GeorGE, Staten iSLANd 12 RecommENdatiONS 13 rEFErENCES 2 TOTALLY BOGUS eXECUtIVe sUMMARY New York CitY made sweepiNg ChaNges to the CitY’s free parkiNg sYstem for government workers in 2008. The number of parking permits was slashed by 46 percent, to 78,000 permits. By handing out fewer parking passes each year, the City is encouraging more civil servants to ride public transit, easing traffic congestion while freeing up parking spots for others. Despite the reduction in city-issued parking permits, the system remains broken. Each step in the process—from creation of the permits, to distribution and enforcement—is fatally flawed, creating a system wrought with abuse and lacking effective oversight. In the present study, researchers at Transportation Alternatives canvassed five New York City neighborhoods and found that a majority of permit holders—57 percent—were either agency permits used to park illegally—double-parking or ditching their cars on sidewalks and bus lanes, or totally bogus permits. The study found that 24 percent of permits on display were illicitly photocopied, fraudulent or otherwise invalid. Clearly, further reform is needed. Modernizing New York City’s two-tiered parking system can help local businesses by freeing up space for customers and deliveries.

    The New York State Education Department will Hold Borough-Wide Hearings to Receive Comment on the Draft State Every Student Succeeds Act (ESSA) Plan The New York State Education Department (NYSED) is continuing to seek stakeholder and public input as it develops the State's Plan for implementation of the Every Student Succeeds Act (ESSA). To facilitate this, 13 public hearings will be held across the state to gather feedback on the state’s draft ESSA Plan. There will be five public hearings held in New York City; one in each borough from May 15 through June 10. Hearing dates and locations can be found below. In the event that there are more speakers at a hearing than available speaking slots, persons may submit written comments. The Downtown Revitalization Initiative presents a fantastic opportunity to harness the energy of the downtown into a much more focused, comprehensive strategy for economic revitalization and equitable growth. Home to nearly 250,000 people of diverse backgrounds, the corridor houses important anchor institutions including but not limited to Hostos Community College (“Hostos”), Lincoln Hospital, several Bronx courthouses, the Office of the Bronx Borough President, the Bronx Museum of the Arts and Yankee Stadium. Bronx Civic Center is the beating heart of the Bronx, which overall saw a 37 percent increase in annual development over the previous year’s record breaking number, for a total of $3,270,984,793, in 2016.i More than a quarter of the $5.7 billion in development from 2015 - 2016 ($1,617,573,106, representing 5,572,245 square footage of growth) was in Community Boards 1 and 4.
