Norfolk Island celebrates on Monday 8th June 2015, the anniversary of the arrival of the Pitcairn Islanders in 1856 with a public holiday and festivities.

A costumed re-enactment is staged at Kingston Pier; a procession travels to the Cenotaph and cemetery for the laying of wreaths. Assemble at the Pier at 9.30am The procession will march from the Cemetery direct to the Compound for a cup of tea and judging of traditional dress, followed by the picnic lunch. This will emphasise that it is a day to celebrate the gathering of traditional families in harmony and goodwill.

Traditional families always contribute a leading role in the festivities, and encourage visitors to witness the re-enactment of the arrival at the Kingston pier, take photographs, and enjoy the ambience of the day.

BILLS PASSED IN THE LEGISLATIVE ASSEMBLY ON WEDNESDAY 20 MAY 2015 The following Bills were passed –

NORFOLK ISLAND HOSPITAL (AMENDMENT) BILL 2015 DAA HOSPETL (CHIENJEN) BIL 2015 The purpose of this Bill is to enable the Minister to appoint the Director to also be the Director of Nursing. At present the Director of Nursing must be an employee but the Director is not an employee. The amendment makes it clear that in order to be able to make the appointment, the Director must have the necessary qualifications to be appointed Director of Nursing, that is to be a qualified nurse.

Clauses 1, 2 and 3 are standard references to the name of the Act, its commencement and to the Act being amended. Clause 4 provides for the amendment of section 23D of the principal Act to allow the Minister to appoint the Director to simultaneously hold the position of Director of Nursing provided that the Director is a qualified nurse.

PROVIDENT ACCOUNT CLOSURE AND DISTRIBUTUION BILL 2015 DISTREBYUSHASN DEN D SHETEN UDAA PROEWEDENT 'KAUNT BIL 2015 The Bill makes provision for the closure of the Provident Account and for distribution of the amount of A and B accounts to contributors. The Bill proposes that with effect 23 June 2016 (the “cessation date”) all contributions to the Account will cease and the Trustee will, after setting aside the sum of $2000 to cover the costs of audit, prepare statements of the benefits accrued to each member of the Account from their A and B accounts. The amount provided for audit is expected to be close to the amount required but any shortfall or excess (either of which is expected to be very small) is either to be paid by or paid to the Administration. The Bill provides for a contributor to request early payment of his or her entitlements after the Bill becomes law but not later than two weeks before 23 June 2016 and from the next pay day after giving notice the obligation of the member concerned, and of the Administration, to contribute ceases until the member is paid out in accordance with the request.

The Bill provides that the Account is to be wound up after 30 June 2015 but before 30 June 2016 in accordance with a notice published by the Official Trustee in the Gazette. The Official Trustee is expected to give notice at a convenient time and will have the Account audited after the payment date to ensure that the moneys have been properly distributed. The Bill provides that in the event of dispute or a death, the Official Trustee must hold a member’s account until able to pay through a grant of representation or court order.

At 30 June 2016 the Act is finally repealed.

The Bill is in 10 clauses – Clauses 1 and 2 provide the short title of the Act and the commencement upon gazettal of assent. Clause 3 sets out definitions of terms used in the Bill. Clause 4 sets out the purpose of the Bill and the obligations of the Official Trustee. Clause 5 provides for the retention of $2,000 from interest income of the Provident Account to fund a final audit under clause 9. Clause 6 provides for cessation of contributions by members and the Administration. Clause 7 provides for the closure of the Provident Account and the payout to contributors. Clause 8 allows for members to ask for an early withdrawal before the cessation date. Clause 9 provides for the final winding up of the Provident Account and for the holding of funds where payment is legally not possible because of death or dispute. Clause 10 provides for the formal repeal of the principal Act on 30 June 2016.

PASSENGER PROCESSING ARRANGEMENTS NORFOLK ISLAND AIRPORT Further assessments and evaluation of the passenger processing procedures carried out in conjunction with arriving passengers indicate a need to increase the level of surveillance on goods arriving at Norfolk Island to address the increased risk of prohibited goods being imported.

Changes which have been made will result in an increase in the number of passenger’s luggage being subject to examination.

With cooperation from passengers and compliance with the requirements of the laws that govern the importation of matters such as drugs, plants, fruits and firearms it is expected that there will be no delays for passengers who have complied with the entry requirements. Passengers who do not comply with the entry requirements can expect delays whilst procedures for their situation are worked through. Those travellers who are unsure about their declaration should indicate such before processing starts as there are severe penalties for making a false declaration and penalties for the importation of prohibited goods.
