Introduction The project title QUALIST (title abbreviation) means „The improvement in quality of life in small towns in Central Europe“, it is supported by the programme Central Europe, project number 2CE 179P4. The lead partner is the Saxon State Ministry for Economic Affairs, Labour and Transport, Germany, the project has got 10 more partners in Saxony, Lower Austria and the Czech Republic. The project partner of PP9 is the association of legal entities, the South Bohemian Silva Nortica. The project contains several work packages, the most important are these 3: • WP 3 Demography oriented revitalization of city centres • WP 4 Demography oriented mobility concept for small cities • WP 5 Location information/ presentation system This study has been processed within the package WP 3, which contains following sections: • Development and piloting of solutions to increase the attractiveness of small towns centres in rural areas • Development of the concept „Central Europe small Town 2020“(rural area) under consideration of the demographic development (infrastructure, quality of supply, living etc.) • Concrete pilot projects for cities revitalization: Horn (A), St. Martin (A), Adorf (D), Oelsnitz (D), Slavonice (CZ) • Drafting of further projects in the partner regions 2. Challenges for urban development policy in the area of maintenance and protection of monuments There are several dozen small towns in the Silva Nortica Euroregion. For the analysis within the project QUALIS were chosen 16 towns from the regions of České Budějovice and Jindřichův Hradec (listed below). As you can see from the following table, the decrease of population in these towns is less significant than in the neighbouring small municipalities with fewer job opportunities. As you can see from the table above, the map and the chart below, it is obvious that the cities located on the borders of the region (České Velenice, Nová Bystřice, Slavonice, Studená) show the decrease of population, whilst the cities situated on the major transport routes near the regional centres (Borovany, Lišov, Nové Hrady, Trhové Sviny, Kardašova Řečice, Lomnice nad Lužnicí, Suchdol nad Lužnicí) show the population growth. Picture: Map of small towns deployment in the Silva Nortica Euroregion The conception of small towns revitalization in the South Bohemian Region 4 Chart: Demographic development of small towns in the Silva Nortica Euroregion 2.1 Small towns with the protection of cultural monuments in the South Bohemian Region The centres of many South Bohemian small towns are monumentally protected; they are defined as either urban conservation areas (UCA), or urban conservation zones (UCZ). Historical buildings and monuments located in these towns are also protected and they are marked as immovable cultural monuments (ICM). It concerns the following: - UCA Slavonice, declared by the Ministry of Culture Czech Republic in 1987, a set of protected historical buildings on the square, church - UCZ Trhové Sviny, declared by the South Bohemian Regional Authority in 1990, protected historical houses on the square, church, the mill Buškův hamr - UCZ Nové Hrady, declared by the South Bohemian Regional Authority in 1990, protected castle, monastery, town hall and other buildings - UCZ Nová Bystřice, declared by the South Bohemian Regional Authority in 1990, protected castle, church and ruins of the city walls - ICM castle Borovany, other buildings (church etc.) - NKP castle Chlum u Třeboně - NKP castle Nová Včelnice - NKP castle Stráž nad Nežárkou The most historically significant area is the UCA Slavonice, which applied for the inclusion of the town centre in the UNESCO's list of world heritage sites. The conception of small towns revitalization in the South Bohemian Region 5 2.2 Problems of small towns with the protection of monuments Most historical monuments located in small towns were reconstructed after the year 1990 and they still have been kept in good condition. The responsibilities for the technical state of monuments take the owners (in most cases they are private individuals, sometimes the state or the churches and cities). In spite of this fact, some monuments have been included in the list of endangered sites. Within the Silva Nortica Euroregion they are: Castle Nová Včelnice – in the south-eastern part of the castle there is an original three- winged fortress situated around a trapezoid-shaped courtyard. The castle was built in the 16th century. Towards the west there is a newer three-winged part in the shape of F, covered by the hipped and gabled roofs. Extensive modifications were planned by the end of the 20th century but the total recovery was not finished. The castle has been standing abandoned for a long time and its oldest part is in a very bad condition. The municipality is now the owner of the castle. Castle Český Rudolec – it was originally a water fortress already known in the 14th century. The castle was later renovated into a Renaissance chateau.
