We are very excited about the lineup and partnerships coming together for Jubilee 2016. Thousands of Scouts and their families will come together at Mahoney State Park in Ashland, Nebraska, October 14-16, 2016. This is a celebration you don’t want to miss. Your Scouts will see that they are part of a larger family as we celebrate with all three of our councils, and other Scouts from around the Midwest.

Inside this leader guide you will find the information you need to plan for your Jubilee experience. Program updates will become more frequent as Jubilee approaches.

This year’s Jubilee is S.T.E.M. based – Science Technology Engineering Math. There are non-stop activities throughout the entire weekend appropriate, for all ages following this theme. Be a part of breaking a ©Guinness World Record with the longest track ever, spin in a gyroscope, or try out the Kiewit skyscraper building simulator. We will even be communicating with the International Space Station!

We are putting together a fantastic concert lineup on the big stage for both Friday and Saturday night. Due to popular demand, Hairball is returning as our Saturday night headliner. This show will impress you with nonstop act changes and their amazing ability to become the bands we all remember from the 80s and 90s. We also have the Timberworks Lumberjacks Show coming to impress you with their skills mixed with a whole lot of humor. And remember to stay put after the concert Saturday night for one of the most outstanding fireworks displays in the region – just for us.

If you have already registered for Jubilee, by September 30th, the registration staff will be putting a packet together for you that will be mailed to the primary registrant. In the packet, you will find your wristbands, patches and any vehicle park permits you’ve requested. There will also be a map of the park, and general event and check-in information. Register early to ensure that you receive the most up-to- date program announcements.

The 2016 Jubilee will be held October 14-16th at Mahoney State Park in Ashland, Nebraska (I- 80, Exit 426). Registration is open to all Scouts, Scouters, Explorers, Venture Crews, Webelos, Cub Scouts, Tiger Cubs, leaders, and their families. All units and families should register online at www. mac-bsa.org/ MACJubilee. Noon - 10:00 PM Camping registration and camp set-up •Campground 3:00 PM – 6:00 PM Gottschalk Scout Shop Trading Post Open •Mahoney Activity Center All participants must register, including parents, family members, and leaders. The registration fee 6:00 PM – 10:30 PM Gottschalk Scout Shop Trading Post Open •By Main Stage provides participants with access to Friday night entertainment, event areas on Saturday, Saturday Midnight Taps night entertainment, and the fireworks show. Midnight – 8:00 AM All Quiet Registrations received by September 30th, will receive a commemorative collector’s patch. After September 30th, the patch will be provided while quantities last. All units are asked to carefully consider their transportation arrangements to and from the Jubilee. Carpooling is highly recommended, especially between dens and Troops. Fewer vehicles results in less traffic, Scout safety, and less impact on the property. Check in Procedures - Thursday Units cannot arrive before 3:00 p.m. on Thursday, October 13th, for Jubilee Hill.

Check in Procedures - Friday Upon arriving at Mahoney State Park you will enter the main gate and proceed through the park with the flow of traffic. There will be signage and military personnel directing traffic. ALL VEHICLES MUST have a current Nebraska State Park sticker to enter the park. These will come in your packet when you register by September 30th. They will also be available in Scouter Services at the Durham Scout Center October 13th. Please purchase them prior to entering the park to make entrance go faster and more smoothly.

Some guidelines to consider: • Upon arriving at the camp, all units will be immediately directed to their camping area. • District or area campmasters will be responsible for organizing their camping area. • We will allow one unit trailer & vehicle to enter Jubilee Hill and to be left at individual campsites if there is no rain. If it rains there will be a plan B. All other vehicles will be directed to a special parking area near-by. NO EXCEPTIONS. • Military members and staff will be available to assist in directing all vehicles to the parking areas. • Full cooperation from each unit will assist in maintaining the camp at the high standards to which we’re all accustomed. Page 7 Registration Information

Troops must check in with the campmaster and turn in an updated roster before setting up camp. Please check with your campmaster to see if they have any specific instructions for you or to report any special needs your unit may have.

Cub Packs may camp overnight on Jubilee Hill. Packs will be allowed to camp out both nights. The BSA guideline of youth/adult ratio of 1:1 will apply. There will be Nebraska National Guard located throughout the park for your security and assistance.

Family camping is located at Little Creek Campground and Lakeside Campground. Register early - a limited number of campsites are available. Tent camping is recommended. Only four vehicles per campsite are allowed. Cars at campsites are to maintain a minimum of two tires on the pavement. Carpooling is highly recommended. All other vehicles parking will be diverted to an additional parking lot near Jubilee Hill. Overnight accommodations are also available at Strategic Air Command & Aerospace Museum on Saturday night.

Check in Procedures - Saturday

Upon arrival, all vehicles will be greeted inside the park (remember, you will need a current Nebraska State Park Permit for your vehicle – available by doing pre-registration until September 30th and at Scouter Services until October 13th.) You will then be directed to the parking area to unload. NO vehicles will be permitted to enter Jubilee Hill campground besides the one designated unit vehicle.

Identification At all times, each attendee MUST wear the wristband event ID that will be provided with registration. These bands will help identify participants in case of an emergency and allow access to the events. Replacement bands will be subject to verification and paying the fee again. Participants cannot participate in any of the events or shows without this wristband.

Rules The Scout Oath, , the Law of the Pack and the Outdoor Code serve as the rule book for all Scouting events. In addition, the following rules must be observed:

No sheath knives, personal firearms or fireworks of any kind will be allowed in the camp (in the possession of youth or adult). Any of the above items discovered by camp staff will be confiscated until the unit checks out with their campmaster Sunday morning.

No alcoholic beverages, illegal or illicit drugs will be tolerated. Anyone, youth or adult, found to be in possession of these items will be turned over to law enforcement.

Drivers and passengers must wear seat belts at all times while riding in a vehicle. No persons in cargo beds or sitting loose in vans. Page 8 How to Register for Jubilee Online

Leader Conduct

We ask that all leaders assist us in enforcing these policies.

We encourage leaders to take one additional step toward setting a good example for the youth of our council. Please give serious consideration on taking a weekend break from use of all tobacco products. Young minds are impressionable and Scouting youth frequently look to their leaders as role models.

Units are expected to follow the “Pack it in - Pack it out” method of dealing with trash.

What to bring

Troops and Packs will be responsible for their own meals during this event and should plan accordingly. The Scouts normally do not want to leave the fun-filled event area and go back to the campsite to prepare meals, so we suggest using the concession area. We have made the food prices affordable to help keep costs as low as possible for our families. We have moved the concession area closer to the action so that everyone can participate in more program fun and enjoy delicious food. Please see page 20 for more information. Unfortunately, no ground fires are permitted.

In addition to Troop equipment, the following list is provided to assist campers in the selection of their personal gear. Refer to your for additional assistance.

• Completed Annual Health & Medical Record Form (see page 30-32) • Uniform – Can wear Scout t-shirt during the day. Please wear field (Class A) uniforms to the stage show. • Sleeping Bag (if camping) • Appropriate clothing (it can get cold in October at night) • Rain gear • Toiletries (if camping) • Personal first aid kit • Small flashlight • Camera • Money (trading post and concessions will be available)

Latrines and Showers

We are providing portable latrines to supplement the permanent toilet facilities at Mahoney State Park. All Jubilee participants are urged to keep the latrine facilities as clean as possible. All latrines will receive regular servicing during the weekend. No shower facilities will be available while camping on Jubilee Hill. Showers are available for those camping in the family camping areas at Little Creek Campground and Lakeside Campground.

Fresh Water Units are highly encouraged to bring large FULL water containers and canteens for their convenience. Bottled water for drinking will be sold.

Wastewater (Grey Water) Wastewater MUST be collected and disposed of into designated collection points or drains. You can do this with a 5 gallon bucket or other device that can store non-potable water. Dumping wastewater (sometimes called “grey water”) onto the ground is a violation of state park rules. Help us protect Mahoney State Park and dispose of wastewater properly. There will be barrels with signs designating them as wastewater on Jubilee Hill.

Fires There will be NO ground or open fires allowed, this includes charcoal grills. This is necessary to protect the park’s ecosystem from fire damage and to protect the quality of the air for the event participants. Also, open fires pose a significant risk to the park in case of dry weather. Troops will be only allowed to use gas/propane stoves in accordance with BSA safety policies and rules.

Trash Dumpsters will be located in high volume areas of the park. Please help reduce container overflow by bagging campsite trash and taking it out of the park when you leave. This is a good time to teach “pack it in/ pack it out”. All trash at campsites shall be picked up before checking- out with the campmaster.

Golf Carts/ Gators/ Bicycles/ Skateboards Golf carts and Gators are for staff use only. No personal golf carts, gators or four-wheelers, etc. are allowed. Other than for emergencies, event participants will not be allowed to ride in or on golf carts. Event participants who need a handicapped pass to use a vehicle (other than their personal powered wheelchair or scooter) should check in with safety and security at registration. Every effort will be made to accommodate all event participants. No bicycles, skateboards, or scooters are allowed. Page 13 Important Information

Security Security and traffic control in and around Mahoney State Park will be handled by various law enforcement agencies. These agencies include the US Nebraska National Guard, Nebraska State Patrol, Police Officers, Sheriff Deputies, and the campmasters.

The Nebraska National Guard will be providing security patrols and traffic controls throughout the park. They will be providing 24-hour monitoring of all park activities and will also provide security and assistance as requested by the Mid-America Council. In the case of an emergency, or if you need assistance inside Mahoney State Park, contact a member of the Nebraska National Guard and they will provide any and all necessary support to assist you. They will be in constant contact with the medical staff and law enforcement agencies and located throughout the park in teams.

The main security station will be located on the second floor of the Mahoney Activity Center.

The Nebraska National Guard will be checking wristbands at all gates, entrances and other locations throughout the park. No person will be allowed into an area without displaying the proper wristbands. Children two years old and under do not need a wristband.

Between midnight and 8:00 AM. (quiet hours), all Scouts must be in their tents. The Nebraska Na-tional Guard will be enforcing this and will take any violators to their respective leaders as necessary and provide a listing to the Scout Jubilee leadership each morning. The only exception to this rule will be for a trip to the nearest latrine and then back to their tents.

Any group that needs to take down their campsite and leave the park prior to Sunday morning must contact security and the campmaster for assistance.

Traffic

Mahoney State Park is managed by the Nebraska Game and Parks Commission. A current Nebraska State Park entry pass will be required for each day while in attendance in the park. These are available as a yearly pass or daily pass (a minimum of two will be required for Friday and Satur-day for those staying the weekend). They can be purchased with registration, or at Scouter Services. Traffic will be controlled and signs directing the flow of traffic will be posted throughout the park areas. One camping tag per Unit designating the ability to park in the designated camping area on Jubilee Hill will be provided to a member from your Unit packet. This tag must be hung from the rear view mirror of each vehicle. To keep traffic flowing smoothly, DO NOT STOP ON THE PARK ROADWAY, unless directed to do so. If you miss your turn, the flow of traffic through the park is in a large circular path so you will be able to get back in line for a second chance. There will also be personnel along the route to help direct you to your correct destination. (NOTE: The Jubilee Hill camping tag and the Nebraska State Park entry passes are two separate passes). Page 14 Important Information

Parking All vehicles entering the park will be directed to a specific parking area by signage and the Nebraska National Guard’s personnel with the assistance of the campmasters. Please respect the guidance provided - it is intended for your control and safety of all participants. Parking on Jubilee Hill at the campsite areas will be allowed with a camping tag that is provided in one person from each unit’s packet. Only one vehicle per Unit will be allowed to park on Jubilee Hill in the campsite areas. That means each Pack, Boy Scout Troop or Crew will be issued One Vehicle pass per group. Boy Scouts typically have a troop trailer that will use the pass, we encourage families in a Cub Scout Pack to work together and coordinate the use of one large vehicle to use the pass that will carry all of the Pack’s gear to their campsite.

The United States Nebraska National Guard greatly appreciates your support and understanding in performing their duties as requested by the Jubilee Committee. The Army National Guard will be working side-by-side with BSA leadership to ensure that the needs of those who attended Jubilee are met. Their aim is to ensure this event is rewarding and safe for all those who attend.

First Aid, Medical Release & Wristbands A medical release form MUST be filled out for everyone attending the Jubilee. A copy of the release is included in the leader’s guide and online. Feel free to make additional copies as needed. Everyone, parents, siblings, etc. should fill one out and carry it in their pockets. Leaders will be pro-vided with a wristband for each participant during registration. The wristbands MUST be worn at all times. This will assist in identifying participants in case of an emergency.

The main first aid station will be located in the activity center and will be staffed by medical personnel 24-hours a day.

All cases requiring treatment should be brought to the attention of the event staff and, if neces- sary, taken to the first aid station. In the event of a medical emergency which requires the person NOT be moved, headquarters or medical personnel should be notified immediately to arrange for transportation of the injured. Arrangements have been made with a nearby hospital in case of a serious accident or injury.

Individuals with special medical conditions or needs should inform the medical personnel during the registration process.

Amtgard Chapter of Rivermoore LARP Workshop: Join our LARP (Live Action Role Play) group as they teach you how to make your own weapons for battle. Practice against your fellow Scouts in a safe environment.

Record-Breaking Pinewood Derby Track: We're going to have Guinness World Records out to prove that we are building the World's Longest Pinewood Derby Track! Bring your cars to race! Bubble Ball Soccer: Bubble Ball is when teams get together to play soccer wearing giant bubbles, allowing them to bump, roll and flip over whilst trying to score a goal. Airsoft Three Gun Competition: Boy Scouts & Venturers will be able to compete against one another at specified targets in a range setting. Best your fellow Scouts with rifle, shotgun and pistol shooting. Who can be the fastest gun in the Midwest?

Larger than Life Scout Skills: Have you ever started a fire using friction and a power pole? Get a few friends together and give it a try! 5K Obstacle Course: Enjoy running through a course full of balance beams, slanted walls, army crawls, and more! Artemis Spaceship Bridge Simulator: Lets you turn your computers into the bridge of a spaceship. You and your friends assume the jobs of Captain, Helm, Science, Communication, Engineering, and Weapon Control. Together you operate your ship and defend the sector from evil aliens. BB GUNS: A type of air gun designed to shoot BBs. Youth will get the chance for some target practice with certified leaders. SPORTING ARCHERY: Think Hunger games. Test your skills with an arrow shooting down a moving target (Boy Scouts and Venturing only).

ARCHERY: The art, practice, or skill of propelling arrows with the use of a bow. Archery has historically been used for hunting and combat, but at Jubilee, youth can aim arrows at targets and get tips from certified leaders.

ARISS: The Amateur Radio on the International Space Station program allows students an opportunity to experience the excitement of talking directly with crew members of the International Space Station. WRIST ROCKETS: How's your aim? Try your best at hitting targets with wrists rockets (all ages). TOMAHAWK THROWING: The average tomahawk has a blade up to 4 inches wide at the cutting edge and a handle from 14 to 20 inches long. Weights run from half a pound to three pounds. The average throwing hawk weighs a little less than two pounds. Tomahawk throwing demonstrations at wood hawk blocks. RENDEZVOUS: Teepees, bakers tents, cooking demonstrations and static displays.

Team Biathalons: MAC Ropes Committee and Cornhusker COPE Committee provides an adventure with water rockets! Nebraska State Patrol: Learn why seat belts are THE lifesaving tools in your car. See what happens to a vehicle when it goes through the roll over machine. CLAAS: Climb inside giant combines and see the world from high above! Cub Orienteering: Troop 331 works with Cub Scouts and their parents to learn the ins and outs of Cubbing. Living History: Scouts will learn how to make their own clothing and weaving. Buckskinners: See skinned animal hides and the process to cure them. Cooking in the Wild: Learn how to make butter and cook over open fire using a Dutch oven. Woodsong Wilderness: Demonstrating the various tools needed for outdoor living. Creek Stewart: Host of Fat Guy In the Woods, Creek will demonstrate the survival skills needed to survive in the woods. Pioneering: Take a step back and time and learn how the pioneers survived with minimal tools. Giant Fire by Friction: You will see how to great the largest friction fire using ropes and a pole! Soles4Souls The Mid-America Council is proud to offer a Soles4Souls Shoe Collection Service Project as part of Jubilee 2016.

Bring 1 or more pair of any size shoes, no amount too small or big, we’ll accept them all! Collection points will be stationed in the camping area on “Jubilee Hill” Friday night, and near the stage area all day Saturday.

The shoe charity has relationships with some of the leading footwear companies, but the people that truly make the non-profit organization effective are those who clean out their closets and donate their ‘gently worn’ shoes. Your shoes will help change the lives of people around the globe, whether they are victims of a natural disaster or subject to living in extreme poverty. The charity can use each and every one of these pairs to make a tangible difference in someone’s life. It is estimated that Americans have 1.6 BILLION pairs of unused shoes lying in their closets.

Nebraska Game and Parks Monarch Butterfly Habitat Project

The Mid-America Council is partnering with the Nebraska Game and Parks in helping prevent monarch extinction. Scouts will be able to assist in planting milkweed seedlings at all Nebraska state parks to provide habitat and food for the monarch butterfly. Scouts are invited to be a part of this project at all Nebraska state parks in 2016-2017. 100 Scouts will have the opportunity to kick off this project at the Jubilee at Mahoney State Park. All participating Scouts will earn and receive a free Save Our American Resources (SOAR) patch. The milkweed planting project can be selected in the online registration process.

Scout Jubilee Hill

Reserved area for Cub Scout Packs, Boy Scout Troops, Varsity teams, or Venturing crews. This will be a city of tents! The hill will be near all events, hands-on activities, and the Jubilee food court. Cub Scouts must have a parent with them. There is no extra cost for camping on Jubilee Hill. Units will be assigned campsites by district (and by Council).

The campgrounds at Mahoney State Park are open to reserve through our online reservation for the Jubilee. The campsites are encouraged for family camping or individuals who would like to bring an RV to the Jubilee. Be sure to get your reservation in early, space is limited. There is an additional fee for each camping area.

Cabins

The cabins at Mahoney State Park are open to reserve through our online reservation for the Jubilee. Cabins are a variety of sizes and can house 4-20 individuals. Be sure to get your reservation in early, space is limited. There is an additional fee for each cabin.

Overnight at the Museum - Saturday, October 15, 2016

Get ready to experience the Strategic Air Command & Aerospace Museum in a whole new light! Many in the Scouting community have participated in one (or more) of the museum’s Scout overnight programs.

As part of the 2016 Jubilee, area Cub Scouts can spend the night under the largest and most iconic aircraft ever built.

On Saturday, October 15, 2016, the Strategic Air Command & Aerospace Museum will make Hangar “B” available for Cub Scouts, leaders, and family members following the Jubilee concert and fireworks display. To obtain accurate counts, all activities require pre-registration.

The Details:

Overnight at the Museum - $13.00/person • Enter through the East doors of Hangar A. Far side closest to Mahoney State Park. • Museum will be accessible beginning at 8:30 PM • Campers will need to provide their own sleeping bag and bed roll/air mattress. • Hangar floors are concrete so padding is recommended. • Beverages (with sealable lids) and snacks are allowed. • No food preparation will be allowed on museum premises. • Campers must exit the museum by 8:30 a.m., Sunday, October 16, 2016. • The museum opens to the public at 9:00 a.m. and is not responsible for lost or stolen items.

Saturday Night SAC will provide the following programs: Cubelets- a great introduction to the world of robotics, Cubelets are building blocks that work together like magic! No programming required, each block has a special job, and when put together, kids are only limited by their Imagination! 4 Forces- Take a look at the planes in the Museum collection in a new way! Using our own 4 Forces tablet app, students learn about flight, while creating their own aircraft from the planes at the SAC. Planetarium Show- Featuring the show: To Space and Back, visitors will learn about all the technology that has been developed for and by NASA. Most of this technology is things that we use on a daily basis, including smart phones, GPS, tennis rackets, and even bike helmets! Come learn more about how and why this technology was created!

Rocket Launch- Guests will get a chance to build and launch their own paper rocket! See if yours Has what it takes to hit the roof of the SAC.These programs will run in 30 minute increments until 10:30pm Page 24 Food Court

New Food Provider for Jubilee 2016 We have a new food service provider for Jubilee 2016! They are committed to providing the best food in a timely manner. We encourage you to eat in the Jubilee Meal Tent/Concession Area to maximize your activity time at Jubilee.

An advanced purchase food plan is available for $25 for 4 meals offered in the Jubilee Meal Tent plus five $1 concession tickets to be used at the Jubilee Concession Area. The Meal Plan can be purchased in advance on our website.

The Meal Plan can also be purchased at the Jubilee Meal Tent/Concession Area during the Jubilee, however, the five $1 concession tickets are only available for those that purchase in advance online. Single meal ticket vouchers will only be available for purchase for Sunday Breakfast. Sunday Breakfast meal is 4 tickets ($4). If a meal plan is not purchased, you will be directed to the Jubilee Concessions Area for food service for all other meals.
