The number of parking permits was slashed by 46 percent, to 78,000 permits. By handing out fewer parking passes each year, the City is encouraging more civil servants to ride public transit, easing traffic congestion while freeing up parking spots for others. Despite the reduction in city-issued parking permits, the system remains broken. Each step in the process—from creation of the permits, to distribution and enforcement—is fatally flawed, creating a system wrought with abuse and lacking effective oversight. In the present study, researchers at Transportation Alternatives canvassed five New York City neighborhoods and found that a majority of permit holders—57 percent—were either agency permits used to park illegally—double-parking or ditching their cars on sidewalks and bus lanes, or totally bogus permits. The study found that 24 percent of permits on display were illicitly photocopied, fraudulent or otherwise invalid. Clearly, further reform is needed. Modernizing New York City’s two-tiered parking system can help local businesses by freeing up space for customers and deliveries.

A dozen years ago, not a solitary house was there .... Piermont, directly oppos ite, was then the sole terminus of the great New York and Erie Railway, and here seemed to be an eligible place for a village, as the Hudson River Railway was then almost completed. Mr. Dearman had one surveyed upon his lands; streets were marked out, village lots were measured and defined; sales at enormous prices, which enriched the owner, were made, and now upon that farm, in pleas­ ant cottages, surrounded by neat gard ens, several hundred inhabi­ tants are dwelling .... Morning and evening, when the trains depart for and arrive from New York, many handsome vehicles can be seen there. This all seems like the work of magic. PHOTOS: See Continuation Sheet South End Historic District Physical Description The South End Historic District is located in the Village of Tarrytown, Town of Greenburgh, Westchester County, New York. The district is located on the west side of South Broadway (US Route 9). The district is situated within the area of potential effect (APE), and ranges from approximately 3,000 feet to 1½ miles south of the Tappan Zee Bridge and the New York State Thruway (Interstate [I]-87/287). It is also situated east of the Metro-North Railroad Hudson Line right-of-way (ROW) (see Location Map). The district was originally designated a local historic district by the Village of Tarrytown Historic Architectural Review Board (HARB) in 1980, and is characterized by multiple estates, including the National Historic Landmark (NHL)/National Register-listed Lyndhurst and Sunnyside, and two additional estates known as Belvedere and Shadowbrook.

    The New York State Education Department will Hold Borough-Wide Hearings to Receive Comment on the Draft State Every Student Succeeds Act (ESSA) Plan The New York State Education Department (NYSED) is continuing to seek stakeholder and public input as it develops the State's Plan for implementation of the Every Student Succeeds Act (ESSA). To facilitate this, 13 public hearings will be held across the state to gather feedback on the state’s draft ESSA Plan. There will be five public hearings held in New York City; one in each borough from May 15 through June 10. Hearing dates and locations can be found below. In the event that there are more speakers at a hearing than available speaking slots, persons may submit written comments. The public will also be able to submit written comments on the draft State ESSA Plan during a public comment period from May 10 to June 15. NYSED will review all comments as it finalizes New York’s ESSA plan. Following the public hearings, NYSED staff will present any changes to the draft plan based on public comment to the Board of Regents. The finalized State ESSA Plan must be submitted to the U.S. Department of Education by September 18, 2017. More information about ESSA can be found here.   • Village of Sleepy Hollow Section II
    A. INTRODUCTION 1. Location The Village of Sleepy Hollow is located on the eastern shore of the Hudson River in Westchester County and has approximately 2.4 miles of waterfront on the Hudson River. Based on the 1990 U.S. Census, the Village of Sleepy Hollow has a population of 8,152. With this total, the population is broken down by race as follows: 6,634 white; 683 black; 41 Native American; 95 Asian or Pacific Islander; and 699 other race. The 1990 Census also reported 2,776 person ofHispanic origin (of any race) living in the Village. The Village is located approximately 15 miles north of New York City. While Sleepy Hollow certainly has its own local economy, the New York City metropolitan area is the major center of population, employment, and commercial activity in this region of the State. The regional setting ofthe Village is illustrated on the accompanying Map IB. The Village is within the Town ofMount Pleasant, and just north of the Village of Tarrytown and the eastern terminus of the Tappen Zee Bridge. Across the Hudson River are the Villages of South Nyack, Nyack, and North Nyack. Sleepy Hollow is situated very well with respect to major transportation routes and corridors. The New York State Thruway (Interstate 87 and 287) crosses the Hudson River just south ofthe Village of Sleepy Hollow at the Tappen Zee Bridge. The railroad is also a very prominent transportation feature of the Village I s western waterfront area. AMTRAK and Metro-North Commuter Railroad are the passenger railroad entities that provide transportation options for this region of the State.
