1. The Government of received from the International Bank for Reconstruction and Development a Loan to finance Project Serving People, Improving Health and intends to use part of this Loan to pay under the contracts for reconstruction and capital repairing of the medical facilities of the primary level (5 lots).

2. Capital Construction Department of State Administration invites sealed bids from eligible bidders for the performance of works under the following contracts, which are planned to be financed with the loan funds:

Lot # 1 - NCB-W-6.1.1/1 "Reconstruction and capital repairing of the premises of primary level medical facilities of town, Volodymyr-Volynskyi town, and Volodymyr-Volynskyi rayon of Volyn oblast"

Lot # 2 - NCB-W-6.1.1/2 " Reconstruction and capital repairing of the premises of primary level medical facilities of Gorohiv, and rayons of Volyn oblast"

Lot # 3 - NCB-W-6.1.1/3 "Reconstruction and capital repairing of the premises of primary level medical facilities of Kamin-Kashyrsk, and Ratno rayons of Volyn oblast "

Lot # 4 - NCB-W-6.1.1/4 "Reconstruction and capital repairing of the premises of primary level medical facilities of , and rayons of Volyn oblast"

Lot # 5 - NCB-W-6.1.1/5 " Reconstruction and capital repairing of the premises of primary level medical facilities of town, Lutsk, and rayons of Volyn oblast "

Bidders may submit bids for one or more lots, as specified in the Bidding documents.

3. Bidding will be conducted through the National Competitive Bidding procedures (NCB), as specified in the World Bank's Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD Loans and IDA Credits & Grants dated January 2011 (revised in July 2014) ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

4. Interested eligible Bidders may obtain further information and inspect the Bidding documents at the address specified in paragraph 8:

A complete set of Bidding documents in Ukrainian may be purchased by interested eligible bidders upon the submission of a written application to address specified in paragraph 8 of this invitation upon payment of a non-refundable fee of 5.1. 1200,00 UAH (one thousand two hundred hryvnias 00 kop.) in case of obtaining Bidding documents directly from the Customer or by sending around the territory of Ukraine. 5.2. 4800,00 UAH (four thousand eight hundred hryvnias 00 kop.) in case of sending Bidding documents outside Ukraine.

Payment method should be done by transfer of funds to the specified bank account: BENEFICIARY: Capital Construction Department of Volyn Oblast State Administration account 35223235090325, State Treasury Service of Ukraine in , bank code 820172, enterprise code 39789010. All banking charges and fees related to the bank transfer shall be for Bidder's account. The document will be mailed to the specified address or handed over to the authorized representative of the Bidder in hand.

6. Bids must be delivered to the specified address (mentioned in paragraph 8 of this invitation) before 10.00 a.m. on January 17, 2017. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders' appointed representatives and anyone who choose to attend at the address below.

7. All bids must be accompanied by a Bid Security

Lot # 1 - 90 000,00 UAH (ninety thousand hryvnias 00 kop.) Lot # 2 - 100 000,00 UAH (one hundred thousand hryvnias 00 kop.) Lot # 3 - 70 000,00 UAH (seventy thousand hryvnias 00 kop.) Lot # 4 - 90 000,00 UAH (ninety thousand hryvnias 00 kop.) Lot # 5 - 100 000,00 UAH (one hundred thousand hryvnias 00 kop.) Bidder may offer the Bid Security of equivalent amount in the currency of a participant's country at the exchange rate of the National bank of Ukraine (www.bank.gov.ua) 14 (fourteen) days prior to the date of bids opening mentioned in ITB 25.1.
