ST HELIER’S TACKLES SPEEDING St Helier’s Honorary Police Team worked tirelessly last year to keep the Island’s roads and public safe, by training 55 Honorary Police Officers and undertaking 116 speed patrols. Vingtenier Ben Wheaton, supported by the Parish, attended a UK speed detection trainers’ course and, since qualifying, has given training in the operation of speed detection equipment across the Island’s Honorary Police Service. A total of 48 Officers from the other eleven parishes have received training and certification in the use of speed detection devices, and a further 7 St Helier Officers have also been trained, boosting this number to 12, with an additional 5 new Officers either currently undertaking or awaiting training. Efforts will be made in future to ensure all new Officers are trained inside their first two years of service. During December 2020, St Helier’s Honorary Police conducted 17 speed detection patrols on various roads throughout the Parish, at the same time supporting the with the Christmas Drink Drive Campaign. Speeding information and intelligence is gathered through speed identification devices that can been seen around the Parish, and from complaints made by parishioners. A total of 750 vehicles were monitored by Officers whilst conducting these patrols, with 63 motorists driving at speeds which have resulted in their attendance at Parish Hall Enquiries. Whilst a large majority of the public adhere to speed limits, there is still a minority who do not. The message from the Parish, Constable and Honorary Police is that speed limits are set to protect all road users, motorists, cyclists and pedestrians. If you are caught driving over these limits, you will be reported and a substantial fine levied. Repeat offenders and those driving grossly over the speed limits will find themselves before the Magistrate’s Court facing formal prosecution. The past year has been like no other, and Constable Crowcroft would like to thank our Honorary Police Team, as well as the Honorary Police from all other parishes, for volunteering their own time to keep the public safe.

ELECTION OF ROADS INSPECTORS The Constable of St Helier is pleased to announce that at a Parish Assembly held during December, 11 members of the Municipality were re-elected as Roads Inspectors for the Parish. All nominations were proposed and seconded by Procureurs Peter Pearce and Geraint Jennings. Due to current Covid restrictions, on 8th January 2021 the following ten Inspectors, Jason Lagadu ( de la Ville), Martyn Gallery and Kevin Proctor (Vingtaine du Rouge Bouillon), Jane Pearce and Daren O’Toole (Vingtaine de Bas du Mont au Prêtre), Sarah Richardson and Michael Channing (Vingtaine de Haut du Mont au Prêtre), Mario Pirozzolo (Vingtaine du Mont á l’Abbé) and Bob and Eileen Morris (), attended Royal Court virtually from the Town Hall’s Assembly Room, taking the following Oath of Office: ‘I swear and promise before God that I will faithfully carry out the duties of Inspector for the repair of public roads in the Parish of St Helier, and that I will follow and put into force the orders made for the repair and upkeep of the roads, and generally perform the duties attached to the said Office. The barista area, run by Cargo, features freshly prepared food and sustainably sourced coffee, currently available for takeaway (with a discount available for Santander International debit cardholders). Free bookable meeting rooms and co-working stations will be available when physical distancing measures permit. Simon Crowcroft, Constable of St Helier, said “The Santander Work Café is a welcome addition to St Helier and another positive development in the regeneration of Charing Cross. Multi-purpose sites such as this show how organisations can work to serve the community, and highlight how we can continue to help our town centre adapt to the changing needs of Islanders.”

A SAFE RETURN TO SHOPS AND SERVICES Non-essential retail has returned this month, together with close contact services, i.e. hair and beauty. Businesses have been working extremely hard to prepare their sites for your return and encourage you to take advantage of the safety measures in place, giving us all something new to do after what is probably the quietest January on record. SOME OF THE MEASURES INCLUDE: • Rearranging displays to ensure you have space to walk around the stores at your leisure; • Fresh signage to help us remember what we should be doing to stay safe; • Completing a safe opening checklist and risk assessment to help businesses to do as much as possible to make it safe for you to return; and • Establishing a new Covid support team who will be helping businesses to manage safety measures and implement them successfully. There will also be increased mask usage in back of house areas to ensure the safety of staff and customers. Town may appear different as you return this time around, but it’s just to help us all remember what we can do as individuals to support efforts and further reduce restrictions. You may notice that street furniture along King Street and Queen Street has been moved to the sides; whilst we fully understand the need for adequate seating to keep town accessible, space in the middle of these streets will help everyone to physical- distance with ease. Pet bereavement services offered by the JSPCA

The loss of a pet can be a very sad, difficult and lonely time. Feelings of despair, depression and guilt can creep in, as well as self-doubt, especially when you have had to make the difficult decision to euthanise or rehome your pet. The JSPCA understands that when one is going through that grieving process it is important to have an outlet to use, and provides a bereavement service for members of the public. JSPCA staff have undergone bereavement training provided by the Blue Cross; this training has not only helped the staff support members of the public who have lost a pet, but also their colleagues and themselves during those difficult times. We are busy planning for the year ahead, working with our young people to plan what we would like to try and achieve in the coming year. We are always welcoming new young people to the project. If you are looking for somewhere warm and dry to relax with friends in town we have lots of different sessions you can attend. We are open for 3 afternoon drop-ins which are FREE, as well as our evening youth club sessions which are only 50p. All our sessions are for young people in Year 9 and above.
