Bangladesh is currently the second largest producer 1 of jute fibre in the world with only India producing more. Jute is also the country’s third biggest foreign exchange earner after garments and remittances. However, following the emergence of other vibrant sectors in the economy, the sector experienced many ups and downs. Nevertheless, given the rising global environmental concerns and the perishable nature of jute and jute products, jute has re - emerged offering huge prospects. This study has been conducted against the background o f the increasing importance of jute . Using a value chain analysis , the study analyzes the systemic issues faced within the whole process—from farming to exporting —with particular focus on knowledge and information gaps. The study identifies bottlenecks the sector is facing, relationship s and linkages between and among the actors, the flow of products and the changes in value and information, and the knowledge flow. It is evident from the study that despite its many difficulties and challenges, the jute sector holds great potential for smallholders and the overall economy of Bangladesh in view of an expanding in Bangladesh that holds huge potential for catering to an expanding market. The specific objectives of this Knowledge Based Economy (KBE) research were to: • Achieve an in ‐depth understanding of how innovations related to information and communication technologies (ICTs) are used (and may be used) to improve the efficiency and inclusiveness of the jute value chain in Bangladesh; the specific focus was on increasing the participation (inclusiveness) of small players; especially micro and small enterprises (MSEs) and small and medium enterprises (SMEs) within the value chain through various forms of value addition, and the reduction of various forms of transaction costs. • Develop recommendations for improving the efficiency and inclusiveness of agricultural value chains including through the application of ICTs, but not limited to them; specifically, identify and differentiate between t he roles that shall be played by the private sector vs. the public sector in providing such services to MSEs and SMEs. • Based on the in ‐depth understandings mentioned above, contribute to improving indicators related to measuring progress toward inclusive knowledge ‐based economies. In order to carry out KBE research in the Bangladesh agriculture sector, two value chains were selected through desk research. The following criteria were used to select the two most promising export -oriented agricultural value chains: Goods that have • potential for value addition, • high participation (or potential for participation) by small actors including MSE/ SMEs, • high export potential, and • potential for increased productivity. After rigorous desk research followed by a short-listing and ranking exercise 2, jute proved to be one of the two most promising value chains and was analyzed further afterwards. This report describes the in -depth analysis of the jute value chain. Methodology A value chain analysis was done to unfold the industry dynamics, its market actors and different service provisions, constraints and opportunities. The overall research was carried out through desk research, in - depth interviews and Focus Group Discussion (FGD). 2 See Appendix 1 for selection summary 5 The desk research involved reviewing existing literature on the sector. The initial desk research helped develop a general understanding of the overall sector. It r esulted in identifying different market actors and nodal points within the value chain, which, in turn, helped select in-depth interview respondents -industry experts, concerned government and research agencies, value chain actors and industry associations. A snow-balling approach was adopted to develop the entire value chain. The process started with identifying and interviewing end market actors such as exporters and then gradually moving up the value chain up to the input supplier level. Thus the stems rot and the fibres from the bark, become loose. Then the cultiva tors pull of the fibre s from the bark and wash the fibre s very carefully, dry them in the sun and put them in bundles for sale.

The current Study conducted the Pilot Projects for those two sub-sectors from October 2007 to August 2008 (from the Third Field Survey to the Sixth Field Survey). This chapter describes planning policy and basic design of the Pilot Projects, as well as conclusion, recommendations and lessons obtained by implementing the Pilot Projects. A total of 100 farmers were interviewed by using a structured interview schedule from two villages (Damor and Nathpara) of Kishoregonj sadar upazila of Kishoregonj district at their houses and/or farm sites during April to June 2014. The study confirmed that most farmers have improved their socio-economic conditions through jute cultivation. The impact analysis of jute cultivation on livelihood of jute farmers shows that overall 61% jute farmers have increased overall livelihood from jute cultivation during the last four years (2011-2014). Deshi variety of jute has been widely grown across the region due to its wider adaptability and quality fiber. Jute area has been increased and some rice field has been replaced by jute due to its high demand in country. In addition, farmers are motivated to cultivate jute. But study revealed that productivity ranged from 750 kg to 1022 kg per hectare that are lower than other jute growing areas of Bangladesh. Average cost of production of fiber was estimated at Tk 15/kg. The study indicates that the maximum production cost has involved in fiber extraction (20%) and weeding (20%). The study also revealed that lack of quality seed, high cost of jute production, lack of training facilities, inadequate credit facilities, high disease infestation, high price of inputs, unstable jute price, shortage of labor at peak period, lack of retting water and weed problem were the main constraints in jute production and processing.

Basically farmers cultivate jute for earning profit but they are not conscious about forward market. Lack of jute diversification knowledge is the unique findings of this study. The findings may help policy makers and stakeholders for taking effective decision in addressing the barriers to jute cultivation in Bangladesh.

With effect from 01.04.92 the district of West Dinajpur has been -reconstituted into two districts, i.e. North Dinajpur and South Dinajpur. There are two species of jute, viz. cor chorus capsularies and cor chorus olitorius. The commercial names are white jute and Tossa jute respectively. Jute, the golden fibre plays a very imp.'Jttant role in the economy of India, especially in the rural economy of jute grm1ing states. Over 2 lakhs of industrial workers are employed directly in the jute industry. ~nd about 20 lakh people earn their livelihood from secondary sectors of the industry. About 40 lakh farmer families of various states are engaged in the production of jute fibre. The demand for raw jute is derived demand, i.e, raw jute is demanded only for production of jute goods. In India jute mills came to be established in the 1850's. The first jute-spinning mill was established at Rishra in 1955 by George Acland.
