CCTV Strategy - Final Adoption

EXECUTIVE SUMMARY Application: The purpose of this report is to seek endorsement from Council for a CCTV Strategy.

Key Issues: • The City has a network of over 192 CCTV cameras. • Officers are seeking endorsement of the draft CCTV Strategy to provide a clear vision and framework for how CCTV can be best used to enhance the safety and security of the community now, while positioning the City for future technological advances.

BACKGROUND At the Ordinary Council Meeting of 13 September 2016, Council resolved as follows:

"That Council: 1. Endorse the recommended process to develop a CCTV Strategy, Policy and Guidelines. 2. Request that Officers seek quotations from suitable consultants to develop the CCTV Strategy, Policy and Guidelines. 3. Notes that the suitable consultants will undertake targeted community consultation for the development of the CCTV Strategy, Policy and Guidelines. 4. Notes that Officers will present the CCTV Strategy, Policy and Guidelines to Council for endorsement at a future Council meeting."

Subsequent to the above meeting, Officers sought quotations from suitable consultants and engaged Redfish Technologies for the development of the City's CCTV Strategy and associated documents as outlined above.

As the above resolution was in place prior to the Policy Review Committee being formed, the CCTV Policy review will progress through that committee with all other policies. As guidelines are operational, these will be managed and amended as required by staff.

CONSULTATION In the formation of the CCTV Strategy, Redfish Technologies undertook consultation with both internal and external stakeholders.

Internal stakeholders included:

• City of Bayswater

o Manager Information Technology; o Manager Ranger and Security Services; and o Coordinator Security Services.

External stakeholders included:

• Western Australian Police; • Western Australian Local Government Association; • Selected Local Governments across the metropolitan area, including: ; City of ; ; City of ; ; and ; • Local Police stations: Bayswater Police Station and Morley Police Station; • Shopfront; • Outcare Inc; and • 55 Central.

ANALYSIS The draft CCTV Policy, Strategy and operational criteria provided by Redfish Technologies has been utilised to inform the attached CCTV Strategy. A number of modifications were made to ensure the strategy was clear in its vision, framework and criteria for the strategic development and ongoing management of CCTV operated by the City of Bayswater.

The resulting document will guide Council's decisions about the introduction, revision or significant maintenance to CCTV infrastructure in public places and council property; and ensure that the City's CCTV systems are compliant with relevant legislation and other statutory requirements.

A revised CCTV Management Policy has been referred to the 16 May 2018 Policy Review and Development Committee for endorsement.

CONCLUSION Option 1 is recommended as it is in line with Council's previous resolution from 13 September 2016 and action 1.1 of the City's Community Safety and Crime Prevention Plan.
