    Tuesday 13 October 2015 Regional roads risking lives RAC has today released its 12 month Risky Roads campaign scorecard, revealing that work still needs to be done on some of WA’s most dangerous regional roads. RAC General Manager Corporate Affairs, Will Golsby, said the scorecard looked at the progress made on the roads that were nominated by the community as the State’s riskiest roads 12 months ago. “We acknowledge and welcome the construction underway on some of the regional roads identified, but we’re extremely concerned that that work on the rest has not commenced,” Mr Golsby said. Last year, the WA community nominated 70 percent of the State’s riskiest roads to be in regional WA, including Bussell Highway in Capel, Toodyay Road from Red Hill to Toodyay, Great Eastern Highway from Coolgardie to Southern Cross, Great Northern Highway in Bindi-Bindi, Bruce Rock-Merredin Road in Merredin, South Western Highway in Manjimup, Indian Ocean Drive in Lancelin and Coalfields Highway in Collie. The 12 month scorecard reveals that Bussell Highway in Capel remains unchanged with poor road quality and a lack of overtaking opportunities, Bruce Rock-Merredin Road in Merredin needs improvement of its poor road quality and width, and Indian Ocean Drive in Lancelin is in desperate need of construction to improve the quality of its road and provide better overtaking opportunities. “These results highlight the need for the State Government to deliver more funding, but the current State Budget only confirms a reduction in spending. “This is on top of the huge backlog in road maintenance which was identified in 2009 by the Auditor General, and estimated to be $800 million.

    case study 21: the geographe bay region 2 Australia’s National Programme of Action for the Protection of the Marine Environment from Land-Based Activities case study 21: the geographe bay region executive summary The Geographe Bay region, like many other Western Australian coastal areas, is facing the stress of excess nutrient loading to the coastal waterways and the adjacent marine ecosystem. Also like several other regions, the symptoms of this are the highly damaging toxic algal blooms that occur frequently in the fresh and estuarine waters of the region, and the major impacts for agriculture, tourism, public health and biodiversity. These issues were first recognised in the Geographe Bay region in the 1990s, and a community-led process was initiated to develop and implement an integrated catchment management plan designed to reduce nutrient inputs and restore environmental values to their former levels. The catchment management plan is now implemented by Geographe Catchment Council (GeoCatch), a small community-based organisation established for this purpose. The catchment management plan is a voluntary instrument designed to re-orient rural and urban management practices towards more desirable objectives through education and awareness raising, through demonstrated examples of best practice, and through promotion of specific measures for adoption by local and state government agencies. A large number of important strategies have been developed and implemented, and new strategies are being developed. However, although the catchment management plan provides for monitoring and evaluation to be conducted, there appear to be very few examples that demonstrate the success of the plan in facilitating improved catchment health (such as by reducing nutrient loading to rivers or the bay).

Not only is cycling proven to reduce traffic congestion and improve air quality, it also helps to create more vibrant and welcoming communities. Cycling can facilitate new forms of industry (such as cycle-tourism) and more generally, it enables people to live happier, healthier and more active lives. Fundamentally, increasing cycling mode share is about improving quality of life – something that is critical for attracting and retaining people in regional areas.     Western Australia – Permits and permissions required to access indigenous and other lands, including national parks General: Quite a number of transit permits for aboriginal lands in WA are able to be issued by the Aboriginal Lands Trust of WA. (N.B.: The Aboriginal Lands Trust has no involvement whatever in the issuing of permits for the Canning Stock Route – for Canning information and Permits see below under the heading of Canning Stock Route). The Trust is a part of the Department of Indigenous Affairs. Applications can be made on-line at www.dia.wa.gov.au and simply follow the prompts. The web site contains a lot of excellent information including maps showing the specific areas and tracks where Permits are required and whether the Trust or a Land Council issues them. The conditions under which permits can be gained via an automated on-line process are also explained. Once you log on to the web site, click on the “Entering Aboriginal Land” button on the left side of the Home Page and read all of the information under the nominated four (4) headings BEFORE applying on-line. The maps showing the tracks and whether DIA or a Land Council, etc., issues them can be found under the “Travel Information” heading. About half way down that page is a map of WA showing the Land Council areas; simply click on the area you want to visit.
