The United States of America, as a signatory to the General Conference of Weights and Measures (which gave official status to the metric SI system of units) , recognizes the International Standard (SI) unit of measurement Length 1 centimeter (cm) = 0.394 inch (in) 1 meter (m) = 3.281 feet (ft) 1 kilometer (km) = 0.622 mile (mi) Velocity 1 centimeter per second (cm/s) = 0.394 inch per second (in/s) 1 meter per second (m/s) = 3.281 feet per second (ft/s) IV ABSTRACT This report presents the major accomplishments of the second phase of a three year project to provide engineering and technical assistance to the Agency for International Development (AID) , Department of State in developing improved design criteria for low-rise buildings to better resist extreme winds. During Fiscal Year 1974, project staff members of the Center for Building Technology, National Bureau of Standards, Washingt D. C. 20234 commenced several tasks. These tasks will serve as major inputs to the development of improved design criteria. The principal tasks included: 1) selecting a second and third field test site in the Philippines, 2) instrumenting four full-scale houses at the sites, 3) instrumenting the University of Philippines wind tunnel facility, 4) helping arrange and participating in an international workshop at Manila during November 1973, and 5) developing in conjunction with short-term consultants in Bangladesh and Jamaica a methodology for the transfer of the technology to those areas. v . INTRODUCTION The National Bureau of Standards (NBS) through this project is developing improved design criteria for low-rise buildings in developing countries to better resist the effects of extreme winds. The project is sponsored by the Agency for International Development (AID) under Participating Agency Service Agreement (PASA) No. TA(CE) 04-73 with funding under AID's central research program. The overall management is provided by William H. Littlewood, Associate Director, Office of Science and Technology, AID. This research project originated from recognition of a need for additional research to supplement the limited amount of existing data regarding the wind effects on low-rise buildings, especially in developing countries. The existing criteria for wind loads in developed countries do not make provisions for steady and fluctuating wind pressures along the edges of roofs and walls where flow separation occur. Yet wind flows along these regions are one of the primary contributors to building damages. This research and the resultant development of suitable design criteria and methodologies will provide high benefits in reducing losses of structures and lives in the countries where the criteria are applied. The Philippines experience the highest worldwide annual frequency and intensity of tropical storms. Within the Philippines, the frequency of tropical storms is greatest in Luzon. Statistics indicate that between 1948 and 1971 the Philippines were exposed to 482 tropical storms, or an average of 20 per year. As such, these occurrences make the Philippines a natural laboratory to measure wind loads on buildings. The Philippines, consisting of over 7,100 islands, are located approximately 800 kilometers off the coast of southeast Asia. The archipelago extends north and south for approximately 1600 kilometers at its widest part. The Philippines are generally divided into three regions: Luzon, the northern section: the Visayas, Palawan and Mindoro, the central section; and Mindanao and the Sulus, the southern section. Approximately 37 percent of the land area is included within Luzon, 29 percent in the Visayas area and 34 percent in Mindanao. There are about 90 different dialects spoken among the Philippine population of over 37 million people. NBS's extreme wind study includes several components. It is based largely on field work (collection of wind loading data from seven field test buildings) and from wind tunnel testing of building scale models. The study also includes a review of climatological data from the weather bureaus of the Philippines and two other developing countries, Bangladesh and Jamaica. Socio-economic, architectural and structural data, and codes and standards information from the Philippines and other developing countries will be included in the implementation aspects of this study. In addition, knowledge about wind effects on buildings obtained in other countries such as the United States, Japan. Australia and the United Kingdom will be used as required. World War II in the Philippines The Legacy of Two Nations©2016 By Bataan Legacy Historical Society Several hours after the bombing of Pearl Harbor on December 7, 1941, the Philippines, a colony of the United States from 1898 to 1946, was attacked by the Empire of Japan. During the next four years, thou- sands of Filipino and American soldiers died. The entire Philippine nation was ravaged and its capital Ma- nila, once called the Pearl of the Orient, became the second most devastated city during World War II after Warsaw, Poland. Approximately one million civilians perished. Despite so much sacrifice and devastation, on February 20, 1946, just five months after the war ended, the First Supplemental Surplus Appropriation Rescission Act was passed by U.S. Congress which deemed the service of the Filipino soldiers as inactive, making them ineligible for benefits under the G.I. Bill of Rights. To this day, these rights have not been fully -restored and a majority have died without seeing justice. But on July 14, 2016, this mostly forgotten part of U.S. history was brought back to life when the California State Board of Education approved the inclusion of World War II in the Philippines in the revised history curriculum framework for the state. This seminal part of WWII history is now included in the Grade 11 U.S. history (Chapter 16) curriculum framework. The approval is the culmination of many years of hard work from the Filipino community with the support of different organizations across the country.

Heretofore all maintenance on assigned C-123B aircraft had been performed by TDY personnel from the 464th Troop Carrier Squadron, Pope AFB, North Carolina. It was not until October 1963 that the 23rd CAMRON really came into being. A very troublesome transition period developed between the departure of the TDY maintenance personnel and the influx of permanently assigned maintenance personnel. By the direction of Headquarters USAF, all TDY aircraft maintenance personnel were to return to the ZI [zone of interior] not later than 30 September 1963. The month of September arrived, necessitating booking and shipping arrangements to be made for the TDY personnel, but only very few replacements had arrived or were forecast to arrive. The result was that by the first of October, 23rd CAMRON and 2nd Air Division was faced with the decision of considerably reducing its operational capability or obtaining additional maintenance personnel from some other source within PACAF.

Rector Copyright © Lahia Ellingson, 2007 On December 8, 1941, just hours after having attacked the United States’ fleet on Pearl Harbor, the Japanese army turned their attention toward another American stronghold, the forces stationed on the Philippines. Here the Japanese attacked Clark Field, an American airbase on the island of Luzon.1 The subsequent battle and surrender that ensued has become known as “…the worst defeat yet suffered by the United States, a source of national humiliation.”2 With all of the confusion and horror that happened to the men in the Philippines it is hard to understand where blame should be placed. Was it General Douglas MacArthur, the Commanding General in the Philippines at the time? Or were there other factors such as war in Europe and conflicting beliefs on how best to defend the Philippines that led to the defeat? Historians have debated MacArthur’s role in the Philippines for some time. There are those who believe that MacArthur should be held accountable for the fall of the Philippines and those who see him as a commanding general who was in the wrong place at the wrong time. In this paper it will be argued that MacArthur’s actions in the Philippines prior to his escape to Australia hastened the fall of the Philippines, which led to more death and brutality at the hands of the Japanese.

    The Air Force sprang into action to support the storm-ravaged Philippines after the devastating Typhoon Haiyan. Operation Damayan By Carlo Muñoz ir Force units based in the Asia-Pa- cifi c region played an integral but overlooked role spearheading ini- tial rescue and relief missions into the Philippines, mere days Aafter the worst typhoon in the country’s history crashed onto its shores. Less than 24 hours after Typhoon Haiyan ravaged large swaths of Visayas province in the central Philippines last November, washing away entire coastal villages and cities, aircraft and command and control units from USAF’s Pacifi c Air Forces were in the skies and on the ground in the hardest hit areas. While airmen assessed which airfi elds and landing zones would be best suited to handle the infl ux of C-17 Globemas- ter III and C-130 Hercules transports heading into the disaster zone, long- range, remotely piloted aircraft based at Andersen Air Force Base on Guam fl ew reconnaissance missions over Tacloban City, Leyte island, Roxas City, and other locales, surveying the damage and search- ing for survivors. Once the joint disaster relief mission, dubbed Operation Damayan, reached full swing, USAF cargo aircraft were among the fi rst US air assets to get wheels down in Manila and elsewhere in the Philippines, to begin ferrying tons of food, water, and supplies into the vast areas devastated by the typhoon. While the humanitarian mission exem- plifi ed the rapid response capabilities of the Air Force and US military, Operation Damayan also stoked debate in Wash- ington, D.C., and Manila on whether American air assets should return to the Philippines on a permanent basis.

The issue of the tenure of Clark Air Base and Subic Naval Base in the Philip- pines is now firmly entrenched in the political arena with all parties jockeying for position in preparation for next year's base negotiations. As the centerpiece of U.S.-Philippine relations, the bases are all things to all people. To many in the Aquino administra- tion, the bases are something of a mixed blessing, providing vital economic and military security commingled with certain irritants. To many in the Philippine military, the bases are foremost the source of sorely needed funds. To mayor Arriola and the half million Filipinos living near the bases, they are the lifeline to prosperity. And to staunch nationalists, the bases are the foci of all evil: the symbol of U.S.
