2021 WA State Election: A campaign like no other – sandwiched with tactics from previous elections. By Hon Eric Ripper AM 3 March 2021 Most State Governments win a second term. Their senior ministers are still mentally and physically fresh. Festering problems have been blamed on their predecessors. The upside of their agenda has been announced but any downsides, including the implementation problems, are still to emerge. Meanwhile, on the ground their enthusiastic new MPs have been building their personal votes. On the other side, many opposition politicians struggle to make the transition from government and to recover political direction, energy and aggression after their loss. Even before COVID-19, the re-election of the McGowan Government, albeit with a smaller majority, could have been expected. The pandemic has vastly enhanced the Government’s political circumstances in at least three ways. It has created an enormous opportunity to demonstrate competence and leadership and to attract public attention to the performance of the Premier – an opportunity which the Government has fully grasped. Secondly, COVID-19 has provided an alibi for broken promises and disappointed expectations. Finally, it has provided a shield against the politics of emerging issues like public sector fraud or homelessness. Despite the pandemic’s economic impact, many voters are better off than they were in 2017, when the WA economy was in recession. JobKeeper, Federal and State economic stimulus programs, rampaging iron ore prices, a rebound in house prices and the deal on WA’s share of the GST are all contributing. Party campaigns are usually made up of 33 days of policy announcements, which the party attempts to tie into a mutually reinforcing narrative. -

A police whistleblower in a corrupt political system Frank Scott Both major political parties in West Australia espouse open and accountable government when they are in opposition, however once their side of politics is able to form Government, the only thing that changes is that they move to the opposite side of the Chamber and their roles are merely reversed. The opposition loves the whistleblower while the government of the day loathes them. It was therefore refreshing to see that in 2001 when the newly appointed Attorney General in the Labor government, Mr Jim McGinty, promised that his Government would introduce whistleblower protection legislation by the end of that year. He stated that his legislation would protect those whistleblowers who suffered victimization and would offer some provisions to allow them to seek compensation. How shallow those words were; here we are some sixteen years later and yet no such legislation has been introduced. Below I have written about the effects I suffered from trying to expose corrupt senior police officers and the trauma and victimization I suffered which led to the loss of my livelihood. Whilst my efforts to expose corrupt police officers made me totally unemployable, those senior officers who were subject of my allegations were promoted and in two cases were awarded with an Australian Police Medal. HON PETER FOSS (East Metropolitan) [4.10 pm]: It is fortuitous that you read that statement and the letter from the Clerk of the House, Mr President, because I intended to commence my speech by raising an entirely different reason that the Bill requires an absolute majority - one that was not canvassed by the Standing Committee on Legislation. It is important that you are here because I believe that you have no alternative but to rule at the second reading stage. As you are aware, Mr President, two items are on the Notice Paper: the Electoral Amendment Bill 2001 and the Electoral Distribution Repeal Bill 2001. It has sometimes struck people as curious that two Bills are on the Notice Paper. We suspected that that was to circumvent the requirements of the Electoral Distribution Act. I suggest that the introduction of these two Bills has become a complete mess-up, but a stronger phrase than mess-up would be appropriate and I will explain why. They are two separate Bills. There is nothing to say that either of them will be passed into law. You must deal only with the Electoral Amendment Bill 2001, Mr President, not the Electoral Distribution Repeal Bill. The amending Bill makes no reference whatsoever to the Electoral Distribution Act. It happens to deal with exactly the same measures as the other Bill; therefore, this Bill operates one way or another to affect the Electoral Distribution Act. -

VICE CHANCELLOR'S I REPORT We are winding up what has been a very busy year for the University. Overal I, it has been a successful one. Highlights have included the opening of our Medical School in Fremantle by the Commonwealth Minister for Health, Mr Tony Abbott, and the State Minister for Health, Mr Jim McGinty. We are very proud of this Medical School and delighted at the influence it is already having within the University. We have an outstanding group of .a. Dr Peter Tannock foundation students and staff. We believe it will be a major contribution to health care in Western Australia in the future. Work has continued on the development of our Sydney Campus in Broadway. The buildings are reaching completion, and we will be enrolling our first cohort of 450 students in February 2006 in Art, Business, Education, Law, and Nursing. Medicine will open on the Darlinghurst Campus in 2008. We are delighted with both the volume and the quality of the applicants for admission to the University. THE BURKE LABOR GOVERNMENT Dr Geoffrey Gallop, Murdoch University Paper delivered at 1984 APSA Conference, 27-29 August, Melbourne University I would like to thank the many people who helped in the preparation of this paper. ·. INTRODUCTION Labor came to power in Western Australia in February 1983 on the 1 basis of 54.4 per cent of the two-party-preferred vote. This amounted toa swing of 6.5 per cent. The largest swings were recorded in the north west (10.8 per cent) and in the outer metropolitan region (7 per cent). Nine Assembly seats fell to Labor: three in the metropolitan zone, five in the agricultural, mining and pastoral zone and one in the north. The Liberals gained one seat at the expense of the National Country Party. This left Labor with a clear majority in the Legislative Assembly and only three seats with a two-party-preferred vote of below 53 per cent. The Liberal Party has four seats in such a position, including Subiaco whose member, Dr Tom Dadour, has resigned from the party and now sits as an independent. Dadour has indicated that he intends to contest the seat as an independent at the next election. The Liberal Party preserved its clear majority in the Legislative Council - and its belief in the legitimacy of the currently constituted second chamber. On the basis of 52 per cent of the two-party-preferred vote Labor won 7 out of the 17 provinces. The Liberals lost North Metropolitan to Labor but won Lower Central and Central from the National Country Party. -

COURT AC, HON. RICHARD FAIRFAX Richard was born in 1947 to Lady Rita and Sir Charles Court. He was educated at Dalkeith Primary School and Hale School and graduated with a Commerce degree from the University of Western Australia in 1968. He worked in the United States of America at the American Motors Corporation and Ford Motor Company to gain further management training. On his return to Western Australia he started a number of small businesses in fast food and boating. Richard was MLA (Liberal Party) for Nedlands WA from 1982 – 2001 and was Premier and Treasurer of Western Australia from 1993 – 2001. He retired from Parliament after 19 years as the Member for Nedlands. He was appointed Companion in the General Division of the Order of Australia in June 2003 for service to the Western Australian Parliament and to the community, particularly the indigenous community, and in the areas of child health research and cultural heritage and to economic development through negotiating major resource projects including new gas markets furthering the interests of the nation as a whole. Conclusion 247 Bibliography 251 Appendices 260 i Abstract While all houses of Australian parliaments using proportional representation use the Single Transferable Vote arrangement, district magnitudes (the numbers of members elected per division) and requirements for casting a formal vote vary considerably. Early chapters of this thesis analyse election results in search for distinct patterns of proportionality, the numbers of effective parties and partisan advantage under different conditions. This thesis argues that while district magnitude remains the decisive factor in determining proportionality (the higher the magnitude, the more proportional the system), ballot paper numbering requirements play a more important role in determining the number of (especially) parliamentary parties. The general pattern is that, somewhat paradoxically, the more freedom voters have to choose their own preference allocations, or lack of them, the smaller the number of parliamentary parties. Even numbered magnitudes in general, and six member divisions in particular, provide some advantage to the Liberal and National Parties, while the Greens are disadvantaged in five member divisions as compared to six or seven member divisions. -
