The Department is committed to its mission to protect the lives and property of the citizens of New York City; to improve its relations with all communities within the City and to treat every citizen with courtesy, professionalism and respect; to enforce the laws impartially, fighting crime both by deterring it and by aggressively pursuing perpetrators. GOALS AND OBJECTIVES Goal: Enhance public safety through targeted anticrime strategies. Objective Reduce further the occurrence of major felony crimes: murder, rape, robbery, burglary, felonious assault, grand larceny and grand larceny motor vehicle. Reduce the number of shooting victims and shooting incidents. Expand efforts to deter domestic violence, with special emphasis on child abuse, through more intensive investigation, continued contact with victims and review of Domestic Incident reports.

Built 1905-1909; architects Hoppin, Koen and Huntington~ Landmark Site: Borough of Manhattan Tax Map Block lt72, Lot 31. On July 11, 1978, the Landmarks Preservation Commission held a public hearing on the proposed designation as a Landmark of the Former Fblice Headquarters Building and the proposed designation of the related Landmark Site (Item No .3). The building had been hears previously in 1966, 1970 and 1974. The hearing had been duly advertised in accondance with the provisions of law. Seven witnesses spoke in favor of designation. There were no speakers in opposition to designation. DESCRIPI'ION .AND .ANALYSIS Designed by the architectural firm of Hoppin and Koen, the former New York City Fblice Headquarters building at 240 Centre Street was built between 1905 and 1909 and stands today as one of New York City's most important examples of the Edwardian Baroque style and of the Beaux-Arts principles of design. On May 6, 1905, Mayor George B. McClellan, amid the ceremony of a police band and mounted troops, wielded a silver trowel to lay the cornerstone of the building which was hailed by the press as the most up-to-date of its kind in the world. 1 Since the establishment of the first police office at City Hall in 1798 when "to facilitate the apprehension of criminals" an effort was made to supplement the traditional night watch, 2 the New York Fblice Department had witnessed the uneasy growth of the nation 's largest city.

    Post-Pandemic Utilization of Office to Residential Adaptive Reuse Strategies in Cities Shane Sweeney ABSTRACT American cities are facing an epidemic. Affordable housing is nearly impossible to find in desirable cities. This shortage has cost-burdened almost half of American families who spend 30% or more of their gross income on housing. The COVID-19 pandemic has also exacerbated previously grim outlooks for the office market. Cities nationwide are experiencing historic highs in office vacancy rates and catastrophic deficits in net absorption. Adaptive reuse is an innovative, sustainable, and viable solution to this two- pronged problem. It is the process of taking an older or underutilized structure and repurposing that structure for a new or different use. In this present situation, city officials have the ability to work with owners of underutilized office buildings to assist in repurposing these structures into residential units through a number of tools such as tax credits, grants, expedited permitting, trusts, affordable housing incentives, and much more. Adaptive reuse is a multi-dimensional solution to an emerging problem which encapsulates the real-estate market, city dynamics, zoning, housing stock and prices, homelessness, and long-term sustainability of cities. This paper serves as a guide to planners, students, and citizens to elaborately define the problems at hand, explore a successful case study, provide a repeatable and thorough analysis, present feasible tools and policies to enact change, and discuss the challenges of doing so. With this research, planners in large urban areas can assess the need and usefulness of adaptive reuse to help curb the constantly changing problems cities face and the effects of COVID-19 in their communities.
