RM No.: 2170635 Executive Summary Under a review of the Reserve Management Plan Council requested an investigation in to two Item 7.1 sections of land adjacent to the Waharoa Aerodrome to confirm their history. The purpose for the investigation was to assist staff in confirming the extent of the land which should be encompassed in the aerodrome activities and RMP. Recommendation That: 1. The information be received. Issues/Discussion The review identified that there are some pieces of land that look as though they were intended to be vested in iwi however, this never eventuated and the land has remained Crown land. This report aims to identify the issue to the Committee, Council and Iwi will be advised of the findings of this report as well. Ngati Haua may wish to investigate this matter further with LINZ who are the agents for the Crown in its land dealings. Attachments A⇩ . Page 27 Waharoa (Matamata) Aerodrome Committee 25 July 2019 Waharoa (Matamata) Aerodrome Reserve Management Plan RM No.: 2178900 Executive Summary Item 7.2 In 2018 Council resolved to review the reserve management plan for the Waharoa (Matamata) Aerodrome. Staff in attendance to provide an update on the process. Recommendation That: 1. The Report be received. Background On 11 April 2018 Council resolved to initiate the formal review of the reserve management plan for the Waharoa (Matamata) Aerodrome. The report provides an update on the process. Issues/Discussion Issues Community interest Following the drop in information session, a community-initiated meeting was held at Walton Hall at which residents expressed concerns about the frequency of aircraft movements and noise effects associated with aircraft. Council staff are monitoring the situation and investigating ways to address these issues in the short-term (outside of the management plan process). Aerodrome users have also been involved in the process. In the longer term, matters such as limitations on aircraft movements may best be addressed by Council developing a bylaw under the Airports Authorities Act 1966 as this is likely to be a more appropriate enforcement mechanism than the reserve management plan. As far as the management plan is concerned it is recommended that the management plan signals that Council may develop bylaws under the Airport Authorities Act. Land investigations An investigation into the history and legal status of land parcels in the vicinity of the aerodrome was completed. This is discussed in more detail in a separate report. Next steps Drafting of the plan will continue. Further workshop discussions are likely to occur before the draft document is brought back to the committee and Council to approve for formal consultation. Once the draft has been approved for consultation there will be a two month period during which written submissions may be received followed by a hearing. The PGF aims to lift productivity in the provinces. Its priorities are to enhance economic development opportunities, create sustainable jobs, enable Māori to reach full potential, boost social inclusion and participation, build resilient communities, and help meet New Zealand’s climate change targets. This report provides an update to the Committee on two applications, which have received PGF funding. One application was submitted for the preparation of a Feasibility study, Business Case and Investment Case to “move the concept of a Waharoa industrial hub to the investment ready stage as a transformational sub-regional economic development initiative”. $800,000 was applied for with four major businesses also contributing $25,000 each, in principle. A separate application was submitted for the preparation of a Feasibility study, Business Case and Investment Case to “Explore the development of the “Te Aroha Tourism Precinct” as the boutique Health and Wellbeing destination for the Auckland and Waikato regions”. $900,000 was applied for. The applications were submitted with the Ministry of Business, Innovation and Employment (MBIE) in late August 2018.
