THE MINISTER OF STATE OF THE MINISTRY OF CULTURE AND MINISTER OF STATE OF THE MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE (DR. MAHESH SHARMA): Madam, with your permission, I beg to move: “That the Bill further to amend the Ancient Monuments and Archaeological Sites and Remains Act, 1958, be taken into consideration.” Our strength has been our archaeological monuments and sites. This has been recognized worldwide that we are in this ancient monuments preservation and UNESCO World Heritage site at sixth position. For that purpose, the AMASRA Act came into statute in 1958. The concept of prohibited area, protected area and regulated area was notified on 16th June, 1992. According to which the monument area with boundary limits was taken as protected area – 100 metres from that place was taken as prohibited area and 2 Az00 metres from that place was taken as regulated area. On 29th March, 2010, this Bill was amended through an Act of Parliament. In between, from June, 1992 to 2010, a total of 171 permissions were granted by the Director General of ASI through an expert advisory committee. 14.08 hrs (Hon. Deputy-Speaker in the Chair) Now, there is a need to review this Bill. There were certain projects which came under 100 metres and because of this regulation those projects could not be completed. In the wider interest of the safety, security of the public and convenience of the public, this Act needs to be amended. The Government has come up with amendments in this Bill in 2018 where certain relaxations have been given only for the national interest projects. No private projects will be permitted. I repeat again, no private projects will be repeated except the Government projects and that too of national interest. I will just quote one or two examples like Metro at Kolkata or like a bridge at Agra, Sikandra or Kolhapur. That is why, this Bill needs to be amended. I request the hon. Members to support these amendments. HON. DEPUTY SPEAKER: Motion moved: “That the Bill further to amend the Ancient Monuments and Archaeological Sites and Remains Act, 1958, be taken into consideration.” 1/54 12/4/2018 ी मनोज ितवारी (उर पूव िदी) : उपा महोदय, ऐशएंं ट मॉुमे्स एंं ड आकयोलॉिजकल साइट्स एंं ड रमे ए जो अब 2018 के प म जाना जाएगा, आपने मुझे इस पर बोलने का मौका िदया, म आपको बत-बत धवाद करता ँ। म ाचीन इितहास का िवाथ रहा ँ और काशी िहदू िविवालय से हमारी पढ़ाई-िलखाई ई है। इस नाते मुझे बत ही अा से िदया गया, हालांिक म कम ही बोल पाता ँ। म आपको बोलने की अनुमित देने के िलए धवाद देता ँ। यह ए इसिलए भी बत महपूण है, ोिं क यह भारत के टू र से जुड़ा आ है। हम इे िडबल इंिडया के प म जब भी िकसी को आकिऐात करते ह, तो ऐशएंं ट मॉुमे्स को िकतना सजा कर तथा संवार कर रखे ए ह, यह बड़ा इटट हो जाता है। आज जब इस िवऐाय पर बात शु होगी तो म भारत सरकार को धवाद देना चाहता ँ, माननीय मंी जी को धवाद देना चाहता ँ, इोनं े एक ऐसी समा को दू र करने के िलए इस ए को लाने का काम िकया, जो भारत के िलए, खास तौर से भारत के पयटन के िलए बत जरी था। कई बार ऐसा देखा गया है िक हम लोगो ं के पास कई ऐसे मेट ो ांस ह, कई ऐसे ाईओवस ह, जो थोड़ी-थोड़ी जगह के िलए उस रेगुलेशन म क गए और वऐााौ तक लंिबत पड़े रहे। जनता को यह पता नही ं चल पाया िक यह का ो ं है। ऐसी छोटी-छोटी अड़चनो ं को दू र करने के िलए इस ए म यह सुधार देखने म छोटा लग सकता है, लेिकन म मानता ँ िक यह बत बड़ा है। इसके िलए म माननीय मंी जी को बत धवाद देना चाहता ँ। उपा महोदय, आपको यह जानकर बड़ा दुख होगा और हमारे जो साथी यहाँ बैठे ए ह, इन लोगो ं को भी जब पता चलेगा िक जब से हम लोग वऐाऩ 2014 से संसद म आए ह और संसद म आते ही जब म टंसपोट, टू र और कचरल िडंग कमेटी का मेर बना, तो सबसे पहले मेरा ान ऐशएंं ट मॉुमे्स पर गया। इस सदन को बताते ए मुझे बत आय हो रहा है िक वऐाऩ 2014 से दस-पह साल पहले तक इस देश के 24 मॉूमे्स गायब हो चुके ह, वे 24 मॉुमे्स आज की ितिथ म ही नही ं ह, जब िक कागज़ पर ह, लेिकन जमीन पर नही ं ह। इससे एक बार तो बड़ा आय होता है िक वे मॉूमे्स कहाँ गए। यह एोचमे का एक ऐसा के स है, िजस पर िनित प से हम सभी को आगे ान देना चािहए है और जो बचे ए ह, उनकी सुंरता के िलए और उनकी सुंरता को बरकरार रखते ए हमारे ऐसे ोजे जो लोगो ं के िलए सुिवधाजनक ह, वे न क , ऐसी वथा िनित प से हो, इसिलए म इस सदन से ाथना कँ गा िक इस ए को िनित प से पास िकया जाए। जैसा िक सभी को पता है। वैसे तो अपने-अपने िहसाब से सब के े म मॉुमे्स होगं े ही, लेिकन म िदी का सांसद ँ। म िदी के लगभग 18 मॉुमे्स के बारे म अपनी िडंग कमेटी म लगातार सवाल पूछ रहा ँ। लेिकन उसका जवाब हम नही ं िमल रहा है िक वे कहां गये? उपा महोदय, ये एएंं ट मॉुमट्स हम हमारी जड़ो ं की याद िदलाते ह। भारत की जड़, भारत की संृ ित की जड़, भारत की सता की जड़ बत गहरी ह और जब हम उन जड़ो ं को जानगे, तब दुिनया को बता पायगे िक हमारा देश ो ं सारे िव म सबसे इंपोटट है। कई ऐसे उदाहरण िमलते ह, जहां पर खुदाई से ा ए 2/54 12/4/2018 अवशेऐााो से पता चलता है िक हमारा भारत तब दुिनया म सबसे आगे था, जबिक दुिनया के अ देश वहां तक पंचने की सोचते भी नही ं थे। एएंं ट मॉुमट्स के आधार पर हम अपने बो ं को बता पाते ह िक हमारा देश िकतना महान् है। इन सारी वथाओ ं को सुचा प से चलाने के िलए जो िजेदारी पीछे की सरकारो ं की होनी चािहए थी, उसम पूरे देश को एक संदेह है और वह संदेह इस संसद म हमारे ऑग हाउस म भी कभी न कभी परलित हो जाता है। आज म इस अमडमट पर चचा करते ए अपने सभी सािथयो ं और उपा जी का ान िदलाना चाहता ं िक हमारा देश िवकास कर रहा है। हमारा देश िवकास के राे पर आगे चल रहा है। हालांिक कु छ लोग इस िवकास से परेशान भी ह, उस िवकास को देखना भी नही ं चाहते ह। लेिकन जब देश िवकास के राे पर चलेगा, नई-नई सुिवधाय देश को िमलगी, जैसे मेट ो है, ाई ओवस ह, इसम जहां तक मुझे जानकारी हो पाई है िक लगभग 24 ऐसे ोजे्स ह, जो थोड़े-थोड़े मॉुमट्स के टच म आने से के पड़े ह। एक ल है, ऐसा पहले से ल था िक मॉुमट्स का सौ मीटर का िहा ोिहिबटेड एरया माना जाता है, उसके बाद का जो सौ मीटर का िहा है, वह ोटेेड एरया माना जाता है और उसके बाद का जो सौ मीटर है, वह रेुलेटेड एरया माना जाता है, टोटल तीन सौ मीटर। रेुलेटेड एरया म, ोटेेड एरया म जो हमारी नई िवकास की चीज आई ह, उस पर तो कभी-कभी बनाकर सड़को ं को, ाई ओवस को या जो मेट ोज ह, उनको पास िकया जाना चािहए। इवेन हम यह बात करने के िलए अमडमट लाए ह िक अगर कभी हम सौ मीटर के अर भी ाई ओवस या मेट ो की आवकता पड़े, तो उसम थोड़ी ढील दी जाए। इस ए को पास िकया जाए। माननीय मंी जी को धवाद देते ए और एएंं ट मॉुमट्स के मह को और बनाये रखने के िलए मुझे जो बोलने का मौका िदया, उसके िलए बत-बत धवाद। मेरा पूरा िवास है िक सदन आज इस अमडमट को पास करेगा। SHRI ADHIR RANJAN CHOWDHURY (BAHARAMPUR): Sir, I rise to dwell on the issue pertaining to the Ancient Monuments and Archaeological Sites and Remains (Amendment) Bill, 2017.

Don’t get depressed, without breaking the Shiva lingham worn by the asura you can’t kíll him” you should first break the Shiva lingam into pieces, then only you can kíll Taraka Lord Vishnu also said that after breaking, the shiva lingha it will try to unite. To prevent the Linga from uniting, all the pieces should be fixed in the place where they are fallen by worshiping them and erecting temples on them. By taking the word of Lord Vishnu, Lord Kumara Swamy used his Aagneasthra (weapon of fire) to break the Shiva lingha worn by Taraka, Once the Shiva lingha broke into five pieces and was trying to unite by making Omkara nada (Chanting Om).
