This paper provides an outline of SkyCity development at the Hong Kong International Airport (HKIA), including the new passenger terminal, for the Panel’s information. A presentation will be given at the Panel meeting. REPORT Airport city becoming a global trend 2. The development of ‘airport cities’ and ‘aerotropolis’ (i.e. mega airport city, if reaching certain size) has emerged as a global trend. An airport with its built-in infrastructural connectivity can more readily draw a critical mass. This naturally provides a demand base for commercial development within and beyond the airport boundaries, and thus generates economic spin-off for the interests of the community. 3. Business activities commonly found in airport cities are retail, catering and entertainment facilities at the passenger terminals; logistics and air cargo operations; hotels, offices and convention and exhibition centres; free trade zones and time-sensitive goods processing operations. For places where spines and clusters of airport-linked businesses are set up along the major roads up to 25 kilometres away from the airport, they can be referred to as aerotropolis. Examples of such airport-linked businesses include business parks, industrial estates, wholesale merchandise marts, tourism and entertainment centres and large mixed- use residential developments. The HKIA SkyCity development plan is in line with the airport city concept; Tung Chung and other parts of Lantau seem to have some features of an aerotropolis; and the Pearl River Delta can become a most desirable, greater aerotropolis.

(NYSE: MAR), Nickelodeon, a unit of Viacom International, Inc.'s (NYSE: VIA B), MTV Networks, and Miller Global Properties, LLC, an international real estate investment and development company, today announced an agreement to co-develop a breakthrough new lodging resort brand and concept for travelers seeking fun and adventure, "Nickelodeon Resorts by Marriott," with 20 potential hotels expected to be under construction by 2020. The new upscale, self-contained destination resorts will be developed through a collaboration among Nickelodeon, the world's number-one entertainment brand for kids, with 35 channels reaching approximately more than 200 million households in 135 countries; Marriott International, which has nearly 2,900 hotels in 68 countries; and Miller Global Properties. Miller Global will have certain exclusive rights to develop and own the resorts in specified geographic areas, and plans to seed an investment fund that is expected to initially provide $300 million of dedicated development equity capital. All "Nickelodeon Resorts by Marriott" properties will be managed by Marriott. The first "Nickelodeon Resorts by Marriott" property is expected to be a 650-room resort at Liberty Station in San Diego, which will incorporate a 100,000 square-foot water park and activity deck complex featuring a variety of pools and interactive attractions.

The demand still far exceeds supply especially for 5 star brands. Early in the hotel recovery in 2011, three star brands grew in number of rooms and ADR initially. As the recovery went into full swing by late 2013, four and five star hotel development continued to outpace three star hotel growth. Global investors are seeking five star hotel product in Manhattan and at $1.0 million up to $2.0 million per key. For instance, Chinese investors bought the Waldorf Astoria and the Baccarat Hotels both at substantially above $1.0 million per key. Manhattan is one of the best hotel markets in the world between growing tourism and inexpensive accommodations compared to other global gateway cities like London, Paris, Moscow, Hong Kong, etc. Any established global hotel brand also requires a presence in Manhattan. In 2014 alone, 4,348 keys were added to Manhattan’s existing 108,592 rooms. Currently, another 14,272 rooms are under construction in the city and about 4000 keys (1/3) are for boutique hotels. As of July 2015, the Manhattan market has approximately 118,000 keys. They are segmented as follows: Currently, there is a 4.0% annual compounded growth rate. Despite this growth, demand for hotel rooms from tourism, conventions, cultural events, and corporate use continues to grow as Manhattan is one of the most desirable locations for all of the above uses especially tourism from Asia and Europe.
