This engineering statement supports the Petition for Reconsideration filed on behalf of Red

River Broadcast Co., LLC, licensee of KNRR(TV), Channel 12, Pembina, North Dakota to modify

its facilities in the Final DTV Table of Allotments for its DTV station KNRR-DT, Pembina, North

Dakota.

The proposed final DTV Table of Allotments released as Appendix B with the Seventh

Report and Order and Eighth Further Notice of Proposed Rule Making1 listed KNRR-DT on

Channel 12 with 28.7 kW directional ERP and 413 meters HAAT. The requested facility in this

Petition for Reconsideration for KNRR-DT on Channel 12 is with 4.44 kW directional ERP and 427

meters HAAT from the existing site.

It is proposed to use the existing Bogner directional NTSC antenna. This antenna will be

fed using the existing 6-1/8" transmission line. The reuse of this existing equipment will reduce the

cost of providing DT service to this community2 and surrounding area.

As shown in Exhibit E-1, the proposed operation remains entirely within the KNRR-DT facility in the final DTV Table of Allotments and provides predicted 43 dBu service over the

community of license.

Conclusion

The reduced-ERP KNRR-DT facilities requested in this Petition for Reconsideration are expected to cause less interference to potentially affected facilities in both 7th R&O and Round One databases than the KNRR-DT facilities in the final DTV Table of Allotments while providing the community and surrounding area with its only off-the-air DTV service.
