Abstract. Taking the construction of Dalian smart city as the perspective, the existing problems in the emergency management of public safety and security in Dalian are excavated. From the systematic, timeliness, technical, linkage and basic five aspects of the emergency system, analysis and research are carried out. In the process of constructing the smart city, it studies the innovation of the concept, means and methods of urban management to prepare for the establishment of the emergency management system of public safety and security in Dalian. The application of intelligent information technology in the field of urban public safety and security emergency management is realized. Improve the capacity of emergency and early warning of public safety and security. Integrate urban resources to form a public safety and security emergency management model with the full participation of government, enterprises, citizens and society and to realize the coordinated and sustained development of the economy and society.

Introduction The accelerating process of urbanization and the deepening of social transformation, a series of events that cause social and public security have been gradually exposed. Dalian, as a demonstration city of the development and reform of the private economy in the northeast, has been called the "The Pearl of the north and the capital of romance". As a new front-line city in China, Dalian has some social problems while developing its economy. In particular, the frequent occurrence of public safety incidents has brought inestimable influence and loss to the lives of the people. From the Dalian storm surge events, March 4, 2007 to July 16, 2010, a pipeline in the port of Dalian oil spill exploded, to August 14, 2011, Dalian against the "PX" project, to the forest fire continue to occur in recent years, serious road traffic accidents, the stampede, terrorist attacks and other violence public security emergency management, the level of test for the government. The existing public safety and security emergency management system can not effectively solve the increasingly serious problem of public safety and security. We must rely on the new generation of information technology tools such as Internet of things and cloud computing, and innovate the emergency management system of urban public safety and security in Dalian with the help of comprehensive perception, deep integration and intelligent collaboration, so as to achieve intelligent management.

The Present Situation of Emergency Management of Public Safety and Security in Dalian The emergency committee for emergency public events in Dalian was established in January 18, 2006. In February 8, 2006, the Emergency Management Office of the emergency public event in Dalian was established. It is an important office for the emergency committee to carry out its work. After more than 10 years of development and improvement, the organization system of emergency management of public safety and security in Dalian has been basically complete. These operations are on the track of standardization, institutionalization and scientization. They play an important role in dealing with all kinds of emergencies, and have made gratifying achievements. For example, in 2007, the storm surge event in Dalian was successfully coordinated by the Dalian municipal government and emergency management agencies had dealt with the and minimized the

653 losses. However, we must realize that in the face of some , our emergency warning mechanism need to be improved, and our emergency response and emergency rescue are relatively backward. For example, the Dalian oil pipeline explosion in 2010 resulted in a large amount of oil pollution in the Jinshi beach. This has seriously affected the development of fisheries and tourism. If we are in the early warning stage, our daily monitoring can be done carefully. Or in the emergency response and command processing phase of the event, our emergency organization system can be dealt with more decisively. Or in the rescue and protection phase, our repair department can move a little faster, it can be a fact that all the losses can be avoided. Therefore, there are still problems in the emergency management of public safety and security in Dalian, which are urgently needed to be solved.

The Problems Existing in the Emergency Management System of Public Safety and Security in Dalian The Emergency Management System is Lack of Systematicness After more than 10 years of developments, the organization system of emergency management in Dalian has been relatively complete. The emergency response center of the city is responsible for the response and cooperation of various departments in the event of the crisis. The emergency group is responsible for providing various safeguards when the emergency response is executed. Special emergency command including social security incidents emergency command, dangerous chemical emergency command group, emergency command, geological disaster emergency command, emergency flood control and Drought Relief Headquarters, forest fire emergency command, city fire emergency command, production safety accident emergency command, emergency command the traffic accident emergency department, the Ministry of agriculture, Ministry of construction accident relief emergency command, emergency command, major food safety incident emergency command, meteorological disaster emergency command, environmental pollution emergency command, port and maritime rescue emergency command, large area power grid emergency command. The temporary emergency command is mainly responsible for the temporary emergency command in the event of a special event. The expert advisory group is responsible for analyzing the events and assisting the government to make scientific decisions on the basis of information when the crisis occurs. In addition, the emergency management organization system in Dalian has been developed to the level of district. Its longitudinal structure is complete, and the complete closed loop structure has been formed on the surface. In spite of this, in the event of a crisis, the organizations have not formed a systematic joint force, it is a fragmented state. In fact, in the emergency management system, the importance of pure accident prevention is far greater than in the event of disposal and the rescue. In our emergency system, the importance of daily supervision is ignored, and the effective docking of daily regulatory agencies and emergency agencies is not formed. It can be said that the emergency management organization system set up by the Dalian municipal government is no longer suitable for the grid management mode of "smart Dalian" under the background of big data era. All departments are still in the stage of fragmentation management, lack of scientific, foreseeable and systematic. The Emergency Management System is Short of Timeliness In response to emergency response, the rapid arrival and scientific operation of professional forces are of paramount importance. Many events and calamities in time lines are required to be precise to the second. Every minute is related to the life or death of a person, and is related to the loss of property too. From the process of many disaster rescues in China, there are many factors that affect the efficiency of rescue. In addition to the early factors such as untimely detection, it is more important that the decision is in time. Bureaucracy is a fatal factor. Under the existing mechanism, "professional people do not do professional things". In the decision-making and command of disaster relief, there is still a phenomenon of "the death of the officials at the first level". This makes it difficult for professionals to break through the cage and cannot give full play to the professional

654 length. The work arrangement can only follow the "high" instructions of higher level leaders. Often in the process, precious time lost, and resulting in the loss of. In addition to the key moments or the "instructions", it is more common that the daily work in this way affects the normal operation of emergency management. These practices seriously restrict the healthy operation of the emergency management system and affect the harmonious play of the timeliness of the emergency management system. The Emergency Management System is Lack of Technical Nature New technologies, such as big data, cloud computing, Internet of things and wireless networks, should be the key technologies in the urban emergency management system. For example, cloud computing technology can effectively solve the security problem of city emergency management, networking technology can effectively support resources monitoring and early warning, and wireless network technology can be used for intelligent traffic emergency management and so on, but these key technology has not been effectively reflected in the emergency management system. There are three main reasons: Firstly, it is the eyesight problem. The understanding of leading cadres. Age constraints make it difficult for them to accept new technologies. Nor do they know that the new technologies can bring about a thorough reform of the emergency system. It is the awareness of executives. Some people do not wish to try to learn new technology, and do not want to break the current state of work. Secondly, it is the lack of funds. It includes not only the lack of funds to introduce modern technology, but also the lack of funds for the use of existing equipment and the operation of subsequent maintenance. Of course, it also includes the lack of training and training for some specialized personnel. Even if there is a thirst for new technology, many times because of the funding problem, because of the cumbersome application of funds, the blueprint is forced to be shelved, and it cannot become a reality and combat effectiveness. Thirdly, it is the lack of talent. It is mainly manifested in the extreme lack of smart city professionals and emergency management engineering technicians. This leads to some new technology and new equipment, even if introduced, also cannot do skillfully, which seriously affect its efficiency. If the advanced equipment does not match the qualified personnel, it cannot play the advanced role at all. Without a broad vision of technical personnel, no one can understand, adopt new technology or advanced platform. The above reasons are mutual influence, without strong external force, it is difficult to break the state of stability. The Lack of Linkage of the Emergency Management System The effective handling of an emergency often requires the linkage and effective coordination of various departments. The force of "Single Soldier Combat" is too weak to deal with problems effectively. Especially in the stage of rescue, it not only needs the cooperation of all departments of the government, but also needs more military and social rescue forces. But our emergency management system lacks effective linkage. On the one hand, there is a state of non communication, mutual distrust and no help from each other. Problems are handled individually, regardless of the interests of their own departments, and the degree of coordination is extremely poor. On the other hand, for general safety incidents, there has not been a unified command system from the government to the local authorities, resulting in the separation of actions from instructions, and the unreasonable allocation of resources. These are the results of the lack of linkage of the emergency management system. The Emergency Management System is Lack of Foundation Any emergency response is an emphasis on fast. Large scale urban rescue caused by natural disasters such as earthquakes and other natural disasters cannot quickly find drawings of buildings, arrive at the core location of disaster quickly, and arrive at the location of the wounded in the shortest time. The rescue without the drawings is like a blind man walking, and the precious time of life is passing quickly. The accurate drawings, coupled with advanced rescue equipment, even in a

655 complex environment, can also be worked out well, direct access to the trapped personnel side, save lives. Fire and other dangerous responses require stable, reliable fire hydrants and fire protection channels. But many areas, especially neighbourhoods, cannot guarantee the most basic security facilities. Because the fire protection channel is blocked, the fire hydrant cannot provide the basic fire water source, the timeliness and effectiveness of the disaster response are restricted.

Prospect The current public safety and security emergency management system in Dalian has been unable to respond flexibly to the complicated and unpredictable urban security crisis. It is urgent for the government to form a fully scientific and intelligent management system through systematic systematization and policy, which is also a key part of the following research.
