all of the moving parts culminate in a plan to accomplish the goal of solving the revenue shortfall in the coming days. As I write this (9:00 PM), the House is convened taking action on 2 bills added by the expanded session. I expect that the Joint Committees considering bills will meet one more time after the floor session of the House and soon to be convened Senate floor session. So, I will leave it at this for tonight. Below is the current list of bills – about 10 more than this time yesterday – so you are aware of what lies ahead. SAM, through Pat and I, have been monitoring all activities and have rough notes on the actions of the day, while working with individual legislators to help them understand the education issues at hand – still mostly centered on SB 2, which is still awaiting executive action in the Joint Senate Finance & Claims/House Appropriations Committee.
