South of Perth Yacht Club is proud to invite competitors of eligible classes to participate in the Goolugatup Sailing Carnival to be held on Melville Waters from Monday 4th January to Thursday 14th January 2021.

The notation ‘[DP]’ in a rule in the NoR means that the penalty for a breach of that rule may, at the discretion of the Protest Committee, be less than a disqualification.

The Organising Authority (OA) is South of Perth Yacht Club Inc. (SoPYC).

1. RULES 1.1 The regatta will be governed by the following rules: a) The Racing Rules of Sailing (RRS). b) Australian Sailing Special Regulations Part 2 for Off The Beach Boats. c) Class rules of the respective classes (except where any of these are altered by the Sailing Instructions) will apply. d) The Sailing Instructions (SIs) e) Appendix P may apply as modified in the SIs. f) RRS Appendix T Arbitration shall apply. g) The use of helmets for (conforming to EN1385 standard) for both helm and crew is mandatory during racing. 1.2 Racing rules(s) will be changed as follows: a) RRS 44.1 and Appendix P2.1 are changed so that the two-turns penalty is replaced by the one- turn penalty.

2. ADVERTSING [DP] Boats may be required to display advertising chosen and supplied by the Organising Authority.

3. ELIGIBILITY AND ENTRY 3.1 Events are open to boats of the following invited classes:

3.2 The entry fee includes one (1) event t-shirt per competitor. 3.3 Competitors shall be financial members of a yacht club or sailing club affiliated with Australian Sailing. 3.4 For additional requirements on eligibility for the 29er and Optimist State Championships, refer to Attachment A. 3.5 A minimum of six (6) entries per class will be required. 3.6 The Organising Authority may cancel or make other arrangements for a class if the minimum number of entries is not received by 1700 Friday 18th December 2020. Competitors will be notified of the cancellation by email and posting on the event website. The entries will be refunded in full. 3.7 Classes not already invited, may apply to the OA for entry into the regatta. 3.10 Entries for the Goolugatup Sailing Carnival close at 1700 Friday 18th December 2020. 3.11 Late entries will be accepted after the closing date at the discretion of the Organising Authority. If accepted, late entries may attract an additional fee of $30. The supply of competitor t-shirts cannot be guaranteed for late entrants.

4. SCHEDULE OF RACES 4.1 The schedule of races is detailed in Attachment B. 4.2 The scheduled time of warning signal for the Optimist State Championships is 0930 hrs each day. 4.3 On each day, no warning signal will be made after 1630 hrs. 4.4 All other race start times will be detailed in the sailing instructions. 4.5 Registrations will be open between 1630 and 1900 on the day before the first race for each event in the Centreboard Clubhouse.

5. MEASUREMENT 5.1 All competing boats shall conform to the measurement requirements of their respective class rules and have valid measurement certificates prior to this regatta. These valid measurement certificates should be brought to the regatta. 5.2 Random measurement checks and inspections may be carried out during the regatta.

6. SAILING INSTRUCTIONS The sailing instructions will be available after Monday 28 December 2020 on the event website:

7. VENUE The racing area will be in Melville Waters in the vicinity of South of Perth Yacht Club. Racing will be conducted in the designated course areas as shown in Attachment C.

8. THE COURSES 8.1 The courses to be sailed will be windward / leeward, triangular and / or trapezoid as described in the sailing instructions. 8.2 The format, courses to be sailed and the class allocation to the course areas will be detailed in the sailing instructions.

9. SCORING 9.1 The low point scoring system, Appendix A shall apply. 9.2 The maximum number of races is detailed in Attachment B. 9.3 Three races are required to be completed to constitute a series. 9.4 When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores. 9.5 When from 4 to 8 races have been completed, a boat’s series score will be the total of her race scores excluding her worst score. 9.6 When 9 or more races have been completed, a boat’s series score will be the total of her race scores excluding her worst 2 scores.

10. SUPPORT / COACH BOATS [DP] 10.1 Support and coach boats shall register online with the OA at: https://sopyc.com.au/75th-anniversary-sailing-carnival/

10.2 All support and coach boats shall keep clear of the racing areas while boats are racing (except when rendering assistance to a boat in distress). 10.3 Support and coach boats shall remain at least 50 metres outside areas where boats are racing from the time of preparatory signal until all boats have finished or the Race Committee signals a postponement, general recall or abandonment. 10.4 All support and coach boats are required to have VHF radio and maintain a listening watch on VHF Ch. 69 or any other channel specified by the Race Committee. 10.5 All occupants of support / coach boats less than 6m LOA shall wear an approved pfd whilst afloat. 10.6 When requested by the Race Committee, support and coach boats shall render assistance as and when required.

11. RADIO COMMUNICATION [DP] Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats.

12. PRIZES 12.1 Prizes awarded to the 29er State Championship and the Optimist State Championship are detailed in Attachment D. 12.2 For all other classes, prizes will be awarded to boats placing 1st, 2nd and 3rd in each class in over the line order. 12.3 Other prizes may be awarded at the discretion of the Race Committee. 12.4 Prizes will be awarded in the Quarterdeck area of the main clubhouse as soon as practicable after the final race of each series.

13. DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 3, Decision to Race. The Organising Authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

14. INSURANCE Each participating boat shall be insured with a valid third-party liability insurance with a minimum cover of AUD10 million per incident or the equivalent.

15. MEDIA DISCLAIMER Competitors agree to grant the Organising Authority the right in perpetuity to make use, use and show, from time to time and at their discretion, any motion pictures, still pictures and live, taped or film television and other reproductions of the athlete during the period of the competition without compensation.

1. The regatta is open to all boats of the 29er class with no restriction on gender. 2. All competitors shall be: a) Australian competitors shall be financial members of a club affiliated with Australian Sailing b) Financial members of their respective State 9er Class Association.

WA Optimist State Championships

3. All competitors shall be: a) Financial members of a club affiliated with Australian Sailing. b) Financial members of Western Australian International Optimist Dinghy Association or their respective State Optimist Class Association with the exception of sailors competing in Green Fleet. c) Aged under 16 years as at Monday 11 January 2021.

Youth Regatta

4. All competitors shall be aged under 23 years as at Thursday 14 January 2021.

1.1 Prizes will be awarded for 1st, 2nd & 3rd overall. 1.2 The WA 29er State Championship Perpetual Trophy will be awarded to the first placed WA entrant. 1.3 The Junior Perpetual Trophy will be awarded to the first placed WA skipper and crew who are both under 16 years old on the 3rd January 2021 (team can be male, female or mixed). 1.4 A prize will be awarded to the first placed all-female team.

Optimist State Championships

1.1 Prizes will be awarded for 1st, 2nd & 3rd overall in Open Fleet, Intermediate Fleet and Green Fleet. 1.2 Prizes will be awarded to 1st & 2nd overall girl in Open Fleet and Intermediate Fleet (subject to number of entries). 1.3 Prizes will be awarded to the following age divisions as at Monday 11 January 2020: a) 10 years and under b) 11 years c) 12 years
