As you may have heard, there is a team putting together the Parish Plan (PP) and Village Design Statement (VDS) for Compton and Shawford. It is an interesting but not an easy task as it is a particularly large Parish comprising of at least five different areas, all different in their needs and aspirations.

The Committee has designed this questionnaire, which encompasses both documents, to add to the information collected from Open Days held in March. We realise it is long but we hope you will feel the enthusiam to complete it and express your views and aspirations for the future of our Parish and environment.

The questionnaire should be completed by ONE member of the household after consulting all its members.

All responses will be treated as confidential but please feel feel to omit some questions. We would however, be grateful for your postcode at the start which will be kept confidential as this will allow us to localise the replies to specific parts of the village.

Why would we try to produce such a document? There is a strong feeling in many rural areas that we need to stop and think about our environment. Some of us feel strongly that we do not want to see change. Others want change but do not want to see change which could affect our environment adversely. We see this document as a chance to give an outline view of what the community really thinks, and as such it will be presented to Winchester City Council and must be adopted by them in order to have validity as an aid to their planning directives.

What it can do 1. Affect the type of new housing and other buildings (including extensions) in the village 2. Affect the design, layout and appearance to make them blend in better with the village 3. Give the Parish Council and the community as a whole a voice on future development

What it cannot do 1. Stop or change government plans for additional development in the parish 2. Recommend or prevent particular areas from being developed

The aim of this part of the questionnaire is to find out what we should be putting into this document, as it will affect how the village will develop, appear and function in the future and therefore affects all of the residents within the parish. As there are a number of different areas within the parish, we have allowed for your questions to be relevant to the area where you live; however, if you wish to answer any of the questions with regard to the whole parish, there is space for you to do so.

Note for Compton Down Residents

There have been two recent reports regarding new housing and the enviroment of Compton Down.

First in 2005 an Appeal Inspector ruled that there should be a fixed limit on the future number of additional dwellings in Compton Down because of the sub-standard condition of both exits on to the main Otterbourne Road and the narrowness and lack of pavements on many of the internal roads. With the addition of the recently approved new dwellings, this limit has now been passed.

Secondly Winchester City Council(WCC) recently commissioned the Compton Down Local Area Design Statement which has now been accepted and adopted by WCC as dealing with future planning and enviromental issues for Compton Down.

It has been agreed with WCC that this document will sit as an annex to the Parish VDS representing these issues for Compton Down.

In light of these reports it is very unlikely that further additional new development will be approved in Compton Down during the life time of this VDS. However it is important that Compton Down residents express their views in this questionnaire, firstly because of Compton Down's proximity to the other Parish areas and secondly so that vital insight is gained into the broader issues covered by the VDS within the Parish as a whole.
