PRE-QUALIFICATION REQUIREMENTS

1.0 PRE QUALIFICATION REQUIREMENT: 1.1 The bidder should have carried out work of leasing of locomotive in any Government/Quasi Government or its undertaking/PSUs/State Government/Public Limited Company only in past Seven (07) years reckoned with the scheduled date of tender opening, for a value of not less than

Rs.1290.24 Lakhs in one single contract/Work order / LOA/Agreement.

OR Rs.806.40 Lakhs each in two contract/Work order / LOA/Agreement.

OR Rs.645.12 Lakhs each in three contract/Work order/ LOA/Agreement.

1.2 Bidder must have supplied at least 10 Nos WDS6 of locomotive directly under its ownership to at least five clients: 1.2.1 At least 4 of these locomotives shall be at client site working for last five years from the date of issue of tender. 1.2.2 At least 5 of these locomotives shall be less than 5-year-old.

The Work Order/Agreement copies/Documentary evidence and Work Completion certificate issued by Competent Authority for having completed the above works shall be furnished along with the tender document.

1.3 Documentary Evidence in support of the above in the form of Agreement/Work Order AND Copy of the Work completion or finalization order with the value of work done should be furnished which should be in the name of the bidder /partner in case of Partnership Firm, along with the following documents: 1.3.1 Partnership deed and firm registration: If the tenderer is a partnership firm, documentary evidence like partnership deed and firm registration should be enclosed along with tender document. 1.3.2 Proprietorship firm: Self-declaration by the bidder in that respect along with firm registration document. A self declaration to this effect must be submitted by bidder on his letterhead with specimen signature as per Annexure-IV.

1.3.3 Company/Firm Registration: If the tenderer is a Public/ Private Limited Company, documentary evidence like company/firm registration, Memorandum of Association & Articles and association of the Company should be enclosed along with the tender document. 1.3.4 In case of the authorized representative signs the tender document, the Bidder must submit the “Power of Attorney/Authorization letter” in original along with tender document. Note: Bids submitted without proper documentary evidence to establish the PQR mentioned in Para 1.0 will be liable for rejection.

2.0 OTHER QUALIFICATION REQUIREMENTS: 2.1 The bidder should have independent Provident Fund code number allotted in favour of his establishment under EPF & Misc. Provisions Act 1952. The PF code Number so allotted shall be furnished with documentary proof along with tender documents. 2.2 The bidder should have registered (its establishment) under ESI Act 1948 and have Employer’s code allotted in favour of his establishment. The proof of ESI code number so allotted shall be furnished along with the tender documents. 2.3 The personnel/workmen engaged by the bidder for execution of works in NUPPL shall be in the rolls of the bidder agency and shall have to be given appointment letter/Employment card under CL (R&A) Act 1970 issued by the bidder to that effect. The bidder has to furnish a certificate of undertaking to that effect, along with the tender documents, along with the tender documents as per Annexure-XII. 2.4 The bidder shall have possess a valid certificate of registration under GST Act/Rules and documentary proof to be submitted. He should have discharged his liability, under the service to the effect of which a certificate of undertaking is to be furnished along with the tender documents as per Annexure-XIII. 2.5 The bidder should have (obtained the / holder of) the Permanent Account Number (PAN) under Income Tax Act and production of documents relating to same are mandatory. To ensure that the bidder is not a defaulter in payment of Income Tax as evidenced by Income Tax Assessment Records for four consecutive years prior to bidding, it is mandatory for the bidder to provide the Self Attested Printout of the Online IT Statement indicating his Zero Tax Liabilities for Four consecutive years prior to bidding along with

the Tender Documents. NUPPL reserve the right to send the same to the Income Tax Department for Verification. To ensure the above, the bidders can seek the help of Auditors in case of any doubt or otherwise.

3.7 Issuance of Tender Documents does not mean that the offer of such bidders would be automatically considered. 3.8 Bid submitted by telefax, E-mail and bid received after the expiry of the time specified for receiving the bid shall be rejected. 3.9 Any firm which is placed under Suspension/ Banning by NLCIL/NUPPL will not be allowed to participate in any tender issued on or after the date of suspension/banning order and also if that firm has already participated in any tender, which is under process their bid will not be considered for further processing.
