Introduction The Pulaski County Apartment Survey was developed in response to a need for accurate statistical data on the subject demonstrated by area developers, public officials and other professionals attempting to plan for the County housing needs. The need for such a survey became apparant with the passing of the City and County Multi-Family Bond issues in 1981 and 1983. The bond issues feasibility studies demonstrated a need for addi­ tional multi-family housing in Pulaski County. Few apartments had been built in the SMA since 1973. In addition families were residing in apart­ ments over an extended period, due to high interest rates which precluded purchase of a for-sale multi or single family unit. The Apartment Survey presented herein is a culmination of 6 months effort utilizing data sources which include: A Mail Out Survey Existing Reports and Surveys Phone Interviews with area Owners, Managers and Public Officials Windshield Survey Approximately 500 survey fonns were mailed. Survey data was deli­ neated by municipality and included Little Rock, North Little Rock, Jacksonville, Maumelle and Sherwood. Of that number 234 responded to the survey or 47 per cent. No response was received from 239 apartment complexes or 48 per cent, either because the complex was converted to con­ dominium, back to private dwelling, demolished or the owner/manager neglected to return the fonn. Approximately 27 or 5 per cent of the total sample refused to participate in the survey.

From our house at 3415 Kavanaugh, my brother and I watched the streetcar turn around on “I” Street, if it was not scheduled to continue northwest on the gravel roadbed which began a few blocks from our house. I have seen a lot of changes in 70 years and it is difficult to see all of Little Rock without a guide. This guidebook is my offer to show you around Little Rock. The old street car line climbed 200 feet from downtown Little Rock to the Heights and in doing so, left the Delta and started up the mountains. Spring comes several days earlier in downtown Little Rock than it does in the Heights, and fall comes earlier in the Heights than it does in downtown. The Arkansas River carves a gateway between the Ouachita and Ozark Mountains to the Delta at Little Rock. The terrain drops only 200 feet from Little Rock to the Gulf of Mexico in the south and rises over 2,000 feet in the Ouachitas and Ozarks to the north and west. This varied ter- rain has a lot of sights and action. Little Rock is a paradise for sightseers, hikers, antiquers, histori- ans, sports, food lovers, and all the rest.

GOAL – INCREASE EFFECTIVENESS OF CITY AGENCIES AND ORGANIZATIONS Historic preservation in Little Rock is promoted and ad- ministered through the efforts of the city’s Planning and Development Department, Historic District Commission, and Capitol Zoning District Commission. Organizations such as the Quapaw Quarter Association, Downtown Lit- tle Rock Partnership, and neighborhood associations all play an important role in advocacy for preservation and tourism promotion. Historic preservation benefits when these government, non-profit, and private entities coordi- nate their efforts and focus on strategies to make their work more efficient. The following actions are recom- mended to increase the effectiveness and profile of his- toric preservation agencies and organizations in the city. Action – Increase the Size and Role of the Historic Dis- trict Commission and Its Operations The Little Rock Historic District Commission undertakes Additional neighborhoods, such as a wide variety of activities on behalf of the community. Historic Preservation Trends Today – What Works/Challenges Overview The older neighborhoods and downtown of Little Rock are poised to benefit in coming years from national trends indicating a return back to urban centers and a slowing in overall city expansion. These trends are due to rising en- ergy costs, the expense of suburban sprawl, and continued interest in historic rehabilitation and urban living. Studies also show that as the Baby Boom generation retires they will increasingly seek to live in urban areas that provide compact housing, walkable downtowns, and amenities such as restaurants and entertainment. These trends can already be seen to various degrees in Little Rock. So what is working now in Little Rock and what remain as challenges to historic preservation efforts? What is Working • Large numbers of National Register-listed buildings and historic districts providing opportunities for reha- bilitation using state and federal tax credits. • Increase in downtown apartments and condos. • Success of the River Market District. • Increased emphasis on heritage tourism.   • I-630 Fixed Guideway Final Report
    Foreword This study is the product of the February 2, 2010 agreement between Metroplan, a council of governments located in Pulaski County, Arkansas and Jacobs Engineering Group Inc., a corporation with a principle office in Little Rock. Metroplan is the designated metropolitan planning organization (MPO) for the Little Rock-North Little Rock-Conway metropolitan area. The I-630 fixed guideway alignment study was undertaken to determine a suitable mode and transit alignment for that mode within the study corridor. The overall study corridor extends from west of I-430 to east of I-30 between Markham on the north and Kanis/12 th Street on the south. The overall goal for the study was to define a transit alignment with a relatively low-cost level of effort that provides for notable public involvement. The primary purpose for the study has been to identify a future alignment for fixed guideway in the study corridor and provide designers of I-630 improvements the opportunity to develop compatible plans. Jacobs subcontracted with J Kelly Referrals & Information Services, Inc. of Little Rock to assist in meeting the public involvement requirements of the contract. 1 Executive Summary The I-630 fixed guideway study has been prepared to identify a feasible and desirable transit right-of-way that can be preserved for future construction in the I-630 corridor, perhaps within the next decade. Highway construction and private-sector investments have continued incrementally in the study corridor for decades; a fixed guideway offers an alternative that must be planned for or it will not be addressed and realized.

  • Quapaw Line Trail
    QUAPAW LINE TRAIL A Downtown Little Rock Adventure Dedicated February 1967 In 1967, members of Boy Scout Troop 358, led by Dr. Joseph Randle Luten Jr., created a walking route of just over ten-miles they named the Quapaw Line Trail. It toured historic sites and took about six hours to walk. Then-Mayor Martin Borchert spoke at a dedication in MacArthur Park. The trail route today is very similar to the 1967 route, but some route changes have occurred to accommodate the ever-changing urban landscape. History continues to be made in Little Rock and accordingly, new historical points of interest have been added to the Trail that did not exist at the time of its inception. It is with purpose we maintain the Quapaw Line Trail to remember and celebrate the treasured past, the architecture and the beauty of the City of Little Rock and the State of Arkansas. Please note that due to construction and other constraints, access to some markers may be prohibited. You will be passing many historical points of interest that could significantly delay your return. Please consider making a return visit later. Also consider that these points of interest and traffic that you may encounter could require more time than a traditional ten-mile hike. It is likely that you will travel 12-13 miles over the course of the Trail, and you should allow 5 – 6 hours to complete. Over 90% of the Trail is on sidewalks or pavement, so comfortable walking shoes are a must. Also, much of the Trail receives direct sun exposure at all hours so remember sunscreen.
