PETITION FOR RECONSIDERATION: KNRR-DT, PEMBINA, NORTH DAKOTA PAGE 1 This engineering statement supports the Petition for Reconsideration filed on behalf of Red River Broadcast Co., LLC, licensee of KNRR(TV), Channel 12, Pembina, North Dakota to modify its facilities in the Final DTV Table of Allotments for its DTV station KNRR-DT, Pembina, North Dakota. The proposed final DTV Table of Allotments released as Appendix B with the Seventh Report and Order and Eighth Further Notice of Proposed Rule Making1 listed KNRR-DT on Channel 12 with 28.7 kW directional ERP and 413 meters HAAT. The requested facility in this Petition for Reconsideration for KNRR-DT on Channel 12 is with 4.44 kW directional ERP and 427 meters HAAT from the existing site. It is proposed to use the existing Bogner directional NTSC antenna. This antenna will be fed using the existing 6-1/8" transmission line. The reuse of this existing equipment will reduce the cost of providing DT service to this community2 and surrounding area. As shown in Exhibit E-1, the proposed operation remains entirely within the KNRR-DT facility in the final DTV Table of Allotments and provides predicted 43 dBu service over the community of license. 1“Seventh Report and Order and Eighth Further Notice of Proposed Rule Making In the Matter of Advanced Television Systems and their Impact Upon the Existing Television Broadcast Service”, MB Docket No. 87-268, Adopted August 1, 2007, Released August 6, 2007, Appendix B FCC 07-138. 2Based on 2000 Census data, Pembina has a population of 642.     HISTORY AND CURRENT STATUS OF FRANKLin’s GroUND SQUIRREL IN MANITOBA AND ELSEWHERE IN CANADA Peter Taylor P.O. Box 597 Pinawa, MB R0E 1L0 [email protected] Franklin’s Ground Squirrel (Poliocitellus franklinii; hereafter, FGS) occurs across a large portion of north-central North America. Its global conservation (Red List) status is “Least Concern”, based in large part on the assumption of healthy populations in the Prairie Provinces, contrasting with declining numbers farther south and east, especially in Indiana and Illinois.1 I became aware of local population declines in southeast Manitoba in the late 1980s, which gradually led me to review Canadian distributional records and related natural history to evaluate this “Least Concern” assessment. Franklin’s Ground Squirrel resembles a small Eastern Gray Squirrel (Sciurus carolinensis) but with shorter ears and a less bushy tail (Figure 1). Its geographic range extends from central Alberta and southern Saskatchewan to parts of Kansas, Missouri, Illinois, and Indiana, including portions of southern Manitoba and several northern Great Plains states, and a limited area of northwest Ontario.2-4 It has recently been detected in extreme northeast Montana, and its potential occurrence in northeast Colorado has been discussed.5,6 An introduced population in New Jersey, arising from the accidental release of one pair in 1867, persisted for at least 40 years but has apparently 7,8 disappeared.
