VERBAL UPDATES 6.1 REPORT OF THE CHAIR This is a standing item on the agenda to provide an opportunity for the Chair to provide a verbal update on his/her activities since the last meeting. 6.2 COMMITTEE OR RESOURCE MEMBER UPDATE 6.2.1 2019 Placemaker Public Art Program 7. ADMINISTRATIVE REPORTS 7.1 Offer to Commission and Donate Artwork – Homing (File No. CK. 4040- 4 - 8 1) A report of the Administration is attached. A representative of Dream Developments will be in attendance. Recommendation That the Public Art Advisory Committee provide advice with respect to an offer from Dream Development to commission and donate a sculpture entitled “Homing” to the City of Saskatoon. 7.2 Exhibition of Remai Modern Sculptures in Hyde Park (File No. CK. 4040- 9 - 18 1 x 175-27) A report of the Administration is attached. Parks Division staff will be in attendance. Recommendation That the Public Art Advisory Committee provide advice with respect to the proposal to install and exhibit up to five Remai Modern sculptures in Hyde Park. 8. REFERRALS FROM COUNCIL OR COMMITTEE 9. WORK PLAN CONSIDERATION In accordance with the Committee's Terms of Reference, it shall submit an annual report outlining the previous year’s accomplishments and a work plan for the upcoming year. 9.1 2017/2018 ANNUAL REPORT AND 2019 WORK PLAN (File No. CK. 19 - 33 2 175-58) The attached 2017/2018 Annual Report and 2019 Work Plan has been submitted to the Standing Policy Committee on Planning, Development and Community Services for its meeting to be held on April 8, 2019. This matter is on the agenda for follow-up discussion related to the work plan. 9.2 WORK PLAN - UPDATES AND REFERRALS TO STANDING POLICY COMMITTEE This is a standing item on the agenda for the Committee, and/or any subcommittees, to provide updates regarding items on its work plan and any matters being referred to the Standing Policy Committee for consideration. 10. BUDGET 34 - 34 PAAC's current statement of expenditures is attached. Recommendation That the information be received. 11. ADJOURNMENT 3 Offer to Commission and Donate Artwork – Homing Recommendation That the Public Art Advisory Committee provide advice with respect to an offer from Dream Development to commission and donate a sculpture entitled “Homing” to the City of Saskatoon. Topic and Purpose Dream Unlimited Corporation is working with Heavy Industries, Fort Architecture and designer Landon Anholt to fabricate and donate a sculpture, entitled “Homing” to the City of Saskatoon for placement on a roundabout in the Brighton neighbourhood. The Administration is seeking input and advice the regarding this offer. Report Highlights 1. Dream Development has offered to fabricate and donate a sculpture entitled “Homing” to the City of Saskatoon. 2. The proposed sculpture is of unique design and conceptually intended to link the built and natural environment. Strategic Goal This report supports the Strategic Goal of Quality of Life and the long-term strategy of implementing the Municipal Culture Plan. Report Donation of Sculpture Private developer public art and donations of public art are encouraged in the Public Art Policy No. C10-025. The commission and donation of the sculpture “Homing” represents the largest investment in public art by a private developer in Saskatoon. The project is part of Dream Development’s Brighton Neighbourhood development. If approved, the sculpture will be placed on the gateway to the neighbourhood on the roundabout at the intersection of Brighton Boulevard and Brighton Common. Design and Concept For the Public Art Advisory Committees’ consideration, the Administration notes the following regarding the project’s design and concept (see Attachment 1): 1. Dream Development is partnering with Heavy Industries, Fort Architecture and Saskatoon born designer Landon Anholt to create this sculpture. 2. The artwork will be roughly 9.9 metres tall, 9.6 metres wide, and 14.7 metres deep. The lowest point of the piece will be approximately 2.7 metres above ground or just out of reach of an average adult with arms raised above their head. The most unique feature of the sculpture is perspective. From most vantage points, the piece will look like a cluster of homes or bird houses suspended in the air or a neighborhood in the sky. From the vantage point along the central axis of Brighton Common, the individual elements will come together to form the shape of a large bird flying in the sky with outstretched wings. 4. Conceptually, this piece is meant to be built to depict its natural environments while the story of the birdhouses is meant to specifically connect the neighbourhood to the nearby wetlands. The overall composition has a direct reference to the iconic Canadian architecture of Habitat 67 in Montreal, Quebec. The geometric arrangement of the birdhouses is derived from a similar concept of density and provides an inherent reference to the Habitat building. Options to the Recommendation Noted below are three options: 1) accept the donation based on the concept as presented; 2) accept the donation with suggested or recommended changes; or 3) not accept the donation. Public and/or Stakeholder Involvement Dream hosted an information session at the Brighton Information Centre on February 26, 2019 to promote the concept of a large scale piece of artwork as a signature gateway to the Brighton neighbourhood. Communication Plan Should the donation be accepted by both the Public Art Advisory Committee and City Council, the City of Saskatoon will issue a Public Service Announcement. Policy Implications The advice of the Public Art Advisory Committee is in compliance with Public Art Policy No. C10-025. Should the donation be accepted, a report will be prepared for the Standing Policy Committee on Planning, Development and Community Services recommending that they further recommend to City Council approval to accept the donation. Financial Implications The approximate cost of this project is $750,000. Dream Development will fully fund the fabrication and installation of the artwork. Dream has offered to maintain the sculpture under warranty for five years. After five years, the ongoing operating impact to the City is estimated at $1,500 per year. Environmental Implications The design of the sculpture was submitted to the Transportation and Utilities Department in December of 2018 to ensure sight distance compliance with roundabout guidelines. The proposed footprint was deemed acceptable with the only condition being that shrubs be limited to the high landscaping zone in the centre of the island. Page 2 of 3 5 Offer to Commission and Donate Artwork – Homing Safety/Crime Prevention Through Environmental Design (CPTED) If the donation of “Homing” is accepted, it will be presented at an upcoming CPTED meeting for review. Other Considerations/Implications There are no privacy considerations at this time. Due Date for Follow-up and/or Project Completion Should the Public Art Advisory Committee accept the donation, the Administration will prepare a report for the May 13, 2019 meeting of the Standing Policy Committee on Planning, Development and Community Services. Public Notice Public Notice pursuant to Section 3 of Policy No. C01-021, Public Notice Policy, is not required. Attachment 1. Topic and Purpose The Community Services Department and the Remai Modern are proposing the temporary exhibition of up to five sculptures in Hyde Park. The Recreation and Community Development Division is seeking the input and advice of the Public Art Advisory Committee concerning this proposal. Report Highlights 1. The City of Saskatoon Park’s Division is implementing Phase Two of the Hyde Park Development. 2. The Remai Modern has a selection of outdoor sculptures that are currently, or were previously on display, outdoors around the Mendel building. 3. Exhibiting the Remai Modern sculptures in Hyde Park is in keeping with the strategy of the Saskatoon Municipal Culture Plan to enhance creative placemaking in Saskatoon neighbourhoods. Strategic Goal This Report supports the Strategic Goal of Quality of Life and the long-term strategy of implementing the Municipal Culture Plan. Report Hyde Park Phase Two Development Hyde Park, located in the Lakewood Suburban Centre, was designed and developed as the result of extensive collaboration between the City of Saskatoon (City), Ducks Unlimited, and area residents.
