Priorities 2009/10; successes; and improvements for the future.

v Improve the quality of life for older people – the actions have been achieved and/or progressed by Council services and partners, members are confident that this work will continue and therefore agreed this no longer needed to be on the priority list for 2010/11.

v Create local jobs by supporting tourism – progress has been made on a number of actions including production and circulation of the Littleborough and Pennine Edge leaflet. Supporting tourism is a major priority for Pennines Township. Members and officers identified a need to provide a strategic framework for tourism.

v Address youth nuisance by improving youth provision – the detached youth work initiative which had been funded from Township Funds for the past two years continues to have many benefits. This includes successful diversionary activities with a lot of detached work and increased provision particularly on Friday evenings. Friday sessions at the Soccer Village have been successful. The centre should be opening back up in June and the mobile facility is still being used. A climbing wall had been installed in the Littleborough complex for which staff are currently being trained, the SHOK gym is well used and a proposed kick pitch has received positive feedback and will be subject to a feasibility study.

v Improve the quality of life for local people by supporting environmental improvements. A large proportion of the actions are focussed on Hollingworth Lake, there is a lot of ongoing work but funding has yet to be identified for a number of schemes. There is a need to identify realistic and achievable schemes for 2010/11 and over the next 3 years

APPENDIX THREE

PENNINES TOWNSHIP PLAN – DEVOLVED AND INFLUENCED SERVICES

Progress to date with Township targets

Highways & Engineering

Progress to date Pennines members will continue to work with the Impact Partnership to make improvements to local roads, reduce congestion and increase road safety through the direct management of the budget and through commissioning works.

Suggested future action Investigations continue to decide a means of improving traffic flow on Bridge Street / Kiln Lane in Milnrow. Future improvements are yet to be costed and the necessary finance will need to be found.

Libraries

Members are keen to preserve and improve existing Library services by creating attractive, welcoming library buildings and by working in partnership with local community groups and appropriate agencies. Pennines members will work with the Principal Librarian to devise plans for up- grading and service development, subject to budget constraints. Member support may be instrumental in forming and supporting Friends groups.

Milnrow and Littleborough Libraries have been extensively refurbished in recent years – Milnrow Library during 2000 to 2003 and Littleborough Library in 2006. Smallbridge Library underwent a major refit, reopening in late Spring 2008. Access improvements to Wardle Library were completed in Spring 2008.

Suggested future action

Milnrow Library has a large, unused upper room. Providing disabled access and facilities would bring the space into use. Further efforts will be made to secure necessary funding. Smithy Bridge Library would benefit from new shelving and an extension to accommodate promotional and learning activities. Further upgrading of Wardle Library in terms of replacing floor covering as well as redecoration is required. Photocopying and fax facilities are to be provided /upgraded in all Pennine Libraries in response to requests at Ward Forum meetings. Members of the public also requested notice boards be provided. Since they exist already, Library staff have made efforts to make them more appealing and readable. Additionally, the members would like to ensure that Library opening hours reflect the needs of local people – not just existing users but those who would like to use their library but might in some way be prevented from doing so. Link4Life

1. The new SHOKK gym for younger people located at the Littleborough Sports Centre opened in the Autumn of 2007.

2. State of the art equipment has been installed in upgraded facilities in Littleborough Sports Centre.

3. Work to improve the Water Activity Centre including dry training facilities is ongoing and has been financially supported by £20k of Pennines Township Strategic funds as well as £250,000 from the Council’s Capital Programme.

4. Marketing effort has been increased.

5. The Link4Life Arts & Heritage Service will work in partnership with MoorEnd Development Trust who are developing the Tim Bobbin Festival and also will the Libraries Service to mark Milnrow Library’s Centenary celebrations.

Suggested future action

1. The production of a Local Development Plan aligned to the shared priorities of a range of partner organisations including Pennines Township, Link4Life and the Local Strategic Partnership amongst others; 2. Feasibility study being undertaken with Wardle High School to transfer the operation of the pool to Link4Life outside of the school PFI; 3. Major refurbishment of Littleborough Sports Centre facilities funded by £600,000 allocation from the Council’s Capital Programme comprising the modification/conversion of Sports Centre and remodelling of Playing Fields at Littleborough Community Campus; 4. Arts & Heritage Visitor and Local Studies Service to liaise with Pennines Township and Environmental Management Services on the production of information leaflets to promote the Pennines thereby improving the Tourism infrastructure/offer.

Environmental Management: Refuse Collection & Recycling

Planning & Regulation The service is currently working on the Local Development Plan which has already been the subject of public consultation. The LDF will reflect the aspirations of Pennines for growth, housing, employment, open spaces etc. The timescale of the LDF is longer than that covered by the Plan, however, and further work needs to be done to include the members’ longer term views.

Strategic Housing

§ Following consultations with PT committee, 18 bungalows for rent are planned to be built on the Croft Street site.

§ SHS is seeking to secure 10k from the PT to fund additional work to approx. 50 households within Pennines Township through the Handyperson Scheme ( The Handyperson Scheme can offer help to carry out a wide range of minor household repairs including crime prevention, accident prevention and energy efficiency work). This proposal was discussed at the November “Delegated Sub” and members considered our request and accepted it as a priority.
