Old Luce Community Fund Annual Report 1st October 2017- 30th September 2018

1 About the Community Fund and Panel Old Luce Community Council established Old Luce Community Fund with Foundation in 2014, in order to create a single application and award structure for local groups in , and ; and a single point of governance, administration and reporting for the Community Council and fund donors. Funding streams from seven wind farms currently contribute to the Old Luce Community Fund. The Foundation receives and processes applications, supports a local decision- making body, the Fund Advisory Panel, and provides governance and administration of funds held on behalf of the community. The Old Luce Community Fund Advisory Panel is made up of two Old Luce Community Councillors and seven other volunteers with local knowledge and an interest in supporting the community. The current Panel members are Lesley Goodchild (Chair), Boyd McIntosh, David Ferguson, Fred Murray (Old Luce Community Council), Ian Paterson (Old Luce Community Council), Marion Muir, Claire Hunter, Allan Ross and Nigel Miscampbell. The Panel meets approximately four times per year to make decisions on applications and other matters relating to fund governance. 2 Income and expenditure report: 1st October 2017 to 30th September 2018 During the reporting period annual community benefit payments from the following wind farms contributed into the Old Luce Community Fund: Barlockhart Moor Wind Farm, operated by ENGIE, contributed £26,271;

Carscreugh Renewable Energy Park Ltd. (CREPL) Community Fund contributed £28,303 in this period through the Old Luce Community Fund; Glenchamber Wind Energy Ltd contributed £18,860 and an additional sum of £10,506 derived from unclaimed payments from its Local Energy Discount Scheme;

Greencoat North Rhins Community Fund splits its fund between established Community Councils areas. In this period £3,431 was paid to Old Luce Community Fund; ScottishPower Renewables Kilgallioch Operational Local Fund made a contribution of £71,250 to the Old Luce Community Fund; SSE’s Artfield Fell payment was received late but was due in this reporting period, so has been included here - making a contribution of £13,226 to the Old Luce Community Fund; SSE’s Balmurrie Fell payment was received late but was due in this reporting period, so has been included here - making a contribution of £9,341 to the Old Luce Community Fund.; The first 2020 Renewables Airies payment anticipated in this period was delayed, taking it into the next reporting period. Table 1 below presents a summary of the overall positon of each constituent fund. The deficit figures reflect the practice of allocating the full amount of any award at the point of grant acceptance following the Panel decision. This includes multi-year awards since the full amount is considered to be allocated at the point of award and not available for other activity. Appendix 1 includes a full list of all awards made in the previous reporting year to illustrate the scale and range of projects these committed funds are supporting.

Income projections for the coming year (1 October 2018 – 30 Sept 2019) anticipate an overall income of circa £312,401 which will clear the overspend presented above.

3 About the Old Luce Community Endowment An endowment is a sum of money (capital) that is retained for long-term investment. The Old Luce Community Fund Panel, in consultation with Old Luce Community Council, established an endowment with Foundation Scotland for Old Luce in October 2016, with an initial investment of £25,000. The financial return from this is reinvested for capital growth, with the intention that it will provide an income to the Old Luce Community Fund after the lifetime of the wind farm community benefit funds, which is expected to be around 25 years. The endowment value at 30 September 2018 was £30,147.48 (£27,200.19 at 30 September 2017).

Due to current demand on the grant-making fund, no further donations were made into the endowment fund in the reporting period. However the Kilgallioch (Old Luce) Fund does make specific provision for up to 2.5% of that annual contribution to be invested in an endowment and, in due course, the Panel and Old Luce Community Council may wish to utilise this facility.

4 Awards from Old Luce Community Fund Between 1 October 2017 and 30 September 2018, five awards totalling £134,276 were made to projects for the benefit of residents in the Old Luce area. These are listed below in Table 2.
