NOTICE OF RACE Zeeland Regatta and Open Belgian Championship Cadet 3-5 / 07 / 2020 Jachthaven Oostwatering, Veerse Meer For the following classes: 2.4mR, Cadet, Hobie Dragoon, Hobie 16, OK, Europe, Laser 4.7, Laser Radial, Laser Standard, Snipe, Solo, Optimist, Optimist Green, RS Feva, RS 500, Splash Blue, Splash Red, Yngling, Contender and J70. On request and after approval by the R.C. other classes may be added. The Organizing Authority (O.A.) The Watersport Vereniging Arne and the Royal Yacht Club van België. 1 RULES 1. The regatta will be governed by the rules as defined in “The Racing Rules of Sailing, RRS” 2. The prescriptions of the RNWA will apply except for the Cadet class. 3. For Cadet class the Belgian rules for “Open Belgian Championships” will apply. 1. See: https://belgiansailing.be/wp-content/uploads/2018/03/ChampBel-N.pdf 4. If there is a conflict between languages the English text will take precedence. 5. Every person on board who has his or her domicile in the Netherlands shall have the appropriate license. 6. All participant to the “Open Belgian championship Cadet” shall have the appropriate license and measurement certificates. 7. ENVIRONMENTAL RESPONSIBILITY: A basic principle of the rules is that all participants - competitors, boat owners and support persons - are encouraged to minimize any adverse environmental impact of the sport of sailing. 8. When the word “shall” is used, it means that this phrase is mandatory. 2. ADVERTISING 1. The O. A. may ask to display advertising on the boats. 2. All boats shall comply with the advertising rules of their classes. 3. ELIGIBILITY AND ENTRY 1. The regatta is open to all boats as mentioned above. 2. All competitors shall be members of their National Class Association 3. A class will be eligible if a minimum 8 participants is entered by July the first. 4. Competitors under 18 years of age shall return a completed parent/guardian consent form prior to or at registration. This consent form will be provided automatically through online registration. 6. The registration is open from 01-04-2020 online on www.zeelandregatta.eu . 4. FEES 1. The required entry fees are as follows: 1. The entry fee includes: Use of marina facilities; Hoisting and berthing for keel boats, The Open Belgian Championship for Cadet, the clinics and practice race on Friday, all races on Saturday and Sunday, the Saturday evening diner and all festivities. More details will be published on the website. 2. If an entry is cancelled by the competitor, the entry fees can be refunded as follows: 1. Until May 7th 2020, full refund. 2. Between May 8th 2020 and June 11th 2020, 50% refund. 3. June 12th 2020 or later, no refund. 4. The entry fee has to be paid by online entry. 5. SCHEDULE OF RACES AND EVENTS 1. An extra race per day may be sailed, provided that the serie will be maximum one race ahead of schedule. 3. The first attempt of a new race or sequence of races will not be later than 15:00 Hrs on the last day, a race sequence of races will be completed when it has started before 15:00 Hrs. 6. MEASUREMENT 1. Every boat shall produce a valid measurement certificate. In addition equipment may be inspected or measured at any time. 2. During the regatta, any boat and its equipment may be subject to examination at any time. 7. SAILING INSTRUCTIONS 1. Sailing Instructions will be available on the website of zeelandregatta.eu, from june 15nd 2020 and at will be displayed on the Official Notice Board. 8. VENUE 1. The location of the regatta office and the launching area: 1. Race office: De Roergangershut - Polredijk 13, 4351RT Veere, The Netherlands. 2. Beach Oostwatering: 51°33’27.6"N 3°39’06.2”E. 2. Appendix A shows the racing areas. 9. THE COURSES 1. All courses will be trapezoidal 1. Further details will be published in the S.I. NOR Zeeland Regatta 2020 page 2! Version 1 - 12/02/2020 10. PENALTY SYSTEM 1. Appendix P will apply. 2. Appendix P2.2 will apply for the second and all consecutive penalties. 3. Appendix P2.3 is deleted. 4. Rule 44.1 is changed so that the Two-Turns Penalty is replaced by the One-Turn Penalty for the multihull classes. 11. SCORING 1. At least 3 completed races are required to constitute this regatta. 2. A boat’s score shall be calculated in accordance with RRS A2, except that: 1. When fewer than 4 races have been completed, a boat’s series score will be the total of her race scores. 2. When 4 to 8 races have been completed, a boat’s series score will be the total of her race scores, excluding her worst score. 3. When 9 to 10 races have been completed, a boat’s series score will be the total of her race scores, excluding her 2 worst scores. 12. SUPPORT BOATS 1. Support boats shall register at the Regatta Office. An identification flag, which shall be displayed during the regatta, will be issued by the Organization Authority on receipt of a returnable deposit of € 20,00. The returnable deposit can be retrieved at the latest before prize giving. 2. Except requested by the race committee, support boats shall stay at least 50 meter from the area where boats might race. 3. Support boats shall not communicate with competitors during the races. 4. While afloat a support boat shall accept trash from any competitor. When seeing trash in the water, any support person shall remove it. 13. RADIO COMMUNICATION 1. Except for safety reasons, a boat shall not make radio communication while racing. This restriction also applies to any mobile devices. 14.PRIZES 1. Rule 4 of the Racing Rules of Sailing states: “The responsibility for a boat’s decision to participate in a race or continue racing is hers alone”. 2. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: 1. They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk while taking part in the event. 2. They are responsible for the safety of themselves, their crew, their boat and their other property during the whole event. 3. They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omission. 4. Their boat is in good order, equipped to sail in the event and they are fit to participate. 5. The provision of a race management team, patrol boats and other officials and volunteers by the event organizers does not relieve them of their own responsibilities. 6. The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. 7. The fact that race officials may conduct inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race. NOR Zeeland Regatta 2020 page 3! Version 1 - 12/02/2020 16. RIGHTS TO USE NAME AND LIKENESS 1. By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity, to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation. 17. INSURANCE 1. Each competing boat has to have a valid third-party liability insurance policy, racing at the racing area included and with a minimum coverage of € 1.500.000 per incident. 18. REGATTA OFFICE 1. De Roergangershut - Polredijk 13, 4351RT Veere, The Netherlands. 19. SOCIAL PROGRAM 1. On Friday July 3th sailing clinics will be held starting at 13:00 hrs. followed by a practice race at 16/00 hrs. 2. Dinner on Friday (not included in the entree fee) can be order on the website www.zeelandregatta.eu . 3. On Saturday evening, July 4th a crew dinner will be offered to all competitors. 4. Coaches, parents and other supporters can purchase additional dinner tickets online at the Zeeland Regatta website www.zeelandregatta.eu . 5. More details about the social events will be published on the Zeeland Regatta website www.zeelandregatta.eu .

You might consider getting copies made of the most active subjects (like how to put a wooden deck on a fiberglass hull; best methods and tools used for measuring hulls; how to put fiberglass cloth on a wooden hull; how to rebuild an old wooden hull; etc) and then furnish these at slight cost when enquiries are made on the subject.
