Appraisal was commissioned by Black Mountains College with funding from ARWAIN to help refine discussions around potential sites for the college. The report builds on information contained in the Strategic and Economic Case produced by Aecom in 2019, which identified four high level options for BMC, namely do-nothing, utilise existing sites, build on a greenfield site or redevelop the brownfield site of the former Mid Wales Hospital. The Options Appraisal has been informed by feedback from a comprehensive public consultation exercise held in October 2019. It is important to note that the Options Appraisal has taken a flexible approach to site options; the scope of work has altered slightly during the course of the study, with the inclusion of an additional site which became available during the latter half of 2019 (Troed yr Harn). The incorporation of this site has led to a more focused approach on potential opportunities for phasing of the project, with emphasis around whether a smaller pilot phase could be developed. About Black Mountains College Black Mountains College (BMC) is a new type of Further and Higher Education Institution planned for Mid Wales. Located within the Brecon Beacons National Park, BMC is a proposal for an undergraduate college dedicated to creativity, sustainability and technology that will be a unique institution in the UK. BMC will adopt the successful model of delivery pioneered by Quest University (Canada’s first independent, not-for-profit liberal arts and sciences university devoted to excellence in undergraduate teaching). BMC will primarily offer a degree level (BSc and BA), liberal arts and sciences curriculum in Mid Wales. Based on Quest’s block teaching method, it will deliver a teaching-led curriculum with a maximum of 20 students per class, an annual intake of 200 students, and a

Participants are reminded that the following gear must be taken. Walking boots, rucksack, hats, gloves, warm clothing (not jeans), spare fleece, water and a hot drink, lunch, extra food and of course waterproof jackets and trousers. A whistle and a head torch (with spare batteries) should be carried, particularly during the winter months, and a hi- visibility garment would be very useful in case of poor visibility. Participants must satisfy themselves that the walk is suitable for their abilities. You can take advice by ringing the walk leader whose telephone number is given. No liability will be accepted for loss or injury that occurs because of taking part. An adult must accompany young people (under 18). MOST OF THESE WALKS ARE FOR EXPERIENCED WALKERS - IF YOU’RE NOT SURE OF YOUR ABILITY WHY NOT START OFF WITH A MODERATE WALK TO FIND OUT? Unlisted but in the Conservation Area they are an invaluable part of the architectural and social heritage of Talgarth.” is still under consideration. The committee has been extremely helpful in this matter for which I am most grateful. The Mid Wales Hospital is within the Talgarth Conservation Area and on the local list but I am wondering, in light of the renewed threat to the buildings, if it could be possible to ask Cadw to reconsider listing? A statement written by Judith Alfrey of Cadw 16 July 2012, in response to a request from SAVE, gives a brief assessment of the historic and architectural interest of the former Mid Wales Hospital, Talgarth, explaining the basis of the decision not to list, but setting out the understanding of where its interest lies. Three years have passed since this statement was made and Cadw’s website tells me: A key element of Cadw’s heritage regeneration activity is action related to heritage assets in a deteriorating condition. We have been working to identify the number and type of listed buildings at risk in Wales. Between 1840 and 1914, only buildings of a definite quality and character qualify (especially those which are the significant works of principal architects).
