LIMING, YUNNAN – September 2013 LOCATION

Liguang and Meile villages, Yunnan province, China

. Yunnan is located in a mountainous area, with high elevations.

. Yunnan is rich in natural resources and has the largest diversity of plant life in China. Of the approximately 30,000 species of higher plants in China, Yunnan has perhaps 17,000 or more.

. Ethnic minorities in Yunnan Project area account for about 34% of its total population. Major ethnic groups include Lissu, Yi, Bai, Hani, Zhuang, Dai and Miao. They are particularly isolated and disadvantaged in Yunnan.

LIMING, YUNNAN – September 2013 CHINESE HERBAL MEDICINAL PLANTS

Specific stakes

. There is a long, multi generational tradition of collecting wild medicinal plants in the area, Tradition of collecting and climatic conditions are ideal for these plants (considered by the market as of higher wild medicinal plants quality), but the resources have been depleted, with the growing demand, and villagers are now conscious about the need to plant the medicinal plants if they want to get sustainable revenues.

Sustainable use of . Women in particular expressed this vision that medicinal plants production was to be encouraged both because it was generating higher revenues, as well as preserving the medicinal plants resources and reducing the pressure on the forest areas of the national park, since medicinal plants give higher yields per hectare, hence less need to extend agricultural land.

. Seeds are very expensive to purchase and some products like Chunglo require to wait 2 High costs of seedlings years before harvesting, hence a difficulty to pre-finance this type of planting for these poor rural communities.

. For example, Chunglo production brings total sales of 20 000 RMB (2500 Euros) / year / Mu against tobacco (considered as the most profitable agricultural product) that gives 4000 RMB (500 Euros) / year / Mu of gross revenues. Additional revenues . Morevoer, many medicinal plants, like TiengMa can be grown under forest canopy, hence permitting agroforestry practices and the harmonious combination of socio-economic development and environment preservation.

ZIGEN Fund

. The Zigen Fund was founded in New York in 1988 by a group of Overseas Chinese professionals and was registered as a non-profit organization.

. Mission of Zigen is to provide people-to-people assistance for grassroots development in rural China, and to help the poor and underprivileged meet their basic needs; and to promote the philosophy and beliefs of human-centered sustainable development processes..

. A specific project team has been created to manage the activities in Liguang and Meile. They deliver the seedlings free of charge, assist the farmers with trainings, monitoring, maintenance, market access, and plantation registration.

Zigen in Chinese means to nurture the roots

. 91% are Lissu people (Ethnic minority), particularly isolated and disadvantaged in Yunnan.

. Communities located within a national park, strong environmental stakes.

. 70 % of the families cultivate medicinal plants (1 to 2 Mus in average per household, equivalent to 0,06 to 0.12 hectare).

. The Lisu people have long made their living by growing kidney beans, potatoes, or maize. But they have to face the environmental damages caused by long-term planting, shortage of water and low price of crop production. The planting of medicine plants adapted to the local environment is an attempt to raise their income and restore the local ecosystems

Development of agroforestry gardens

. First plantations were mainly oriented towards forest regeneration and not conservation, whereas conservation is a key issue (Liguang is located within a national park).

. Next planting round will focus on the development of agroforestry gardens, mixing plants and trees (Yunnan Fe, planted every 6 to 8 metres, and Chunglo plants). This is a long-term biologically sustainable system for growing plants , food & other products for a household.

. Meile is an example in terms of agroforestry practices and could serve as a an example for trainings.

Plantation of Gentian ("Chingjo")

. Good results on farming practices: 10 to 15% loss, the first harvest will occur at year-end 2013. Easy to plant and to manage, shall bring higher revenues, strong involvement of women.

. But the first plantations were conducted as monocrops under full sun: they suffered a lot from drought. Next plantations will be developed following agroforestry models, combining tree plantations at least around the parcel (every 3x3 m or 5x5 m).

Plantation of Gastrodiae Elatae ("TiengMa")

. Planting TiengMa is very technical and requires significant investment: it is first cultivated in boxes with chopped wood, and requires regular watering. Tubercules are then planted in forest soil, under the canopy. It is then very adapted then to agrofrestry gardens.

. Tubercules are first placed under piles of chopped wood: necessity to cut 80 trees in 2012 / 2013 to manage the plantations (to be replanted in 2014).

. Villagers found a agreement with the municipality so they can get the wood chips from construction sites and avoid to cut trees.

. Additionnaly, they will plant specific trees sustainably managed to make chopped wood.

. TiengMa ensure high returns for farmers: farmers who planted for 10,000 Yan of TiengMa, got 40,000 Yuan when sold.

Plantation of Ballon Flowers ("Chunglo")

. Chunglo needs shade and is fully in line with the project objectives and the development of agrofrestry gardens.

. Planting Chunglo requires an important investment for farmers as seedlings and seeds are expensive, and the plant starts to give its own seeds only after 3 years. This may be a constraint for the reimbursement of their loan.

Field research: the village of Anle in Ludian township is famous for its large-scale planting of medicines like Common Aucklandia Root, Himalayan Teasel Root, Yunnan Manyleaf Paris Rhizome, Chinese Bellflower, and Maka. They boast their unique methods of cultivating, growing, processing, and marketing of the produce.

. Specific objectives: to develop Liguang villagers’ skills and knowledge by learning processing ways and planting skills of Herbal Medicine in Anle Village.

Discussion with villagers on their difficulties and errors, seedling panting is the most important part in the cultivation and therefore is the heart of the training.

Meeting with Meile villagers

. Villagers want to join the project in 2013 and convert low yield agricultural products (tobacco and corn) to medicinal plants, following plantations in agroforestry models.

. Since they have limited agricultural land as the village is in a very hilly area, they combine agricultural fields with trees, to maximize their revenues.

Set up of a revolving fund

. The fund is fully managed by the Association of Li Guang villagers in coordination with local officials of the Liguang Town.

. In March 2013, the Association distributed 3 loans: - 38,000 Yuan to Group 1 (8 families - Gentian ). - 77,000 Yuan to the Group 2 (15 families - TiangMa) - 96,000 Yuan to Group 3 (13 families - Chunglo)

. Villagers will need 2 or 3 years ahead start the project and make it fully operational. The Association is then seeking additional funds to the activities until they receive the due repayment from villagers.

Discussion on the creation of a cooperative

. Villagers are not strong enough individually to negociate the prices with local buyers, they sell their products at very low prices.

. The Association of Liguang villagers could be empowered to play the role as a co- op: collecting the products at a fair price and selling them collectively to local buyers.

Impact on farmers’ revenues

. Pilot parcel in agroforestry in Meile: a woman planted Yunnan Fe trees every 6x8m combined with Chunglo on 333 m2.

. She got 250 kg of Chunglo roots after 4 to 5 years. She sold 100 kg on the local market at 300 Yuan / kg = 30,000 Yuan, which means cultivating this plant is very profitable for farmers.

. Evaluation made by local villagers:

- Investment needed for Chunglo + Yunnan Fe trees model = 21 942 € / ha. - Labor expenses are supported by villagers. - Based on the experiment in Meile, production can reach 7,500 kg / ha, generating 275 000 € of revenues / ha. .

. Drought and water shortages are key issues in Liguang. Villagers want to build a WATER water reservoir of 50 m3 and install 3 km of pipes to irrigate their field. =>BudgetJan : 50 000 – Yuan Mar for materials,2014 partial labor (80 people2014 will give their free labor to build this reserve) and transport

FIELD . Villagers asked to be trained on plants management, harvest and practices to MANAGEMENT adopt in drying periods in particular . Use of organic fertilizers from animal waste to increase soil fertility, and improve the quality and quantity of the plantations.
